REPORT ON THE VIOLATION OF HUMAN RIGHTS AND FUNDAMENTAL FREEDOMS IN KOSOVA DURING SEPTEMBER 1998
 
The Serbian offensive during the month of September claimed the lives of hundreds of Kosovar Albanians, among whom children, elderly and women. In such a dirty and imposed war, this violence was demonstrated through the shelling and burning of the villages, killing of livestock, looting of wealth, kidnapping, hostage takings, arrests, rigid political trials and involuntarily displacements of the population. Humanitarian situation has jeopardized and it can end in a humanitarian disaster, which does not exclude elderly, children, ill people, newly-born babies and their mothers, etc.
Since 14 January, when the situation further escalated, at least 1645 fatalities were reported, among whom:
-174 female;
-152 children;
-338 over the age of 55;
-408 are unidentified.
The others are of the age 18-55. The list of the fatalities includes those who had been mutilated, summarily executed, burned beyond recognition or assaulted during the shelling.  During the month of September, 492 Albanians were killed, 73 of whom were buried unidentified. Regarding the number of the wounded, CDHRF assumes that it is much higher than 159 reported. During the very same period, CDHRF has registered 206 people reported missing or taken hostage, whereas their total number is over 1300. 45 of them are Serbs, whereas the others are Albanians. Among the kidnapped people is Xhavit Haziri (38), a former political prisoner and CDHRF staff member. Since 17 September, neither his lawyer nor his family can learn anything about his whereabouts. CDHRF is very concerned with the fact that activists are kidnapped and nothing can be found out on their whereabouts, as it was the case with dr. Hafir Shala, who was kidnapped six months ago by the Law enforcement authorities.
At the same time, investigative proceedings were pressed against 98 persons.
According to the CDHRF available data, some warehouses, plants, mines, schools and monasteries were transformed into "investigative prisons" and concentration camps, where the Albanians are subjected to inhuman torture and degrading treatment.
Sub-CDHRF in Gllogoc reported that on 23 September, Serbian police forces took 60 men from Prekaz i Epërm, mainly youngsters in a very deteriorated condition, to the police station in Gllogoc. Ever since, their whereabouts are unknown.
Serbian forces arrested over 60 men at the place called "Fusha e Mollës".
On 27 September, Serbian forces kept 300 Albanian civilians from Drenica in the school premises in Krajkova.
On 28 September, a lorry with over 100 Albanian civilians, who were hand-cuffed and half naked, paraded through the streets of Prizren. Such cases occurred in other towns of Kosova.
On 25 September, Serbian forces entered the village of Galica, the district of Vushtrri, and extrajudiciary executed the following 14 men, mainly youngsters, and a woman: Shasivar Isa Ademi (51), his son Fatmir (17), Burim Ramadan Ademi (17), Gani Fazli Ademi (16), Bekim Miftar Halimi (22), Nazmi Veli Halili (17), Hetem Riza Halili (45), his son Bujar (16), Nexhat Kadri Halili (17), Bajram Bejtullah Sahiti (33), Agim Selim Ademi (38), Haradin Islam Lahu (44), Hasime Mursel Shabani (48) and Enver Kastrati from Polluzha, as well as Sejdi Kabashi from Polac, who were paying a visit to their relatives in this village.
On 26 September, in the vicinity of the Murga tunnel near Klina, Serbian forces separated some Albanians from the crowd and executed Smail Millaku (72) and his son Sefer (49) from Ujmir. The very same day, Serbian forces executed 8 Albanian youngsters in Gollubovc.
On 27 September, the team of Sub-CDHRF in Gllogoc found out traces of the notorious crime perpetrated on the Deliu family in Abria e Epërme. The corpses of the following were found in Deliu quarter: Adem Sali Deliu (33), Hava Imer Deliu (65), Jeton Imer Deliu (10), Hamide Sali Deliu (60), Valmir Adem Deliu (1,5), Luljeta Imer Deliu (25), pregnant, Lumnije Imer Deliu (30), Mihane Imer Deliu (25), Donjeta Hajriz Deliu (4), Gentiana Hajriz Deliu (7), Zahide Hajriz Deliu (27), Fazli Deliu (90) was burned in his house, Ali Deli Deliu (63) was cut on his throat, Pajazit Rrustem Deliu (65) and Zeqir Jonuz Deliu (44). Diturie Imer Deliu, a newly-born child (6 weeks) was found alive and bloodstained in its mother bosom. The next day, 3 killed old men of this family were found. Two mutilated and raped victims of the same family were found on 4 October: Antigona Hysen Deliu (14) and Mihane Hysen Deliu (16).
According to the available information from the field activists with the Sub-CDHRF in Gllogoc, 87 Albanians were killed during the latest offensive in the District of Gllogoc.
During the month of September:
- 492 Albanians were killed, mutilated and extrajudiciary executed;
- 159 Albanians were wounded;
- 12 murder attempts were reported;
- 198 persons were reported missing;
- 8 persons were kidnapped;
- 519 Albanians were arrested;
- 1885 Albanians were ill-treated;
- investigative proceedings were pressed against 98 Albanians;
- 18 Albanians were summoned for informative talks;
- 260 people suffered injuries due to physical torture in their houses, in the streets or police custody;
- 2 persons were sentenced for petty-offence;
- 12 persons were penally sentenced;
- 65 families were raided;
- 135 women were subjected to ill-treatment;
- 108 children were subjected to ill-treatment;
- 133 old people were subjected to ill-treatment;
- 7 CDHRF activists were reported missing, arrested or convicted.
Herewith is attached the list of the Albanians, killed during the month of September.
