Britischer Liberalen-Chef Ashdown will Milosevic treffen

NATO-Verteidigungsminister setzen Beratungen in Portugal fort

«The Guardian»: UNO-Friedenstruppen in das Kosovo

President Rugova's Press Conference

PRISHTINA, Sept 25 (KIC) - The President of the Republic of Kosova Dr. Ibrahim Rugova said today the situation in Kosova was very tense and dangerous. He condemned in the strongest possible terms the continued Serb military offensive in against villages of the Shalë e Bajgorës region, namely communities in the municipalities of Mitrovia, Vushtrri and Podujeva.
Shelling of those villages has resulted in dozens of killed and wounded Albanians and destruction of houses and property, and has produced thousands of new refugees. The villages of Dukagjin and Drenicë regions have also been targeted. Serb forces have killed dozens of Albanians, mainly women, children and elderly, Dr. Rugova said, pressing for an immediate cessation of the Serb offensive.
Return of displaced population back to their homes with security and safety, should be done under international monitoring, the Kosova President said.
President Rugova denounced the continued Serb harassment of political and humanitarian activists.
Dr. Rugova called for an end to the Serb offensive, and urged international community, first and foremost USA, UE, UN, and NATO to take Kosova and its people under protection.  An independent Kosova, with all guarantees for local Serbs, and an international protectorate as an interim stage, is the best solution, he emphasized.
President Rugova hailed the adoption of the Resolution on Kosova by the UN Security Council, and welcomed the readiness of NATO to protect the people of Kosova.
President Rugova with deep concern informed the reporters about the assassination attempt on Dr. Sabri Hamiti last evening. Sabri Hamiti is a member of Kosova Parliament, University teacher, Secretary of the Albanian P.E.N., and an outstanding poet and scholar, Dr. Rugova said.
President Rugova said that this is an attack on the institutions on Kosova, and on the public figures and outstanding intellectual of not only Kosova, but also of the region.
He warned individuals who would like to further destabilize Kosova by assassinating its distinguished figures that all measures will be taken to stop these acts. The last evening assassination attempt on Sabri Hamiti is an attack against institutions of Kosova, an attack against all those committed to independence, he said.

Kosovar Institutions, Parties, Associations, Deplore Assassination
Attempt on Dr. Sabri Hamiti

PRISHTINA, Sept 25 (KIC) - An assassination attempt on Dr. Sabri Hamiti, a leading Kosovar writer and scholar, MP and a senior member of the LDK, has been widely condemned by Kosovar institutions, political parties and associations of Kosova.
The assault has been widely seen as an attack against institutions of Kosova and champions of the Kosova's independence drive.
Two unidentified gunmen attempted to assassin Dr. Sabri Hamiti in front of his apartment in Dardania neighborhood in Prishtina on Thursday evening. From a shot distance, one of them hit Dr. Hamiti with two bullets in the chest, few inches above his hart, and shoulder. He is being now treated in an emergency ward of the Prishtina hospital.
The President of the Republic of Kosova, Dr. Ibrahim Rugova, deplored today in the strongest terms the assassination attempt on Sabri Hamiti underlying that it was but "a direct attack against institutions of Kosova, against public figures and distinguished personalities not only in Kosova but wider in the Albanian world and the region".
The Presidency of the Parliament of the Republic of Kosova said in a statement today that the attempt on the life of Sabri Hamiti is a premeditated attack, engineered by Serb secret police services.

The Presidency of the main political force in Kosova, the Democratic League of Kosova (LDK), said the assassination attempt on Sabri Hamiti is at the same time and attack against the institution of the Republic of Kosova and an attempt to suffocate the struggle for freedom and independence of Kosova, the goals Dr. Hamiti is strongly identified with.
The dark and anti-Albanian hand was that which wanted to assassin Sabri Hamiti, targeting patriots and distinguished intellectuals of Kosova, the Kosova Writers Association (KWA) said in a communique today. The attempt on Hamiti's life is rather an attempt to scatter the independence drive and ideas of Albanian integrations to which he is a devoted champion, the KWA said.
Dr. Sabri Hamiti, is one on the most celebrated authors of literary works in Albanian world, author many books of poetry and literary critics. He teaches literature at the Prishtina University, is secretary of the Albanian PEN Center, member of the Kosova Parliament and member of Main Board of the LDK, being he himself one of the founders of this biggest Kosovar Albanian party.

KOSOVA ("KD" feature)
A story of a woman from Sibovc: "Do not write my name in the news-paper"

Prishtina, 23 September (ARTA) 1800CET --
"I do not know where my husband or my children are", says s 41 year old woman from Sibovc, speaking of when the police shot at group of more than 60 escapees, who were trying to avoid the shelling.
The 41 years old H.S. says that, when the shelling started early in the morning, she took shelter in the basement of a nearby house with her children and her husband.
"We were sheltered in the basement. There were eight of us. Subsequently, other people came and the number reached 30 (mainly women and children) ".
The houses in Shipitullë where the peasants were sheltered became the targets of the Serb shells. When the first shells fell, the people who were gathered in the basements sought for other shelter.
When they got into another basement, Serb shells started to target the horrified residents.
"Five minutes after we hid inside another house, shells began to fall on it. We ran outside. We dashed into a cornfield. Therefrom we saw the military tanks coming back from Leshkoshiq to Sibovc. We ran through the cornfield trying to reach the village Zhilivodë. The police shot at us; a 60 years old woman Habibe was wounded by a sniper which hit her in the chest and in her hand. Her daughter got wounded as well", tells H.S. trying to recall every detail.
"I don’t know what happened to the rest. There were many wounded, but I really don’t know what happened to them", she says, breathing deeply, as though persuading herself that she is still alive.
"In those moments I lost my husband and children. I do not know what happened to them. I think that they are somewhere in the forests".
"I stayed with Habibe. A young man stayed with us".
From a hill near Sibovc, H.S., the wounded woman, and the young man, saw their village burning. Suddenly, policemen surrounded them.
"'Izagjite sa rukama uvis’ (Hands up), they shouted", she tells.
"When they spotted us, some 20 policemen started beating the young man who was with us".’ Gde je sada UÇK’ (Where is now KLA)", they shouted kicking him around. 'Reci, gdje je UÇK, majku ti shiptarsku’ (Tell us where is KLA, f... your Albanian mother)" they swore. They swore us as well".
After the village was destroyed, four military tanks were installed in the place where Habibe (who was bleeding) and the young man who passed out, were laying.
An old policeman dressed the wounds of Habibe. The tanks that were situated just ten meters far from us opened fire against Zhilivodë. They kept us there for two hours. During those two hours every policeman passing by, booted the young man".
In the aftermath, police took a tractor from the village, put the wounded Habibe and H.S on it, and ordered the beaten youngman to drive them to Prishtina.
"We passed through the totally destroyed village, then through the Hamidi village which was in flames, and reached Plemetin where the police left us. The local Serb civilians sweared at us. They pointed the machine gun barrel into my face and asked why I do not speak Serbian. 'Ovo je Srbija. Shto ne govorish srpski?' (This is Serbia, why the hell don’t you speak Serbian) they used to swear all the time.'Idi kod Rugove. On je poçeo rat. Idi sad kod njega'
(Go to Rugova. He started the war. Go to him now)"
H.S. says that after one hour of mal-treatment, she was allowed to go to Obiliq. But in Obiliq, they were "welcomed" by the police in the same way.
"We were stopped at the entrance of Obiliq. Initially, they did not want to let us through because they thought that Habibe was a man, disguised in female clothes. She was bleeding all the time".
They took away the young man who was with us, and I don't know what happened to him. I haven’t heard anything about him since".
After arriving in Prishtina, Habibe was taken to the Hospital. H.S. was with her
"A group of policemen was staying at the entrance of the hospital. The doctor said that the woman has lost a lot of blood, and it is necessary to find a blood donator. I told them that I have to call someone from her family, I got out of the hospital and now I am here"
H.S is staying at her brother’s house in Prishtina. Her house in Sibovc is burnt. She knows nothing about her children and husband. Her only clothes she has taken with her are stained with the blood of Habibe.
"I do not want my name to be in the news-paper" is the refrain, which is repeated always by the escapees who still feel the fear embodied.
"I was given these clothes here, because my previous ones were stained with blood", she says at the end with her voice fading away.

KOSOVA (LDSH statement – Prishtina)
Hajrizi: "UN resolution - important act of international engagement to stop the aggressor"

Prishtina, 24 September (ARTA) 2000CET --
"The UN resolution on Kosova, approved by the UN Security Council last night, makes another important act of the international engagement to stop the Serb aggression in Kosova, soften the tragic humanitarian drama and create conditions for an effective political process for the solution of its problem", it is initially stated in the statement of Mehmet Hajrizi, Secretary General of the Albanian Democratic League (LDSH), concerning the recent resolution of the UN Security Council.
"Since this resolution doesn't determine an adequate action of the international community in Kosova, since the real situation, imposes a quick and an energetic intervention. I want to emphasize the fact that it is based on Chapter VII of the UN Chart. The resolution is a promising step that makes us hope for a more intensive and effective activity of the international community, for the solution of the Kosova issue", it is said in the statement.
Hajrizi highly evaluated the engagements and statements of the diplomats and leaders of the international powers for the approval of this resolution, and "in particular" President Clinton's statement.
"We hope of similar results, in the two days' meeting of the NATO Defense Ministers, scheduled to be held in Portugal", it is stated at the end of the declaration of the LDSH Secretary General.

KOSOVA (bogus-trials – Prishtina)
Stenman: "UN will monitor trials against Albanians"

Prishtina, 24 September (ARTA) 2100CET --
UN will monitor the trials against Albanians accused of "terrorism" and according to the data it will issue a report or communique, claim officials from this organization.
"If we are not going to monitor all the trials, we will at least monitor a few of them", claims Henrik Stenman, a human rights' official of the UN Human Rights' Commissariat.
He added that they will make a report or a communique based on the course of the trial.
So far, according to Albanian sources, 927 Albanians stand accused, out of which a number of them were sent to prisons outside Kosova, since as it is claimed there wasn't any place left in Kosova.
Analysts here claim that "the trials against Albanians, resemble a ritual, rather than a real trial".
"If such things exist, UN has no way of changing the jury, and it can't intervene either. What we can do, is report about the trial and give recommendations", ended Stenman, in a telephone statement he gave to "KOHA Ditore".

UN SECURITY COUNCIL DEMANDS CEASE-FIRE.

The UN Security Council on 23 September approved a resolution calling for a cease-fire and political dialogue in Kosova and warning that failure to comply will result in "further action and additional measures," an RFE/RL correspondent in New York reported. China abstained from voting on the measure, which passed 14-0. Russia's ambassador to the UN, Sergei Lavrov, said "no measures of force" are being introduced at this stage. But the resolution says military action in the province is "excessive and indiscriminate" and calls on the ethnic Albanian leadership to condemn all "terrorist action." On 24 September, NATO Secretary-General Javier Solana said alliance ambassadors, who are meeting in Vilamoura, Portugal, have issued an "activation warning" that includes both a limited air option and a phased air campaign for Kosova should the fighting there not cease. U.S. Defense Minister William Cohen said NATO members would commit forces for the possible military action. Germany and Holland officials committed specific numbers of planes before the NATO meeting. Serbian President Milan Milutinovic said in Prishtina on 23 September that "terrorists and their foreign helpers and supporters are mistaken if they believe that they can violate the integrity of our country without having to suffer the consequences." He said the Yugoslav army has acted "honorably, responsibly, and professionally." Milutinovic also accused Albania of training and arming "terrorists" to fight in Kosova. Meanwhile, heavy fighting continues in Kosova's central Drenica region and in the northwest of the province. Both sides reported casualties, although numbers were unconfirmed by independent sources. OSCE AGAIN POSTPONES RELEASING BOSNIAN ELECTION RESULTS.

Nicole Szulc, the Sarajevo spokeswoman for the OSCE, said on 23 September that technical problems have forced another delay in the release of the final results in Bosnian general elections, AP reported. Szulc said power outages and other technical problems are the reason for the postponement. She said the string of delays should not taint the "integrity of the process," adding that she did not believe it would hurt the OSCE's credibility. The Sarajevo daily "Oslobodjenje," reacting to comments by officials on presumed wins by two hard-line candidates to executive posts, said that "Bosnia took a step back from democracy...and came closer to the option of the final ethnic division, which represents a failure of U.S. policy." WAR CRIMES INVESTIGATORS SEARCH FOR EVIDENCE IN MOSTAR.

ALBANIAN GOVERNMENT WILLING TO TALK, BUT NOT TO BERISHA.

Albania's ruling Socialist Party said on 23 September that it will begin talks with the opposition Democratic Party only if its leader, former President Sali Berisha, is kept out of such discussions, Radio Tirana reported. The Socialist Party has accused Berisha of leading a failed coup d'etat against the government last week. It has stripped him of his immunity as a parliamentary deputy but has not arrested him. The Democratic Party, likewise, has broken off all communication with the Socialists and continues with a campaign calling for Prime Minister Fatos Nano to resign. Some 2,000 people demonstrated in Tirana's Skanderbeg Square on 23 September demanding that Nano step down. PB

EUROPEAN ORGANIZATIONS SLAM ALBANIAN POLITICAL PARTIES.

A joint statement by the EU, the OSCE, the Council of Europe, and the Western European Union criticized both the Albanian government and the opposition for the renewed turmoil in the country and urged all parties to begin talks, Reuters reported. The statement said Nano's government has been lax in fighting crime and corruption and in reforming the justice system, the police, and the civil service. But they said "slow and unsatisfactory performance by the government does not justify all-out confrontation and use of violence by" the opposition. PB

COHEN / NATO / KOSOVO (L) BY JIM RANDLE (VILAMOURA, PORTUGAL)

DATE=9/24/98
TYPE=CORRESPONDENT REPORT
NUMBER=2-239205
CONTENT=
VOICED AT:

INTRO: THE NATO ALLIANCE NATO MOVED A STEP CLOSER TO AIR STRIKES IN KOSOVO THURSDAY, AS ALLIANCE DEFENSE MINISTERS DISCUSSED WHICH NATIONS WOULD PROVIDE PLANS FOR A POSSIBLE ATTACK. THE TOP U-S DEFENSE OFFICIAL SAYS THE WORLD IS 'RUNNING OUT OF PATIENCE' WITH YUGOSLAV PRESIDENT SLOBODAN MILOSEVIC AND HIS ATTACKS ON CIVILIANS IN KOSOVO. V-O-A'S JIM RANDLE REPORTS FROM VILAMOURA, PORTUGAL, WHERE THE NATO MINISTERS ARE MEETING.

TEXT: AMBASSADORS TO NATO ORDERED THE MILITARY LEADERSHIP TO BEGIN LINING UP PLANES AND OTHER ASSETS NEEDED FOR POSSIBLE AIR ATTACKS ON YUGOSLAV MILITARY TARGETS IN KOSOVO.
AFTER A DAY OF PRIVATE, INFORMAL TALKS WITH ALL OF THE NATO DEFENSE MINISTERS, NATO SECRETARY GENERAL JAVIER SOLANA SAYS MOST NATO COUNTRIES ARE WILLING TO CONTRIBUTE AIRCRAFT OR SUPPORT THE POSSIBLE AIR STRIKES IN OTHER WAYS.
GERMAN OFFICIALS SAY THEY CAN SEND FIGHTERS AND ELECTRONIC WARFARE PLANES. U-S OFFICIALS SAY U-S FORCES WILL PARTICIPATE, BUT WON'T SAY IN PUBLIC WHAT KINDS OR HOW MANY.
U-S DEFENSE SECRETARY WILLIAM COHEN SAYS YUGOSLAV PRESIDENT SLOBODAN MILOSEVIC HAS USED 26-THOUSAND TROOPS AND POLICE IN KOSOVO 'TO ATTACK VILLAGES AND DESTROY HOMES.'
MR. COHEN SAYS MORE THAN 250-THOUSAND PEOPLE HAVE FLED THEIR HOMES AND BECOME REFUGEES IN THEIR OWN COUNTRY. KOSOVO IS A PROVINCE OF SERBIA AND SERBIA IS THE DOMINANT REPUBLIC IN YUGOSLAVIA. MORE THAN 50-THOUSAND HAVE FLED KOSOVO TO OTHER COUNTRIES.
MR. COHEN SAYS WINTER'S ARRIVAL PUTS THE REFUGEES HIDING IN KOSOVO'S HILLS AT GREAT RISK. HE SAYS THERE IS BROAD AGREEMENT IN THE ALLIANCE TO MOVE QUICKLY TO AVERT A HUMANATARIAN DISASTER IN KOSOVO.
/// COHEN ACT ///
TODAY NATO SENT A CLEAR MESSAGE TO PRESIDENT MILOSEVIC, THAT IT IS TIME TO STOP THE KILLING AND DESTRUCTION IN KOSOVO. PATIENCE IS RUNNING OUT, AND NATO HAS USED AIR POWER IN THE PAST TO FORCE AN END TO THE FIGHTING IN BOSNIA, AND WE TOOK AN IMPORTANT STEP IN THAT DIRECTION TODAY.
/// END ACT ///
SECRETARY GENERAL SOLANA SAYS NATO AND THE U-N ARE MAKING THE SAME DEMANDS ON THE YUGOSLAV FORCES LED BY MR. MILOSEVIC. HE SAYS THEY MUST STOP THEIR OFFENSIVE, ALLOW REFUGEES TO GO HOME, AND REMOVE SECURITY UNITS USED TO SUPPRESS CIVILIANS. MR. SOLANA SAYS YUGOSLAV FORCES MUST ALSO ALLOW HUMANITARIAN ASSISTANCE TO REACH THOSE IN NEED.
/// SOLANA ACT 116 ///
IT SEEMS TO ME THAT THE DECISIONS TAKEN YESTERDAY AND TODAY (BY THE U-N AND NATO) , TO A CERTAIN EXTENT, ARE NOT VERY FAR FROM AN ULTIMATUM.
/// END ACT ///
BUT IN THE PAST, PRESIDENT MILOSEVIC HAS OFTEN IGNORED PUBLIC PLEAS AND PRESSURE FROM OUTSIDE HIS COUNTRY. NATO CRITICS IN THE BRITISH PRESS AND ELSEWHERE SAY THE ALLIANCE'S CREDIBILITY HAS BEEN DAMAGED WHEN PAST STRONG WORDS WERE RARELY FOLLOWED BY STRONG ACTIONS. (SIGNED) NEB/JR/WDC/KL

KOSOVO REACT (L-ONLY) BY PHILIP SMUCKER (PRISTINA)

DATE=9/24/98
TYPE=CORRESPONDENT REPORT
NUMBER=2-239184
CONTENT=
VOICED AT:

INTRO: AS SERB SECURITY FORCES PRESSED THEIR OFFENSIVE AGAINST SUSPECTED ALBANIAN SEPARATISTS IN THE DRENICA REGION OF CENTRAL KOSOVO, ETHNIC ALBANIAN LEADERS CALLED FOR IMMEDIATE NATO INTERVENTION TO END THE FIGHTING. THE CALL FOLLOWS NEWS OF RENEWED NATO DETERMINATION TO INTERVENE IN THE ONGOING BATTLE IN KOSOVO. PHILIP SMUCKER FILED THIS REPORT FROM PRISTINA.

TEXT: SERBIAN SECURITY FORCES ARE STILL PRESSING THEIR OFFENSIVE AGAINST ETHNIC ALBANIAN SEPARATISTS, EVEN IN THE FACE OF RENEWED NATO THREATS.
BRUSHING OFF THE NATO WARNING THAT IT MAY USE AIR POWER TO HALT THE FIGHTING IN KOSOVO, SERB SECURITY FORCES ROUNDED UP NEARLY 200 SUSPECTED ETHNIC ALBANIAN SEPARATISTS THURSDAY.
THE ETHNIC ALBANIANS WERE SEIZED IN KOSOVO'S EMBATTLED DRENICA REGION.
U-N REFUGEE OFFICIALS EXPRESSED FEARS THAT THE MEN HAD BEEN ILLEGALLY REMOVED FROM THEIR FAMILIES AND WOULD BE MISTREATED BY THE SERBS.
AS FIGHTING CONTINUED IN THE DRENICA, A SENIOR ADVISOR TO ETHNIC ALBANIAN PRESIDENT IBRAHIM RUGOVA CALLED FOR IMMEDIATE NATO INTERVENTION TO END THE FIGHTING.
DR. ALUSH GASHI SAID NATO TROOPS WERE NEEDED TO CREATED CONDITIONS FOR A PEACEFUL SETTLEMENT TO THE KOSOVO CONFLICT.
///GASHI ACT ///
NATO INTERVENTION ON THE GROUND IS NEEDED TO CREATE CONDITIONS FOR NEGOTIATIONS AND DIALOGUE AND PREVENT FURTHER DEVELOPMENT OF THIS HUMANITARIAN TRAGEDY.
///END ACT///
DR. GASHI SAID THAT SERBIAN FORCES WERE SEPARATING MEN FROM WOMEN. HE ALSO SAID THAT SENDING REFUGEES BACK TO VILLAGES CONTROLLED BY SERBIAN FORCES WOULD BE LIKE SENDING THEM TO "CONCENTRATION CAMPS."
THE ETHNIC ALBANIAN LEADERSHIP IN PRISTINA REMAINS SHARPLY DIVIDED FROM THE ALBANIAN ARMED STRUGGLE IN THE COUNTRYSIDE, WHICH IS BEING CARRIED OUT BY GUERRILLA FIGHTERS OF THE KOSOVO LIBERATION ARMY. BOTH THE ALBANIAN POLITICAL AND MILITARY FACTIONS INSIST ON INDEPENDENCE FROM SERBIAN RULE.
SERB FORCES ARE ENGAGED IN A FOUR PRONGED ATTACK ON DRENICA NEAR THE VILLAGE OF LIKOSHANE, WHERE KOSOVO'S GUERRILLA CONFLICT FLARED UP LAST FEBRUARY.
THE PRISTINA-BASED "SERBIAN MEDIA CENTER" SAID THAT SERBIAN POLICE SURROUNDED ALBANIAN EXTREMIST GROUPS WHO WERE WITHDRAWING TO A NEARBY MOUNTAIN. MEANWHILE, THE YUGOSLAV GOVERNMENT BRUSHED OFF THREATS OF NATO ACTION TO STOP THE WAR.
SERBIA'S PRESIDENT MILAN MILUTINOVIC TOLD SUPPORTERS THAT THE THREATS OF NATO MILITARY INTERVENTION WERE, TO USE HIS WORDS, "COMING FROM COUNTRIES THAT SAY THERE IS AN HUMANITARIAN CATASTROPHE AND WHO ARE AT THE SAME TIME HELPING TERRORISTS WITH MONEY AND WEAPONS."
OTHER SERB OFFICIALS DENY THAT FIGHTING IS CONTINUING. STATE TELEVISION HAS BROADCAST PICTURES OF SERBS AND ALBANIANS RETURNING TO THEIR HOMES AND LIVING HAPPILY TOGETHER. (SIGNED)

IVANOV EXPRESSED RUSSIA'S OPPOSITION TO ANY MILITARY ACTION TO END THE CONFLICT IN THE SERB PROVINCE. V-O-A'S DEBORAH TATE REPORTS.

TEXT: MR. IVANOV EXPRESSED RUSSIAN CONCERNS AS NATO PREPARES FOR POSSIBLE MILITARY INTERVENTION TO STOP THE SERB OFFENSIVE IN KOSOVO.
EMERGING FROM HIS TALKS WITH MR. CLINTON, MR. IVANOV (SPEAKING THROUGH A TRANSLATOR) TOLD REPORTERS MOSCOW OPPOSES SUCH USE OF FORCE BECAUSE OF WHAT HE CALLED ITS "UNINTENDED CONSEQUENCES":
/// IVANOV ACTUALITY ///
USE OF POWER, IRRESPECTIVE OF WHERE IT COMES FROM, CANNOT BRING ABOUT THE RESOLUTION OF THE KOSOVO PROBLEM. WHAT WE ARE TALKING ABOUT IS A LONG-TERM SETTLEMENT WHICH WOULD MAKE IT POSSIBLE FOR THE PEOPLE OF YUGOSLAVIA TO LIVE IN PEACE AND ACCORD IN THE FRAMEWORK OF THE CURRENT EXISTING YUGOSLAV BORDERS.
/// END ACT ///
MR. IVANOV PRAISED A U-N SECURITY COUNCIL RESOLUTION PASSED WEDNESDAY CALLING FOR AN IMMEDIATE CEASE-FIRE IN KOSOVO -- SAYING IT SENDS A POWERFUL SIGNAL TO BELGRADE AND PRISTINA THAT THE SITUATION IN THE SERB PROVINCE CAN NO LONGER BE TOLERATED.
ON THE ISSUE OF RUSSIA'S ECONOMIC INSTABILITY, MR. IVANOV SAYS HE REASSURED MR. CLINTON HIS GOVERNMENT WILL TAKE THE NECESSARY ACTION TO EASE THE CRISIS AND IMPLEMENT REFORM.
WHITE HOUSE SPOKESMAN MIKE MCCURRY SAYS MR. IVANOV AND MR. CLINTON ALSO DISCUSSED SEVERAL OTHER ISSUES -- INCLUDING THE GLOBAL ECONOMIC SITUATION, AND PROSPECTS FOR RATIFICATION OF THE START TWO NUCLEAR TREATY BY THE RUSSIAN DUMA. THE PACT HAS BEEN AWAITING ACTION BY RUSSIAN LAWMAKERS FOR YEARS. (SIGNED)
