ON THE WIDESPREAD REPRESSION AND HARASSMENT PERPETRATED
BY
THE SERBIAN POLICE AND OTHER AUTHORITIES IN KOSOVA
FROM
OCTOBER 19 UNTIL OCTOBER 26 1997
OCTOBER 19:
PRIZREN: During the protest walks in the city
promenade, police stopped Hysen Krapi,
living in "Jasenova" str.25, and Isa Morina,
"Boshko Buha" str.90, teachers at the "Ymer
Prizreni" Secondary School of Economics. The
two were interrogated at the local police
station, insulted and threatened under the pretext
that they are members of the Organizational
Council of the Students' Independent Union of
the "Xhevdet Doda" Pedagogical High School
in Prizren.
Urim Kabashi (1978), living in "Mazllum Këpuska"
str., pupil at the "Luciano Motroni"
Secondary Medical School, was threatened not
to participate in the peaceful protest walks.
PRISHTINA: Two policemen stopped Dibran Rexha,
activist of the LDK and bill collector of
the District Financial Council as well as Arben
Musliu and Qerim M. Arifi, all three from
Rimanishta village. Dibran was handcuffed and
thoroughly checked. He was sent to the local
police station and interrogated on the activity
of the Council.
OCTOBER 20:
PRIZREN: Refik çollaku (1972), from the
village of Zym, student of the "Xhevdet Doda"
Pedagogical High School in Prizren, was summoned
for informative talks regarding
weapons. He was interrogated about the protest
walks and severely ill-treated.
PEJA: In the vicinity of the "Vali" tea-shop,
police stopped the car driven by Bajram Kryeziu.
He and his companions, Enver and Sefë Kryeziu
from Mleqan, as well as Adem Shala from
the village of Vuçar near Klina were physically
ill-treated and threatened not to to appear
again in Peja.
Sylë Kapllan Muriqi (25), from Vitomirica,
was physically ill-treated in the outskirts of Peja.
SKëNDERAJ: A police squad of some 30 policemen
was stationed in the village of Morina.
The policemen without any pretext are ill-treating
passers-by, many of whom have suffered
body injuries. The following were physically
ill-treated:
Nuredin and Kajtaz Deliu from Rezalla; Musa,
Mustafë and Mehdi Koca, as well as Bajram
Haziraj from Llausha; Tafil and Daut Gjinovci
from the village of Makërmal near Skënderaj;
and Vezir Ymeri from Kopriva near Mitrovica.
Ramadan J. Topallaj (34), from the village of
Vitak, was stopped by the police while
travelling to Mitrovica and was physically ill-treated.
On October 17, the same policemen physically
ill-treated Adem Kiçina (1957) from Baica;
Qazim Thaçi (1972) from Llapushnik; Faik
(1952) and Fitim Miftari (1972) from Likoshan;
and Halim Muja (80) from the village of Gradica
near Gllogoc. Qazim and Fitim suffered
body injuries.
GJILAN: Hetem Arifi (1945), "Qenar çeshme"
str. 15, teacher at the "Ali Ajeti" primary
school, was taken for informative talks and was
interrogated about the "KLA", Central
Financial Council and protests of October 1.
OCTOBER 21:
PRIZREN: During the last two days police searched
for Sami Vehapi (1973), from the
village of Lubizhda, student at the "Xhevdet
Doda" Pedagogical High School and member of
the Organizational Council of the Non-violent
protests for the release of school and
university facilities. His family was threatened.
GJILAN: Yesterday, in the vicinity of the "Korzo"
pattisery, 3 Serbian youngsters attacked
Hafiz Bajrami (1975), living in "Abdullah Jashari"
str. 72, with knives. While escaping, Hafiz
was arrested and sent to the local police station,
where he was severely ill-treated by a
policeman named Bagi. Hafiz suffered injuries
all over his body. On October 21, Hafiz was
released, but arrested again under the charge
that he had wanted to kill the Serbian
youngsters.
On October 14, police intervened in the premises
of the "Dëshmoret e Kombit" primary
school in the village of Livoç i Poshtëm.
Police seized the school seals and interrogated
Shemsedin Bllaca (1953), secretary.
HANI I ELEZIT: Under the pretext of searching
for weapons, police went to the house of
Remzi Z. Laçi and ordered him to report
to the police station in Kaçanik on October 23.
PRISHTINA: Two Serbian civilians, who introduced
themselves as police inspectors,
provoked the family of Rrahman Jashari, teacher
at the "Dardania" primary school. They
asked questions regarding Rrahman's son Agron,
who is currently living abroad. They told
Rrahman to hand in his sons' gun.
OCTOBER 22:
PEJA: On October 9, 10, 20, 21 and 22, Hajdar
Mekaj, journalist of the "Bujku" daily and
chairman of the branch of the Forum of Albanian
Intellectuals in Peja, was summoned for
informative talks regarding his work, the activity
of the FAI, the protest walks as well as the
protests of October 1.
SKëNDERAJ: Gani Thaçi from the village
of Broja, arrested on September 30 under the
charge of "terrorism", was given 30 days of pre-trial
detention. Up to October 17, his
whereabouts were unknown.
MITROVICA: Skofjar Hysni Syla (7), was severely
ill-treated by 4 Serbian teenagers in the
vicinity of the "Aziz Sylejmani" primary school.
He was punched and kicked on the stomach
and genital organs until he fainted.
PRISHTINA: Zenel Shurdhani (1960), taxi driver
from Gjilan, living in "Ramiz Sadiku" str.
II, was stopped by police in the vicinity of
the "Grand" hotel. He was insulted on a national
basis and was severely ill-treated. For the injuries
suffered, he presented the medical
certificate.
OCTOBER 23:
GLLOGOC: In the outskirts of Gllogoc, police stopped
Shaban Veli Shala (1958), from the
village of Negroc, currently the vice-chairman
of the CDHRF in Prishtina, and by doing so
prevented him from arriving on time at the meeting
with Elisabeth Rehn, UN Special
Rapporteur on Human Rights in the territory of
former Yugoslavia.
VUSHTRRI: Shefki Kadri Pllana from the village
of Shtitarica was arrested by police in
Skënderaj. He was taken to the local police
station under the pretext that he had certain ties
with Nebih Tahiri, a person sentenced with 7
and a half years in a rigid political trial.
Police went to the house of Behxhet Krasniqi
(40), in the village of Zhilivoda. Behxhet has
been living abroad for the last 4 years.
PRISHTINA: Police, in the center of Prishtina,
stopped Agron (1976) and Faruk Luzha,
students from the village of Begraca near Kaçanik,
checked their identities and provoked
them.
Two policemen intervened in the Dean's office
of the Faculty of Fine Arts and checked the
identity of Musli Bunjaku, employee, took the
list of the students and left an order to report
to the police station.
OCTOBER 24:
PRIZREN: Dr. Vedat Kiseri, professor at the "Xhevdet
Doda" Pedagogical High School, was
taken for informative talks regarding the protests
of October 1, as well as the forthcoming
protests.
VITI: Halil Idrizi (1948), from Buzovik, chairman
of the branch of the Teachers' Independent
Union in Vitia, was summoned for informative
talks regarding the activity of the Union, the
protests of October 1 and the position of the
Union regarding them.
RAHOVEC: Two policemen intervened in the premises
of the "Ramiz Sadiku" secondary
school in the village of Krusha e Madhe. The
policemen made questions regarding the school
principal.
SHTIME: On October 23, in the village of Balinca,
35 policemen and 2 police inspectors
prevented a sports manifestation organized by
the pupils of the "Naim Frasheri" secondary
school in Shtime. Policemen thoroughly checked
the pupils and physically ill-treated Xhavit
Kozhani (15) from the village of Godanci i Poshtëm.
The following teachers were arrested:
Naim Ismajli, Xhavit Kokallari, Muhamet Qorolli
and Nuhi Rashiti. Xhevat Salihaj, vice-
principal of the school was arrested, too. All
were sent to the Security Center in Ferizaj.
During the last few days, police prevented several
sports manifestations and summoned
many activists, such as Haki Baftiu, Ruzhdi Shaqiri
and Shaqë Shaqiri.
DELAYED INFORMATION:
PRIZREN: On 27 September, police searched for
Fatmir Avdi Elshani, "Gjerdapi" str.7/3-6,
repatriated from Germany a day before.
On 16 October, Gëzim Mehmeti (1980), pupil
of "Gjon Buzuku" secondary school, "Seliti"
str.14, was stopped by police, his identity was
checked, was insulted and threatened.
On 16 and 17 October, Nexhip Kadrijaj, "Bajram
Curri" str.52/A, principal of "Heronjtë e
Lumës" primary school in Vërmica village,
was taken for "informative talks". Police raided
his office and confiscated school seals and documentation.
On 18 October, at "Shadërvan" promenade,
police arrested two groups of students. The first
group was taken to the police station of Prizren,
the second one to the police station of
Lubizhda.
Nijazi Kryeziu, student of "Xhevdet Doda" Pedagogical
High School, and Ahmet Shala from
Caparci village, student at Philosophical Faculty
in Prishtina, were subjected to interrogation
in Prizren.
At the police station of Lubizhda, the following
persons were subjected to interrogation and
physical ill-treatment:
Feim Hoti from Ratkoci village, Shpejtim and
Afrim Bytyçi, Ilir Balaj and Selami Mamaj -
students of "Xhevdet Doda" Pedagogical High School;
Eduard Celina, student of the
Academy of Arts in Prishtina; Besim Kokallari;
Bujar Basha, chairman of the Youth Forum
of LDK branch in Prizren.
Police checked the identity of Osman Zajmi, secretary
of the branch of the Forum of
Albanian Intellectuals in Prizren, while unidentified
persons physically ill-treated Engjëll
çetta, secretary of LDK branch in Prizren.
Engjëll suffered severe injuries on his head and his
left eye.
PODUJEVA: On 30 September, police raided the
houses of Lutfi and Emin Përvetica in
village Llapashtica e Epërme.
On 1 October, police plundered many audio and
video cassettes from Shefki Rexhepi.
On 8 October, police plundered 148 gr. of golden
jewellery from Avdullah Seftolli,
goldsmith.
Police interrupted the football game Llapi vs.
Minatori.
On 9 October, police raided the house of Ismail
Zeqiri in Braina village for unknown
reasons.
On 10 October, policeman called Ivan stopped
the bus travelling to Orllan and withheld it for
30 minutes.
On 16 October, Sabit Uka (57) from Obrança
village, who had been sentenced for arm
possession without permit, was taken to the prison
of Prokupje to serve his prison term.
On 17 October, in Orllan, policeman called Antiq
plundered timbers from Milaim Zeka in
Rakinica village.
PRISHTINA: On 1 October, during the police intervention
in the students' peaceful protest,
the following persons were subjected to physical
ill-treatment: Rrustem Dragusha (1935),
farmer from Prugovci village, suffered injuries
on his head, on his left hand and left leg;
Zeqir Ibrahimi (1957) from Gjilan, "Abdullah
Presheva" str.118, teacher at "Zenel Hajdini"
primary school, whose right arm got broken; Tebare
Pllana (1978), student from Lajthishta
village near Obiliq, suffered trauma; Ramush
Fazliu (49), Vehbi Azemi, Gazmend Bujaku,
pupil, suffered injuries on his leg, Ibush Potera
(69), Safet Zeqiri (1966), Avdullah Mustafa
from Gllamnik, suffered body injuries, all of
them from Podujeva.
MITROVICA: On 1 October, during the police intervention
in the students' peaceful protest,
the following persons were subjected to physical
ill-treatment: Zeqir Jahir Fejzullahu (43),
Faruk Avdi Ibishi (30) and Miran Behram Musa
(35), who fainted - all of them from Bajgora
e Shalës.
On 18 October, nearby the market, three policemen
raided the warehouse of Rifat Dan
Nimani (48) in Shipol and plundered goods estimated
DM 1000.
SHTIME: On 1 October, in Lipjan, police stopped
the bus travelling from Shtime to Prishtina
and took out the following passengers:
Xhevahir H. Hysenaj from Petrova, student at
the Medical Faculty; Hamit M. Qeriqi from
Kroimiri village near Lipjan, student of Economics
and Zejnepe N. Avdiu, student of
Pedagogical High School. In that way, they were
prevented from taking part in the protest in
Prishtina.
On 9 and 10 October, an unidentified person drew
crosses on the gates of Shaban Xhema
(50), farmer, and Bajrush Shabani (1950) in Shtime.
The same sign was seen on the gate of
the mosque in Shtime on 11 October.
On 15 October, Shaban Halili, educational activist
and member of the Presidency of LDK
branch, was taken for "informative talks" at
the police station in Ferizaj on his activity within
LDK.
VUSHTRRI: On 1 October, at the Prishtina airport,
police prevented 14 Albanian asylum-
seekers from entering Kosova and sent them to
Belgrade airport. Having been interrogated,
the asylum-seekers were ordered to report to
the police station in Mitrovica on 27 October.
Among the repatriated Albanians was Shaip Kadri
Zeqiri (33) from Vushtrri, whose 6-
member-family remained in Germany.
OBILIQ: On 2 October, police arrested and took
Adem Hoti (1940), engineer, to the police
station, where commander-in-chief Spasiq and
another inspector interrogated him on the
protest of 1 October held in Prishtina.
On 17 October, nearby the bridge connecting villages
Hamidi and Plemetin, passers-by and
villagers were threatened to be stabbed with
bayonets by soldiers and policemen.
HANI I ELEZIT: On 7 October, two policemen arrested
Rexhep Loku (1943), former
employee of "Kosovaplast" Combine, interrogated
him on the whereabouts of his son
Selajdin, searched for weapons and threatened
him.
GJILAN: On 15 October, Miodrag Joviq, police
inspector, went to the premises of "Esat
Berisha" primary school in Llashtica village
and interrogated Isa Qerimi (1938), principal, on
the protests of 1 October, the participation
of school workers in them, school seals, etc.
On 17 October, police searched for Mujadin Fehmi
Zylfiu (1967), "Trajko Periq" str.13, an
LDK activist, who is currently living in Switzerland.
GLLOGOC: On 18 October, three policemen physically
ill-treated Rifat Selman Qorri
(1960), mechanic, because he refused to wash
their car free of charge.
