Tirana, March 4, 1998
The Albanian political
parties, associations and
organizations gathered in
Tirana from March 3-4, 1998
declare the following:
1. We denounce in the strongest terms the massacre
committed by the military and police
Serb forces on February 28 and March 1, in the
Kosovar region of Drenica, where more
than 30 Albanians were killed and tens of others
remained wounded. All these Albanians
were unarmed civilians.Likewise, we condemn the
police violence on the peaceful
protesters, approximately 300 thousand people
in Prishtina, on March 2, 1998.
2. We consider that this act committed by Miloshevic,
the butcher of the Balkans, is an
additional evidence and indication that the one
who is responsible for the ethnic cleansing
and the destruction in Bosnia and Herzegovina,
as well as in Croatia, is also ready to apply
the same stand against 2 million Albanians in
the Republic of Kosova. The Drenica
massacre indicates the public start of the application
of the platform of the extermination of
the Albanian nation by the great-Serbians of
Belgrade.
3. We call on the Albanians in Albania, Kosova,
FYROM,Montenegro, Diaspora and
elsewhere, we call on our membership and supporters
to be ready, determined and cool-
headed to react against the Serb aggression as
a sole nationto defend our existence, our
children, our homes and land.
4. We underline that any international concession
or favor for Miloshevich, without a fear
solution of the Kosovaproblem, will serve the
latest as an encouragement in his policy of
ethnic cleansing and genocide against the Albanians.
5. We call on the international community, first
on the USA and the European Union, to
intervene energetically on Belgrade, by suspending
any possible facilitation of the
embargo, by resetting the sanctions and by exercising
pressure using all the possible
means in order that violence and the expansion
of conflict is interrupted. The Security
Council and the other UN bodies, the Group of
Contact, the OSCE, the NATO, the EU, the
WEU should consider this problem with emergency
and should assure a military and civil
representation in Kosova, as a preventive measure
for the expansion of the conflict.
6. We call on President Clinton to impose the
red line in Kosova, as he declared in
January 1993.
7. We request the offer of facilities to NATO
and WEU in Albania, so that these organisms
fulfill their mission to guarantee the stability
in the region.
8. We appreciate the immediate condemnation of
the Serb police violence by the USA, the
governments of the EU member countries, by NATO
and the OSCE, the clear-cut
statement ofthe EU Commissioner for Foreign Affairs,
Hans van der Brook,the interest of
the EU Presidency in Office through the visit
of the British Foreign Office Secretary, Cook
in Belgrade.
9.We call on the USA and the European Union:
a) To provide assistance and support for the
normal development of the March 22, 1998
election in Kosova;
b) To join their efforts for the solution of
the Kosova problem, by immediately organizing an
International Conference to this end.
* This round table is institutionalized and open to all the political forces.
* We decided that Friday, March 7, 1998, at 12:00
hrs.,in the capital to organize together a
big rally for this matter, under the motto: "ONE
NATION, ONE STAND". We call onall the
Albanians to take part in this rally.
