Central, regional and local agencies for development of SME, exist in most of countries. Their function is an intermediation between ministries and business community, coordination and stimulation of ministry performances, small business lobbying etc. in a word, the implementation of strategy of the state in this sector. Organized agencies in all three levels exist in Austria, Greece, Hungary, Italy, Norway, Poland, Spain, Turkey and the USA. Organization of these agencies only in central and regional level is done in Austria, Belgium, Czechia, and Slovakia. In regional and local level in Canada, Finland, France, Germany, Great Britain. In regional level - Australia, Korea, Switzerland. In local level Denmark and the Netherlands.
Infrastructure and financial instruments. Guarantee funds, special bank, microcredits, interest subventions, equity investments, and tax and tariffs facilities. Guarantee funds are created almost in all ex-socialist countries, whose purpose is to support rapid development. These funds are important also in some countries that prefer supporting a rapid development of SMEs, such as in Germany, Greece, Italy, Spain, Turkey, USA, Great Britain. Sometimes these funds, except guarantees, also grant microcredits, such as in Belgium, Czechia, Germany, Greece, Hungary, Norway, Poland, Turkey, USA. Subvention of interests through these funds is done in Belgium, Finland, Greece, Hungary, Norway, Poland, Portugal, Slovakia, USA, Canada, Finland, Switzerland and Turkey. Tax and tariff facilities have Austria, Australia, Belgium, Canada, Czechia, Finland, France, Italy, Netherlands, Norway, Portugal, Spain, Sweden, Switzerland, Great Britain, and USA.
Developing infrastructure encompasses measures for assuring construction ground and locations, entrepreneurship zones, incubators, technological centers, innovation centers. Assuring of construction ground, locations and entrepreneurship zones are characteristic for Austria, Denmark, Germany, Greece, Korea, Netherlands, Poland, Portugal, Spain, Great Britain and USA. Incubators and innovation centers and technological parks are characteristic for Austria, Canada, Belgium, Czechia, Hungary, Italy, Poland, Portugal, Sweden, Great Britain, and USA.
Consulting services which encompass the aid for consulting network, aid for planning and development program, development research, organization of marketing, of quality, support of export, design, packing and similar are organized in a considerable number of countries within various associations or through business cooperation of SME with specialized enterprises for these services. The dispersion of these services within countries is various.
The support of export and joint ventures and cooperation also is present especially for the support of export and joint investments that are present in almost all the above-mentioned countries.
Education and various forms qualification is done in an organized way by 16 countries from 26 included in this analysis.
Special information centers in service of SME are also established in 16 from these countries.
The organization of special ministry for small business is done in Denmark, Belgium and Turkey.
Voluntary associations of SME are present in 13 countries.
Obligated membership in Chambers (commerce/industrial) is present in only 7 countries.
Special media for SME are represented in 7 countries.
Based on this review about the importance of certain institutions and instruments in supporting of SME, we could conclude that the support of export has the frequency 22 from 26 possible, regional agencies 21, local agencies 19, guarantee founds 18, tax facilities and the support in managing marketing 17, central agency, innovative and technological centers, training and education, support of direct investments 16, microcredits and development research work 14, incubators and the support of SME in certain sectors 13.
Conclusions that can be derived from this analysis of mechanisms and institutions of SME development support can be very inspiring for the creation of a network for supporting institutions and mechanisms building up in Kosova.
