Jahir and Feriz Gashi from
Caralluka village, were summoned to the police
station for unknown reasons. The
security authorities had seized Jahir's passport
when he returned from Germany.

KAMENICA: On June 12, Kadri Feti Salihu
(1963) from Berivojca village returned
from Germany, where he had been an asylum-seeker
since 1993. On July 9, he
was summoned for "informative talks" at the
Security Centre of Kamenica.
SKëNDERAJ: On July 12, two security workers,
one of them called Sava, and a
policeman searched for Xhevdet Hajra
from Rakinica village, who is currently
living in Switzerland.
Police searched for Sabit Smaili
from village Klina e Poshtme, who is currently
living in Germany.
MITROVICA: On July 10, two policemen, one of
them called Esko, searched for
weapons at the house of Raif Xheladin Ahmeti
(77), who is paying visit to his sons
in Germany. Policemen ordered his son
Samedin (27) to report to the police station
the next day with his brother Esat (25),
in order to hand over the revolver. Esat is
currently living in Germany, after he
had deserted the army.

house of Sabedin Lam Idrizi (54),
in the "Tavnik" quarter, in search of

Kastrati (41), temporary workers in

FERIZAJ: Ilaz Zejna
and his son Përparim, former-policeman in the district of
Vitia, presently living abroad, were searched
at their house by the police. The
police left the summon for Përparim to report
to the police station on August 21, 1997.
VITI: Sami Demelezi
(1961), engineer from Sllatina e Poshtme village, teacher
with the "Kuvendi i Lezhës" secondary school,
was stopped by the traffic police on
August 4 and today allegedly for routine control
and was afterwards asked about
Hysen Demelezi from the same village,
who lives abroad since 1993.

PRIZREN: Serbian
border authorities at the airport of Belgrade seized the travel
documents from Lumturie Musa, asylum-seeker
who was coming back from
Germany with her 4 children: Donika (1993),
Jetina (1944), Kaltrina (1995) and
Dafina (1996). She was told to report to the
police station in order to get her
documents back.
DELAYED INFORMATION:
ISTOG: On August 1,
the police seized the passport from Sylë Asllan Sejdaj,
temporarily employed in Switzerland.
KLINA: On August 12
and 14, Shaban Ali Morina (1949) from Gllareva village,
temporarily employed in Austria, was taken
for "informative talks" to the local police
station of Klina. There he was provoked,
physically ill-treated and was ordered to
report to the police station every time
he comes home for holidays from Austria.
SHKUP: On August 16,
Naser Bytyçi (29) from Shkoza village of Malisheva, his
wife Myzafete Bytyçi and their daughter
Anila Bytyçi, were sent back to
Germany by the Macedonian police,
when arriving at the airport of Shkup. Naser, a
citizen of Holland who lives for some years
in Holland, was not allowed to meet his
brother Sefer Bytyçi who was waiting
for him at the airport. They were sent back on
the pretext that they have not secured the entry
visa on time. On his way back to
Kosova, Sefer was stopped by the Serbian police
in the border crossing of Hani i
Elezit and his passport was seized due
to some of his travelling to Albania.
A while ago, from the airport of Shkup were
also sent back Asllan and Gafurr Bytyçi from Shkoza village
of Malisheva, while from Bajram Rudi of Panorci village of
Malisheva, the Macedonian police seized 14.000
DM.

RAHOVEC: Beqir Feim Spahiu (1974) from
Opterusha village, a repatriated
asylum-seeker from Germany on 23 August,

July, the police summoned Gëzim Osmanaj (1971) from
Izbica village, an asylum-seeker repatriated
from Germany on 5 July, for
"informative talks". They also searched
for his brother Besim, who is currently
living in Germany.
On 11 August, the police searched for
Faton Metë Ahmeti (1962) from Rezalla village,
ho has been living abroad for 4 years now.
On 21 August, in Vojniku village, large police
forces by armoured and police cars
distributed several summons for fines. Bislim
Nebihu and Kamber Kelmendi,
both of them from Vojniku village, asylum
seekers returned from Germany, were
summoned to report to the police station.
PEJA: On 22 August,
Haki Smajl Kastrati (1968) from Dobërdoli village,
repatriated from Germany on 15 July 1997,
was summoned for "informative talks"
at the passport department at the Security Centre
of Peja 3 times. He was
interrogated on the reason of his leave, his
activity in Germany, the payment of 3%
to the government, etc.
On 23 August, police searched for Xhavit
Ibra, who is currently living abroad.

GLLOGOC: On 4 September, Muhamet Krasniqi
(1969), an agricultural technician
from Gllamnasella and an asylum-seeker repatriated
from Germany on 27 July
1997, was taken for "informative talks".
4 inspectors interrogated him on Ramiz
Lladrovci's and his wife's whereabouts.
He was subjected to severe physical ill-
treatment and suffered bad injuries. He
was released and left an order to report
again to the police station on 11 September.
GJAKOVA: About 40 policemen surrounded and raided
the house of Mark Ndrecaj
in Ramoci village, while the whole family were
celebrating the Saint Mertur's feast.
Policemen searched for Mark's son Princ,
who is currently living in Switzerland.
Apart from the panic and disorder they caused,
policemen demolished the furniture
and took hostage Princ's brother Jak (21)
instead, and pictures of Skënderbeu and
President Rugova. In the end, they filmed the
house.
11 SEPTEMBER:
VITIA: Three plainclothed policemen from Gjilan
searched for weapons at the
house of Selim Selimi (1933), farmer from
Pozharani village, and asked him on the
whereabouts of his sons in Germany, especially
on whereabouts of Nexhat, who
had deserted the Yugoslav army in 1991.

PRIZREN: On 28 August, on 2 and 5 September,
police searched for Besim

the mysterious murder of Liman Karaçica,
on his relatives' whereabouts and his
stay in Germany. Muhamet suffered bad injuries

Broja. He was arrested but released under the
condition to report again with the other male
members of the family: Imer (34),

MITROVICA: On September
26, a police inspector of the local Security Center,
arrested Jahja Bajram Azemi (54), living
in "Ibri" quarter, interrogated him and
ordered to hand in his son Festim (20) and
his nephew Fatlum (20), who are
currently living in Germany. Otherwise,
he was threatened with castration and
liquidation.
On September 26, Muhamet Sahit Smakolli
(24), a repatriated asylum-seeker
from Germany, was taken for informative

VUSHTRRI: Shemsi Kadri Pllana, student
from Shtitarica village, was stopped
and raided by the Serbian police of Mitrovica.
He was also interrogated on his
stay in Germany and the forthcoming protests.
Police physically ill-treated him,
due to what he suffered injuries on his head
and body. He was released on the
condition to report to the police station in
Mitrovica on 20 October and then flee Kosova.
16 OCTOBER:
VUSHTRRI: A police patrol went to the house of
Rabie Poterçi in the village of
Dobërlluka. They were in search of
her son Ekrem who is currently living abroad.
OCTOBER 17:
VITI: Rashit Rashiti (1952), from the
village of Sllatina e Poshtme, Swiss citizen,
was arrested by police during a visit
home. Ever since his whereabouts are unknown.

themselves as police
inspectors, provoked the family of Rrahman Jashari,

Rrahman's son Agron, who is
currently living abroad. They told Rrahman
to hand in his sons' gun.
OCTOBER 23:
VUSHTRRI: Police went to the house of Behxhet
Krasniqi (40), in the village of
Zhilivoda. Behxhet has been living abroad
for the last 4 years.

PRIZREN: On 27 September,
police searched for Fatmir Avdi Elshani,
"Gjerdapi" str.7/3-6, repatriated from Germany
a day before.
VUSHTRRI: On 1 October,
at the Prishtina airport, police prevented 14
Albanian asylum-seekers from entering Kosova
and sent them to Belgrade
airport. Having been interrogated, the asylum-seekers
were ordered to report to
the police station in Mitrovica on 27 October.
Among the repatriated Albanians was
Shaip Kadri Zeqiri (33) from Vushtrri,
whose 6-member-family remained in

abroad. He was also interrogated on his
activity and the activity of his relatives.

a police patrol searched for Mustafë Hajriz Rexha
in the village of Dumnica e Poshtme. As he is
currently living in Germany, police
detained his wife, brother and father.
They were threatened to be kept at the police
station as long as Mustafa does not report
there.

were returned to Germany after being kept
for 2 hours at the Belgrade airport.
3 NOVEMBER:
SKëNDERAJ: Nexhmedin Gashi (1959)
from the village of Kryshec, was wanted
by the police and was ordered to report to the
local police station in Skënderaj. A
month ago Nexhmedin was repatriated from Germany
and ever since he was
summoned for informative talks 3 times in
row.
4 NOVEMBER:
MITROVICA: On 23 October, 2 policemen raided
the house of Shefqet Idriz Haxhiu
(1948), engineer, living in "Ura e Gjakut" quarter,
"Gavrillo Principi" str. 3/1. Police
arrested his son Besnik (20) under
the pretext that he gave them no information
regarding his brother Ilir (25), who
is currently living abroad. He was physically
ill-treated at the local police station. On 31
October, he was arrested once again.
While in detention, he was ill-treated. Shefqet
was taken to the police and ill-
treated. He was threatened to bring his son Ilir
to Mitrovica.

Hamit Kabashi, who has been
living in Germany since 1992.

Zejnullahu, who has been living abroad
for last three months, and threatened

at "Frang Bardhi" Secondary School, "Ura e Gjakut"
quarter, and searched for Tahir's
sons Nexhat (24), former pupil of Secondary
Military School in Belgrade, Esat (21),
and Xhevat's son Skënder (21), who
are currently living in Germany.
21 NOVEMBER:
PRISHTINA: Mihrie Saraçi, who has
been living with her husband in Belgium for
three years, is being kept hostage at the
Prishtina airport in Sllatina from 15
November. Mihria had come to take her children,
but Serbian authorities prevented
her from contacting them. There are 4 other
citizens who are being kept hostage as
well.

MITROVICA: Three
policemen searched for Adem Murat Binaku (45) from the village
of Koshtova e Bobit, who is currently living
abroad.
NOVEMBER 25:
BELGRADE: Humanitarian
Law Fund and Serbia Helsinki Committee released a
communique where it is stated that: "50-70
persons mainly from Kosova and
Sanxhak have been kept at the airport in Belgrade
for few days without any
particular given reason. Sonja Biserko,
chairman of the Serbia Helsinki Committee
said that the Yugoslav authorities have no
legal right to prevent the citizens of
FRY to enter the state or sent them back to
Germany.
DELAYED INFORMATION:
PODUJEVA: On November
14, Mevlude Syla (33) from the village of Letanc,
asylum-seeker repatriated from Germany,
was stopped at the Sllatina airport.
The next day she and her two children were
sent back to Germany.
PRISHTINA: From November
18 until November 22, Jakup Bajçinca from the
village of Bardhi i Madh near Fushë Kosova
and 4 other Albanian asylum-seekers
repatriated from Germany were kept in detention
in the premises of the
Sllatina airport. On November 22, they
were sent back to Germany.

SUHAREKë: On November 26, a police squad
went to the houses of Ramadan
Asllanaj (1971) and Ajet Zeqiraj
(1967) in the village of Gjinoc. The two had been
repatriated from Germany on November 13.
Police inspector Nisheviq
interrogated them on the activity of Albanian
clubs in Germany. They were also
questioned on the organization of demonstrations,
on the UÇK (Kosova Liberation
Army) and its financing, etc. Ramadan was also
interrogated regarding a gun.

SKëNDERAJ: On November
10, Besim Gashi from the village of Kopiliq i
Poshtëm was summoned for informative
talks. As he is currently living in
Germany his father had to report to the
police.
On November 11, police searched for Murat
Hoti (40) from the village of Polac.
Murat, former employee of the territorial defence
in Skënderaj, has been living in
Germany for the last 6 years.
PRIZREN: On November
24-26, a police squad in search of Ragip Selaj, who is
currently living in Germany, went to the
house of his brother Sokol Selaj in
"Brezovica" str. 101/A. Sokol reported to the
police on November 27. He was
ordered to report again.
SUHAREKA: On November
29, police authorities at the Sllatina airport prevented
Mefail Sejdi Kuçi from returning to
Kosova. He had fled Kosova in 1992.

He was physically ill-treated and sent

as about his family members,
who are currently living abroad. His passport

25 DECEMBER:
PRISHTINA: 8 Albanians repatriated from Western
European countries are
being kept in the premises of the Sllatina
airport for over a week. Among them was
Ismet Berisha from the district of Kaçanik,
while returning from the funeral of his
son Zeqir (19), who had committed suicide in
Germany under unknown circumstances.
DELAYED INFORMATION:
SUHAREKA: Mustafë Halili (1952),
a teacher from Sopia, was repatriated from
Germany. After being kept for a night
at the Prishtina airport, he was sent back to
Germany on 7 December.
On 9 December, Afrim Suka (1971) from
Bllaca, repatriated from Germany on 28
October, was summoned to the premises of the
State Security in Suhareka and
interrogated on his contacts with people in Germany.
He was physically ill-treated

KLINA: On 27 November
1997, Martin Skeli, a student from Krusheva e Vogël, was
repatriated from Germany. Eversince, he
was taken for "informative talks" by Security
inspectors and was ordered to report again on
19 January 1998. He was subjected to ill-
treatment, provocation and threats, as well
as interrogation about the political parties,
"Kosova Liberation army", etc.
SHTIME: On 15 December,
Bajram Qorolli (1940) from Rashinca, temporarily
employed abroad, was left a summon to
report to the police station on 17 December. A
security inspector named Sërbolub interrogated
him on his visits to Albania, Holland,
Belgium and Germany. Later on, he was released
and told that he would be summoned
again.

SKëNDERAJ: Police
in Gazivoda stopped Elsadat Spahiu from the village of Llausha,
who is temporarily working in Italy. He
was severely ill-treated. Due to injuries suffered, he had to
be hospitalized in Italy.

PRISHTINA: 5 policemen
in search of Ardian and Armend Selimi, who are currently
living abroad, intervened in the flat of Nehat Selimi, "Bregu i Diellit"
quarter, VI/I 10.
JANUARY 17:
FERIZAJ: On January
15, at about 12.50, two unidentified persons kidnapped Bajram
Shehu (1960) from Grema, a former political
prisoner, temporarily employed in
Switzerland. The next day, Bajram called
a friend of his saying that he was OK.
Regardless of the attempts of his family, his
whereabouts remain unknown.

29, 5 policemen searched for Sabri Mjekiqi (1961) from
Shipitulla, who is currently living abroad.
SKëNDERAJ: On January
6, police stopped and checked the identities of Vehbi

Holland. The two were severely ill-treated
and threatened with liquidation.
MITROVICA: On January
10, ten policemen in search for Teuta Hamiti (32), who is
currently living in Switzerland, went

PODUJEVA: On his
arrival at the airport of Belgrade on 15 January, Ibush Sh.
Jashari from Podujeva, an asylum-seeker
repatriated from Germany, was arrested
and taken to the Security Centre in Prishtina.
He was subjected to interrogation on his
activity in Germany and was charged for "hostile
activity". Ibush was subjected to
physical ill-treatment until today. Due
to injuries suffered on his eye, leg and
backbone, he was compelled to seek medical
help. Inspectors ordered him to report
again to the police station.
21 JANUARY:
VUSHTRRI: On his
arrival to the Prishtina airport in Sllatina, Adnan Ali Zeqiri
from Nedakovc, an asylum-seeker repatriated from Sweden, was returned
to Sweden
again.
PRIZREN: Border police
in Kelebi seized the passport of Binak Hysen Morina
(1971), "Ulqini" st., temporarily employed
in Nova-Gorica in Slovenia, and removed his
photograph from the passoprt.
22 JANUARY:
MITROVICA: Twelve policemen
searched for weapons at the house of Hashim Habib
Avdiu (37) and searched for his
brother Gani (35) under the pretext that he had left an
automatic gun before leaving for Germany.

25 JANUARY:
VUSHTRRI: Two uniformed policemen and a plainclothed
one searched for Ajet Ali
Mernica, who has been living in Germany
for 4 years. They threatened Ajet's father
Ali with arrest if he did not give the correct
address of his son.
27 JANUARY:
PRISHTINA: Three policemen and a civilian took
Mehmet Aliu (1946), "Jabllanica" st.211,
owner of the house-school and interrogated
him on the whereabouts of his sons and
his brother Ahmet, who are currently
living abroad. In the meantime, they summoned
his nephew Avdullah for interrogation. Mehmet
was ordered to report to the police
station again today after 6 p.m.
30 JANUARY:
PEJA: Two Security inspectors searched for
brothers Naser (36) and Enver Ibërdemaj
(33) from Nabërgjan, who have been living
in Germany for 10 or 11 years. Inspectors
threatened their mother Zelfije (62) and left
them orders to report to the police station on 2
February.
DELAYED INFORMATION:
KLINA: On 9 January, two armed policemen introducing
themselves as security inspectors stopped the car of Ferat Alush Balaj
(1965) from Gllareva, temporarily employed in Germany. They
took him out and severely ill-treated him until he fainted on the
pretext that he had broken the traffic rules.
MITROVICA: On 21 January, Besim Fazli Dobruna
(19), "Bair" quarter, an
asylum-seeker repatriated from Switzerland,
was subjected to physical ill-treatment
at the Prishtina airport in Sllatina on
the pretext that he spoke no Serbian.
On 23 and 24 January, two police inspectors searched
for Fuad Qamil Dedolli (31),
"Qendra" quarter, who is currently living
abroad. They ordered his sister Luljeta to tell
about his whereabouts.
VUSHTRRI: On 24 January, in the way Vushtrri-Prishtina,
4 policemen stopped,
checked the identities of and ill-treated
Sahit S. Ademi from Gërdoc near Podujeva and
his wife Hanife because he got his driving
licence in Germany. He returned from
Germany after 4 years' stay. Police threatened
to accuse him for "hostile activity in
Germany" and looted DM 300 from him.

Vushtrri, Dushko Janic, commander-in-chief in
Vushtrri, stopped and provoked Sabit Kadriu,
chairman of the sub-CDHRF in Vushtrri, for

of Naim Zeqiri, an asylum-seeker
repatriated from Germany, who had been
subjected to physical ill-treatment at the
Sllatina airport, arrested and taken to the
police station in Prishtina.

PODUJEVA: On 29 January, Fehmi Hajrizi
(1976) from Katalica village, repatriated from Germany, was
summoned to report to the police.
MALISHEVA: On 29 January, in Subotica,

were stopped by the police and ill-treated,
their passports were seized and returned back
to Kosova.

VUSHTRRI: Two Serbian policemen searched for
weapons at the house of Rasim Islami
in Stanoc i Epërm, who is currently living
in Germany. In his absence, police ill-treated
his wife in the presence of her infant
children, under the pretext that her husband had left
a revolver at home. They demolished the furniture
and as they failed to find any
weapon, police threatened to come again.
13 FEBRUARY:
VITIA: Police searched for Ruhan Rrahmani, an
asylum-seeker repatriated from
Germany.
15 FEBRUARY:
PRISHTINA: Zahide Avdiu (1951) and
her son Fitim (1991) from Klina e Poshtme near
Skënderaj returned from Dusseldorf
yesterday. She lived there with her husband Abaz,
who left for Germany 5 years ago, as in 1989
he was in the Yugoslav prisons. At the
Prishtina airport in Sllatina, police prevent
them from repatriation on the pretext that
their documents were not in order. They are still
kept at the Belgrade airport from where
they are to be sent back to Germany. Meanwhile,
Abaz Avdiu informed their lawyer
Nekibe Kelmendi that Zahide and Fitim have their
documents in order - issued by German
authorities in Dusseldorf.
DELAYED INFORMATION:
MALISHEVA: On 27 January, police searched
for Sahit Brahim Morina, a former
political prisoner, who has been living abroad
for two years. They left him an order to
report to the police station in Kijeva or Klina.
On 31 January, police stopped Sahit's brother
Rexhep, interrogated him on the whereabouts of
Sahit and threatened him.
PRIZREN: On 2 February, police raided the
house of Adem Sallauka, a teacher,
and searched for his brothers Avni
and Skender, who have been living abroad for two
years.
On 6 February, at the border with Macedonia in
Han i Elezit, police prevented Afërdita
Çollaku (Zajmi) from entering Kosova.
She has been living in Tirana (Albania) with her
family. She was subjected to psychological
ill-treatment, insults and threats for several hours. In the end, she
was forced to go back to Albania.
KAMENICA: On 4 February, Ismet M. Masurica
(1951) from Muçivërc near
Kamenica, employed in Switzerland, was
summoned and reported to the Security
Centre in Gjilan the next day. Inspectors Vlado
and Branko interrogated him on the LDK
branch in Switzerland, parliamentary elections
in Kosova and the reason of his visits to
Kosova.
MITROVICA: On 5 February, three policemen
and two civilians went to the house
of Emin Hazir Hajdari (63), "Tavnik" quarter,
and searched for his sons Fadil (34) and
Zenel (30), who are currently living
abroad.
PODUJEVA: On 5 February, police searched
for Fadil Avniu, who is currently
living in Germany.

Veliu from Prelez, an asylum-seeker repatriated from Germany was

stated that a policeman and a Serbian civilian
had searched for his son Ibush, a student,
who has been living abroad for six years.

DEÇAN: Serbian
police searched for weapons at the house of Isa Kadri Hasaj (65)
from Kodralia and searched for his son
Florim (18), a pupil, who is currently living in
Germany.
While raiding, police demolished the furniture, physically ill-treated

LIPJAN: Bashkim Krenci
(26) from Gadime, a repatriated asylum-seeker from
Germany, stated that on 27 February at
the Belgrade airport, police confiscated DM
7.050 from him. Bashkim was summoned
to the police station and was ordered to report
again the next day.

Gllogoc, deported from Germany, were arrested at Belgrade airport.

FERIZAJ: Police searched for Avdyl
Faik Avdyli (1973) from Komogllava, who is in Germany for 4 years
now.
REPORT NO. 423 - FROM JULY 5 UNTIL JULY 12, 1998
JULY 8:
PRISHTINA: On May 27, 1998, Have Lekaj
(1968), from the village of Lumbardh near Deçan, was repatriated
from Switzerland. Ever-since, she did not manage to go home.
She and her fellow villager, Sabrije Lekaj (1943), and Dake Krasniqi from
Vranoc were stopped at the police check-point in Savina Voda. The bus driver,
the ticket collector and 6 or 7 men were beaten. The others were forced
to return to Prishtina.
