Voluntary Return from Germany to Kosovo under the REAG-/GARP-Program

The REAG-/GARP-Program encourages the voluntary repatriation of refugees and evacuees from Kosovo currently in the Federal Republic of Germany. Their return must be voluntary. The desired departure must be planned on a permanent basis, and there must be no indication that the person may return to Germany again at a later stage.

Returnees must be in possession of a valid national or international passport of their country of origin. If such a document is not available or if its validity has expired, then it is indispensable that a laissez-passer or emergency travel certificate or some other replacement document is issued by the respective Consulate or Embassy, or by the German authorities. In the case of persons recently evacuated from Macedonia, and now seeking to return to Kosovo via Macedonia, a laissez passer is likely to be issued by the German Government.

REAG-applications for returnees can only be made by the relevant German authorities (alien registration departments, district and local councils, social welfare offices, etc.), state hostels, counselling centres of independent welfare organisations, Aliens Officesrs and the UNHCR.

Applications must be made on a REAG-application form. This form is available at the abovementioned entities. Each form must be used for no more than one person or a family unit. An application may only be made once per person or family.

The following benefits can be paid within the limits of the available fund, though without constituting any legal claim:

Benefits under the REAG-Program

1. Flight costs
2. Travel aid (pocket money):
DM 150 per person over 12 and DM 75 per child up to     the age of 12 (maximum: DM 750 per family).
3. Luggage Assistance:
DM 150 per person over 12 and DM 75 for each child up to the age of 12 (the maximum being DM 750 per family)
4. As long as flights are booked to Skopje, onward transportation from the airport of arrival (presently Skopje) to final destination in Kosovo.
The disbursement of these payments will take place in Germany.

Benefits under the GARP-Program:

1. Temporary relief payment
DM 450 per adult and DM 225 per child up to the age 12, though no more than DM 1,350 per family unit.
The disbursment of this payment will take place in Prishtina.

After the application has been approved by IOM, the applying authority or department is sent a fund release as well as the dates of the flight and other travel details. Departure can usually take place within a few days
