ON THE WIDESPREAD REPRESSION AND HARASSMENT PERPETRATED BY HE SERBIAN POLICE AND OTHER AUTHORITIES IN KOSOVA FROM OCTOBER 5 UNTIL OCTOBER 12, 1997
CDHRF continued to register
cases of physical ill-treatment and injuries perpetrated by the
police brutal intervention on the 1st October,
due to the peaceful protests of Albanian students,
teachers and other citizens for unconditional
release of school buildings for the education in the
Albanian in Prishtina and in other towns of Kosova.
Therefore, as follows we represent the
cases registered
so far.
PRISHTINA:
Due to the peaceful protests of students and
teachers of the University of Prishtina
and other supporters in "Velania" quarter, large
police forces intervened and physically ill-
treated: Arlinda Zymberi (1977), a student, "2
Korriku" st.10, suffered severe physical injuries;
Xhejlane Sllovinja (1981), a pupil of the High
Medical School "Dr. Ali Sokoli", "Nëntë Jugoviq"
st.19, her right leg got broken; Lulzim Sadiku
(1966), a student from Sofalia village; Habib
Azemi (1945), teacher of the High Technical School
"28 Nëntori", "Bregu i Dielli 2nd" quarter,
no. 22/12, suffered physical injuries on his
kidneys and genital organs; dr. Adem Limani (1953),
a professor of the Medical Faculty, from Fushë-
Kosova, the 6th street, no. 4, was arrested and
offended on national grounds and afterwards released;
Beqir Gashi (1957), a trader, "Aca
Mërdakovic" st.100; Rizah Fazliu (1934),
retired, "Bledi" st.37, suffered physical injuries on his
head and back; Fatime Mehmeti (1949), a technical
worker at the Printing House "Rilindja",
"Dardania" quarter, SU 2/6, 3; Bylqezare Aliu
(1973), a jurist, from the village of Konjuh, the
district of Lipjan, suffered physical injuries
on her back-bone; Arta Shehu (1970), a student,
"Dardania" quarter, SU 5/8, F 26, her two ribs
got broken; Sahit Sabit Fazliu (1981), a pupil from
Kozarica village, the district of Obiliq; Luljeta
Hetemi (1974), a student from Shtutica village,
the district of Gllogoc, suffered injuries on
her hand; Kadri Zeqiri (1941), a pedagogue, "Xhavit
Mitrovica" st. P7 4/2, 1st Entrance 7, suffered
physical injuries; Remzije Bajrami (1975), a
student from Gjilan, "Ramiz Sadiku" 15, suffered
injuries on her left eye; Indire Ramizi (1973), a
student from Gjilan, "Boris Kidric" 239, suffered
physical injuries; Ramiz Hoti and Rexhep
Makolli, "Tauk Bahçe" quarter; Kadrush
R. Rama (1938), a painter and professor at the Faculty
of Fine Arts, "Bregu i Diellit" quarter, 2nd/6
35, suffered injuries on his back and chest; Shyhrete
Kastrati (1969), a student from Hogosht village,
the district of Kamenica, suffered injuries on her
chest, back and the left leg; Sabedin Mehana
(1946), invalidity pensioned, "Robert Gajdiku" 105,
broke a rib, while his son Valon (1980), a pupil,
suffered injuries on his eyebrow.
In the other parts of
town, after the police intervention against the Albanian citizens, were
injured also: Ibrahim Rama (1927), invalidity
retired, "Trigllavi" 3 B, suffered injuries on his
head and ribs; Ahmet Krasniqi (1949) from
Makovci village, worker at the General Electric of
Kosova-open pit mining in Bellaqevci village,
fainted after he suffered injuries on his head; Izet
Stublla (1948), a jurist from Lluzhan village,
the district of Podujeva, in "Prishtina" enterprise in
Prishtina, fainted after physical injuries; Sadik
Përvetica (1949), a journalist, "Jabllanica" 318;
Mehmet Zeneli from Sibovci village, the district
of Podujeva, fainted after physical injuries on
his head; Azem Bilalli (1964), a farmer, "Sarajeva"
st., was physically ill-treated at the local
police station in "Kodra e Trimave", too; Sahit
Dragusha (1955), a teacher of the Primary School
"Selma Riza", from Miradia e Poshtme village,
the district of Fushë- Kosova, suffered physical
injuries; Fexhri Grajçevci (1960), a welding
worker, from Fushë-Kosova, "Mesha Selimoviq" st.,
suffered physical injuries; Isa Hoxha (1938),
a baker from Fushë-Kosova, "Car Dushani" st.47/1,
fainted after being injured on his head, Ramë
Selimi (1956), an engineer from Fushë-Kosova, st.
11/1 suffered physical injuries; Elvira Mehmetaj
(1981), a pupil, "Aca Maroviq" 14B suffered
injuries on her hands and legs; Bajram Rrmoku
(1943), retired, "Jabllanica" 146, suffered injuries
on his head and body; Elmi Nezir Avdiu (1948),
a worker, "Carraleva" 150, suffered injuries on
his back-bone; Turkane Dalipi (1978) "Carraleva"
181, suffered physical injuries mainly on his
legs; Ilmi Mesini (1951), worker, "Carraleva"
142, suffered physical injuries; Kemajl Haki
Hyseni (1958), "Carraleva" 142, suffered physical
injuries; Luan Nazmi Rexhepi (1973),
"Carraleva" 142, suffered physical injuries;
Ganimete Ejupi (1981), "Carraleva" 142, suffered
physical injuries; Naman Ymer Murturi, a mechanic,
"Jabllanica" 69; Demush Martezi (1954), a
farmer from the village of Tërpeza, the
district of Viti, suffered physical injuries; Hamdi Berisha
(1923), retired, "Aktash II" quarter 78; Feride
Dalipi (1945), a housewife, "Kodra e Diellit"
quarter, I, L-4 4/9, suffered injuries on her
right hand; Gani Prekopuca (1948), "Kodra e Diellit",
3/5/14, suffered severe injuries on his head;
Agon Abazi (1986), a pupil, suffered injuries on his
hand; Veli Vrellaku (1975), a student from Baica
village, Gllogoc; Salih B. Bekolli (1956) from
Korretica e Epërme, Gllogoc; Mehmet Shala
(1919), retired, "Dardania" quarter; Naim Shabani,
a student from Vushtrri, suffered injuries on
his face; Rafet Rama (1945), a teacher of the
Primary School "Meto Bajraktari" in Prishtina;
Armend Krasniqi (1979) and Agron Sylaj (1975),
a student from the village of Komoran, the district
of Gllogovc; and Arsim Krasniqi, a student
from the village of Junik, the district of Deçan.
In the district of Podujeva,
the following persons were ill- treated: Fehmi Miftari (1959), an
LDK activist; Tefik Rekaliu (65); Bislim Shabani
(55) from the village of Metohi; Ejup Surkishi
(43); Hizri Imeri (1975), was arrested during
the protests, severely ill-treated and suffered
injuries on his ear; Muharrem Hasani (1973) from
the village of Gllamnik; Vehbi Maloku from
Bradashi village, has broken his leg; Mehmet
Musliu (60) from the village of Sibofc; Islam
Bekolli from the village of Shajkofc; Faik Kadriu
(73) from the village of Konushevc; Hakif
Konushefci (1946), a teacher; Sheqir Zeneli,
a student from the village of Lluzhan; Flora çitaku,
a student, Sabrije Fazliu, a student from the
village of Lluzhan, Faik Bulliqi, a teacher from the
village of Lluzhan; Isak Sokoli, the principal
of the primary school in the village of Lluzhan;
Hajriz Murati, a teacher and Vehbi Murati, a
political activist in the village of Lluzhan; Feriz
Durmishi (48), Idriz Durmishi and Nazmi Mehmeti,
a teacher from the village of Shajkofc;
Shukri Tullari (27), from the village of Tërrnava;
Sami Sadiku (1967) from the village of
Dumnica; Sami Shatrolli, student; Skënder
Murati (1967) from the village of Llapashtica, a
physician in the Charity Association "Mother
Theresa", and an associate of the CDHRF sub-
branch in Podujeva; Naser Berisha (1978), student,
"Vuçitërna" st.76; and Mirushe Islami
(1976), a student from the village of Gllamnik.
PEJA:
On 1 October, during the peaceful protests of
students, teachers and other supporters, the
physically ill-treated persons are: Demë
Malë Selimaj (32) and Ardian Ramiz Mustafa (17) from
the village of Haxhaj; Besnik Halil Gjonaj (12)
from Peja, "F. Strugar" st.; Genc Xh. Bërdynaj
(20) from the village of Novosella; Sinan Bajram
Sokolaj (17) from the village of Shaptej, the
district of Deçan; Egzon çaush
Berisha (18) from Peja, "R. Banasheviq" 6; Mujë Isa Zogaj (20),
Rexhë Mehmet Berisha, and Bejtullah Mehmet
Zogaj (17), a pupil from the village of Kliqina;
Gani Selim Abazi (17), a pupil from the village
of Jabllanica e Leshanit; Fisnik Haxhihasani (17),
a pupil from Peja, "Ramiz Sadiku" st.; Sokol
Muriqi from the village of Koshutan; Mehmet
Mujaj (46) from the village of Novosella; Skënder
Bekë Komani from the village of Brezhnik;
Enver Bajrush Kelmendi (17); Rifat Bajrush Kelmendi
(19); Elvis Demë Kelmendi (15); Musë
Sadri Sadrijaj (22) and Mirëza Zymer Gashi
(17) from the village of Pavlan; Rifat Bajram Tafilaj
(24) from the village of Jabllanica e Madhe;
Alban Agim Shala (17), a pupil, and Vishar G.
Elshani (17) from the village of Ozdrim; Zymber
Faik Sefaj (1960) from the village of Kotradiq;
Butrint Musë Gashi, a pupil; Avni Isë
Gashi (1974); Avdyl Osë Krasniqi (20); Smajl Metë
Berisha (40) and Islam Sali Berisha (20) from
the village of Baran; Maxhun Gashi (1965) from
the village of Buqan; Valdet Islamaj from the
village of Raushiq; Ardian Mustafaj from Peja;
Rifat Tafilaj (22) and Malë I. Muqaj from
the village of Jabllanica e Madhe; Gjin Lazri (1966)
from the village of Zllakuqan, the district of
Klina, who fainted after being physically injured;
Faruk Idriz Berisha (25) from the village of
Kliqina, was taken out from the bus and sent to the
police station, where he was severely ill-treated
and injured on his head; Amrush T. Morina
(1942), a farmer, and Naim R. Morina (1979) from
Rixheva village, the district of Klina, the
former suffered injuries on his left ear.
MITROVICA: On 1 October, during the peaceful protests,
in the vicinity of the market, three
policemen physically ill-treated Xhavit Hashim
Mustafa (52), "Kodra e Xehetarëve" quarter, on
the pretext that he was solidarized with students.
In the course, we are giving the regular weekly report.
October 5,
KAMENICA: Sami Kryeziu from the village of Rogan,
a student of the Mechanical Engineering
Faculty in Prishtina, was stopped by two policemen,
who searched for his index, physically ill-
treated him on the pretext that he had participated
in the students' protests on October 1. Sami
was also threatened not to be seen in Prishtina
anymore.
MITROVICA: Two policemen stopped Jahja Bajram
Azemi (54) from the village of Oshlan, the
district of Vushtrri, permanently dwelling in
Mitrovica, "Ibri" quarter, and asked him to deliver a
document and the passport of his son Festim (20),
who is currently in England.
Six policemen raided the home of Sutki Murat
Kosterci (43) in "Tavnik" quarter, and looted
cigarettes estimated DM 4.000.
October 6,
DEçAN: Hasan Zemaj from the village of
Strellci i Epërm, the chairman of the Youth Forum of
the LDK branch in Deçan, was taken for
"informative talks" regarding the peaceful protests of
the October the 1st and the participants from
Deçan, as well as the members of the presidency
of the LDK branch in Deçan, the leaflet
"Zgjimi" and the Cultural Association "Jusuf Gërvalla".
GJILAN: Milazim Halili (1962), engineer, living
on "Abaz Ajeti" str.109, was physically ill-
treated by the police and his passport was seized.
Two policemen and a civilian in Graçanica,
stopped Faik Sopi (1964), living on "Sava
Kovaçeviq" str.109. He was physically
ill-treated and his car was seized under the pretext that
his documents were fake. Later on, after a regular
check, he was given back his car.
GJAKOVë: Mon Avdia (72), activist of the
LDK, was taken for weapons to the police and
interrogated about the protest walks in the city
promenade. He was ordered to report again.
OCTOBER 7:
PEJA: Muhamet Mujaj from Novosella, was ill-treated
while waiting for the bus. He suffered
many injuries especially on his face.
VUSHTRRI: Police inspector Dushko Janiq searched
for Mehmet Jusufi, who is currently living
abroad.
GJILAN: Shefki Selimi (1967), engineer and member
of the presidency of the Youth Forum of
the LDK in Gjilan, living on "Abdullah Presheva"
str. 269, was summoned for informative talks
under the pretext that he participated and was
one of the organizers of the peaceful protests
held on October 1. He was threatened to be summoned
again.
OCTOBER 8:
PRISHTINA: Four police inspectors, in the vicinity
of the "Faik Konica" primary school,
arrested Sami Kunoviku (1969), merchant, living
in the "Bregu i Diellit" quarter. After being
physically ill-treated,
his premises were raided and his car was seized.
SKëNDERAJ: During the last few days police
searched for Sadik Geci from Llausha, student
of Economics,
who is currently living in Germany.
Bajram Gashi from the village of Kryshevc, chairman
of the "Mother Theresa" branch in
Skënderaj, was summoned to the police for
a gun which was seized from him in 1990.
MITROVICA: Policemen in the vicinity of the bus
station, arrested 8 Albanian youngsters. In
the police office they were physically ill-treated
under the pretext that they had participated in
the peaceful protests
of October 1. Some of the ill-treated were Sami Sahit Arifi (19), from
Kolla, and Nexhat
Rrahim Igrishta (19) from the village of Mihaliq near Vushtrria.
Zahir Demir Tahiri (27), living on the "Ura e
Gjakut" quarter, was arrested for arm possession
and sentenced to a prison term of 60 days. He
was immediately sent to serve the sentence.
Bedri Jetish Bajrami (19) from the village of
Shipol, was taken to the police and was physically
ill-treated under the pretext that he had dispersed
placards calling for peaceful protests for the
release of school facilities. Due to injuries
suffered he had to seek medical help.
OCTOBER 9:
MITROVICA: Hajriz Pajazit Ujkani (69) and Sahit
Metë Ujkani (73) from the village of
Broboniq, were summoned for weapons to the police.
Policemen raided the house of Hamdi Hajzer Tahiri
(24), living on the "Bair" quarter, and looted
household goods estimated to DM. 1500. His mother,
Xhemile (65), was physically ill-treated.
VUSHTRRI: Halim Morina, bill collector of the
District Financing Council, was summoned to
the District Court in Vushtrria under the charge
that he had dispersed receits for settling fiscal
duties.
Police searched for Xhevat Haliti, teacher and
activist of the LDK, from the village of Beçuk.
Policemen from Prilluzha, in search for weapons,
raided the houses of Isa Aliu, Adem Tahiri,
Shaban and Isuf Duraku as well as that of Ahmet
Hajrizi from the village of Strofc. The heads
of these families
were ordered to report to the police.
DEçAN: Selman Berisha, deputy of the Assembly
of the Republic of Kosova and chairman of
the Albanian Demo-Christian
Party (PSHDK) branch in Deçan, was taken to the police and
interrogated on the activities of his party,
of the LDK, PPK and in particular of the activities of
the Students' Independent Union of the University
of Prishtina. Selman was physically
ill-treated.
Ismail M. Berisha from the village of Pozhar
was taken to the police, interrogated and physically
ill-treated.
OCTOBER 10:
PRISHTINA: Artan M. Nimanaj (1978), from the village
of Gërgoc near Gjakova and Mentor
çelaj (1977) from the village of Jabllanica
near Gjakova, students, were stopped by the police,
sent to the local police station, physically
ill-treated and threatened not to go to Prishtina. They
were told that if they want to study they are
to study in the Serb University of Prishtina.
Two plainclothed police inspectors, who were
allegedly searching for a man named Rexhep
Rrahmani, went to the house of Rexhep Gjergji,
professor at the Faculty of Natural Sciences in
Prishtina and member of the chairmanship of the
LDK. The policemen threatened to raid the
house and said that they would be back soon after
verifying the data gathered.
Serb District authorities ordered Ramush Dushi,
pensioner, and his 14 member family, living in
the "Ulpiana" quarter, to leave their flat. He
was granted the flat by the "Ramiz Sadiku" civil
engineering enterprise, in 1969. All documents
concerning the ownership of the flat were in
complete order.
OCTOBER 11:
SKëNDERAJ: On September 30, at 10 a.m., in
the vicinity of the Serb administration building in
Skënderaj, Gani Haxhi Thaçi (42),
father of 5, from the village of Broja near Skënderaj, was
arrested in the presence of many witnesses. Ever
since, his whereabouts are unknown.
DELAYED INFORMATION:
KLINA: On September 25, two police inspectors
arrested Beqir Dangallaj (1965), former
policeman from the village of Jashanica. He was
sent to the local police station in Klina and was
interrogated by police inspector Cariq. After
being ill-treated and threatened that he would face
penal charges, he was released.
On October 3, Astrit Ismet Rraci (1976), from
Klina, living on "Ramiz Sadiku" str., student at the
Electrical-Engineering Faculty in Prishtina,
was stopped by the police at the "Dardania" quarter,
interrogated about the students' protests on
October 1, provoked and severely ill-treated.
On October 4, Lutfi Avdyl Elezaj (1975), taxi
driver, from the village of Gjurgjeviku i Vogël,
was stopped by two policemen in the vicinity
of the police station in Klina, sent to the police,
severely ill-treated and threatened.
MITROVICA: On September 25, policemen stopped
Shaqir Jonuz Gashi (65), pensioner, living
in the "Tavnik" quarter.
On September 26, two policemen stopped Luan Nebih
Kuçi (42), living in the "Qendra" quarter.
After checking his identity he was insulted on
a national basis. He was ordered not to be seen
again in the city promenade.
SHTëRPCë: On September 28, Muhabi Ademi
(1969), student, from the village of Bitia e
Poshtme, was taken by the police and sent to
the local police station. He was interrogated about
the forthcoming protests and asked for weapons.
He was physically ill-treated.
DEçAN: On September 1 and 4, Bujar Osdautaj,
pupil, from the village of Isniq, was physically
ill-treated by the police in Peja under the pretext
that he had participated in the peaceful protests
of October 1. Bujar, who suffers from the kidneys,
had to be hospitalized in the hospital of Peja .
On October 2, Muhamet Sukaj, student, from the
village of Lluka e Poshtme, was taken out of
the bus and was severely ill-treated by the police.
OBILIç: On October 2, Kadri Berisha (1949),
was taken for informative talks to the local police
station in Obiliç and was interrogated
on the students' protests in Prishtina.
MALISHEVA: On October 2, Valdet Hasanaj (20)
and Xhevat Hajdaraj (21), construction
workers from the village of Llapçeva,
were physically ill-treated by the police in Gjakova under
the pretext that they are students and that they
had participated in the peaceful protests of
October 1.
On October 3, Fetah Rudi, activist of the Sub-CDHRF
in Malisheva, was physically ill-treated
by the police in the vicinity of the Assembly
building in Prishtina.
GJAKOVA: On October 3, in the vicinity of the
local police station in çallapek, Shaqir, Bardhec,
Avni and Ramadan Hajdari from Jabllanica were
physically ill-treated by the police.
