ON THE WIDESPREAD REPRESSION AND HARASSMENT PERPETRATED
BY THE SERBIAN POLICE AND OTHER AUTHORITIES IN KOSOVA
FROM 2 NOVEMBER UNTIL 9 NOVEMBER 1997
2 NOVEMBER:
GJAKOVA: Serb installed district authorities abrogated
the previous decision for the
protection of the Memorial Park in çabrat.
"Experts" of the Institute for the Protection of
Environment have come to the conclusion that
it does not fulfill the required terms for
protection.
PRISHTINA: Two policemen in the city promenade
stopped Bekim Sahiti (1974), student
from Malisheva e Gjilanit. His identity was checked
under the pretext that he had
participated in the students' protests of 29
October. Bekim was severely ill-treated and
asked for weapons.
MALISHEVA: Tens of Serbs wearing military uniforms
harassed the villagers of Panorc.
They shot down a sheep owned by Afrim M. Sahitaj,
and ate it in the nearby forest.
PODUJEVA: Safet Bejtullahu and Shaip Bajrami,
asylum-seekers in Germany, were
returned to Germany after being kept for 2 hours
at the Belgrade airport.
3 NOVEMBER:
PRISHTINA: In the vicinity of the District Court
in Prishtina, 2 plainclothed inspectors and 2
policemen stopped and insulted on a national
basis Shaban Shala (1958), from the village
of Negroc, currently vice-chairman of the CDHRF.
Several minutes prior to the commencement of
the trial, Agim Muhaxheri, journalist of the
"Bujku" daily was summoned to an office and was
warned by the public prosecutor
Miodrag Surla regarding an article he wrote.
SKëNDERAJ: Nexhmedin Gashi (1959) from the
village of Kryshec, was wanted by the
police and was ordered to report to the local
police station in Skënderaj. A month ago
Nexhmedin was repatriated from Germany and ever
since he was summoned for
informative talks 3 times in row.
On 30 and 31 October, Agron Bajraktari from Klina
e Epërme was taken for informative
talks to the police stations in Skënderaj
and Mitrovica. He was interrogated on the activity
of the LDK as well as about his stay in Tirana
from 1992-1997, during which period he had
studied in the Faculty of Forestry.
Hajdin Isufi (50) from the village of Plluzhina
was stopped by the police. He and his
companions were taken out of the car and their
identities were checked. Police tore his ID.
4 NOVEMBER:
MITROVICA: On 29 October, 3 and 4 November, Enver
Ramë Nuha (44) from the village
of Melenica was summoned for weapons to the police
and was physically ill-treated.
On 23 October, 2 policemen raided the house of
Shefqet Idriz Haxhiu (1948), engineer,
living in "Ura e Gjakut" quarter, "Gavrillo Principi"
str. 3/1. Police arrested his son Besnik
(20) under the pretext that he gave them no information
regarding his brother Ilir (25), who
is currently living abroad. He was physically
ill-treated at the local police station. On 31
October, he was arrested once again. While in
detention, he was ill-treated. Shefqet was
taken to the police and ill-treated. He was threatened
to bring his son Ilir to Mitrovica.
Zymer Isuf Barku (55) from the village of Vaganica,
was summoned for weapons to the
police.
PRIZREN: Four policemen intervened in the premises
of the LDK branch in Zhur, arrested
Sadik Hoxha, member of the presidency of this
branch and took him to the police station in
Prizren. He was subjected to interrogation on
his political activity for 2 hours. Later on, he
was duly released.
A police squad went into the premises of "Gjon
Buzuku" Secondary School, "Ulqini" str.,
and "Luçiano Matroni" Medical School,
"Podrimja" str., and requested the list of those
injured during the protests of 29 October. The
same were summoned to the police station
in order to give statements.
DEçAN: Bajram Beqaj (1953), teacher from
the village of Gramaçel, was taken for
informative talks to the local Security Center
in Deçan and interrogated on the sources of
financing the education.
PODUJEVA: At about 9 p.m., armed policemen raided
the house of Shefki Maliqi and took
him, his son Hajdin and his guests Bekim and
Arben Fazliu from Sveçla. After being
physically ill-treated Hajdin, Bekim and Arben,
were released.
The families of Agim Hakiqi and Fadil Shemsiu
received orders to leave their flats.
SKëNDERAJ: Police searched for Gazmend Hamit
Kabashi, who has been living in
Germany since 1992.
5 NOVEMBER:
VUSHTRRI: Over 15 policemen blocked the streets
leading to the old bus station, checked
citizens and looted hard currency, cigarettes
and other goods. Goods estimated 800 DIN
were looted from Faton Lahu. Emurllah Osmani
(19) and Adem Jashari (26) from Vushtrria
and Agron Ademi (17) from Druvari were arrested.
Similar events took place in other parts
of the town.
OBILIQ: Two policemen intervened in the premises
of the LDK branch, prevented the
meeting and checked the identities of those present.
Police searched for weapons at the house of Ferat
Mjekiqi (65) in the village of Grabovc i
Epërm and ordered him and his son Nasuf
Mjekiqi, chairman of the LDK branch, to report
to the police station in Obiliq.
VITI: Two policemen searched for Zaim Zejnullahu,
who has been living abroad for last
three months, and threatened his son Lulzim.
PODUJEVA: In the village of Repa, at 9 a.m.,
police harassed citizens by random shots.
6 NOVEMBER:
GJAKOVA: Late at night, masked persons were seen
climbing the fence of the house of
Prenk Mark Kocaj. Taking them as thieves he started
shooting at them. Later on, it was
realized that the unknown persons were policemen
since they immediately called for re-
enforcement. They took Prenk to the police and
seized his hunting rifle.
VUSHTRRI: During the last two days, Halim Morina
(1947), bill collector of the District
Financial Council, was interrogated by the investigating
judges in Vushtrria and Mitrovica.
MITROVICA: During the last two days, Shaqir Hazir
Brahimi (45) from the village of
Koshtova was summoned for weapons to the police.
For three days in a row, Brahim (60) and Ali
Jahir Sahiti (53) from the village of Vaganica
were summoned to the police. They were ordered
to report again.
Two policemen in the vicinity of the green market
took Berat Rexhep Rrahimi (18),
"Tavnik" quarter, and sent him to the police.
He was interrogated on his neighbours and
cigarettes estimated to 320 DIN were looted from
him.
PRIZREN: A police squad stopped and checked the
identity of Sami Vehapi (1977) from
Lubizhda, student at the "Xhevdet Doda" Pedagogical
High School, member of the
Organizational Council of the students' peaceful
protests. He was insulted, physically ill-
treated and threatened with liquidation.
ISTOG: Some 15 Serb hooligans attacked and beat
Arben Boletini, pupil of "Haxhi Zeka"
Secondary School, and threatened him with the
words, quote "you'll never again learn in
schools in Albanian".
7 NOVEMBER:
PRISHTINA: Policemen arrested Sabri Hashani, former
deputy of the Assembly of
Kosova, which declared the Constitution of the
Republic of Kosova in Kaçanik, on 7
September, 1990, chairman of the PPK branch in
the "Dardania" quarter. Later on, he was
released.
PRIZREN: Last night at about 8 p.m., in Shtimje,
police stopped the bus of "Adko tourist"
while returning from Turkey. All passengers were
taken out of the bus, their goods were
seized regardless of the fact that they had receipts
issued by customs office. The
passengers among whom were many women and elderly
were sent to the police station.
At about 1 a.m., the passengers boarded the bus
again and were ordered not to leave it.
Today, at 11 a.m., police entered the bus, checked
the passengers and insulted them. An
old man was beaten up.
MITROVICA: Two policemen in the vicinity of the
green market checked the identities of
many youngsters. Burim Musa Ademi (17) from the
village of Broboniq, living in the
"Tavnik" quarter, pupil of the "Arkitekt Sinani"
Technical School, was stopped and
cigarettes estimated to DM. 60 were looted from
him. The policemen took him to his house
and raided it.
KAçANIK: Abdulgafurr Luma (1961) from
Glloboçica, teacher at the "Kongresi i Manastirit"
Primary School, was summoned for informative
talks at the local police station in Kaçanik.
He was subjected to psychological ill-treatment
and interrogation on the political activities
in the District and the "UçK". He was
released, but his passport was seized. He was left an
order to report again after a week.
8 NOVEMBER:
PRISHTINA: Yesterday, at about 2 p.m., at the
border-cross of Hani i Elezit, Serbian police
arrested prof. dr. Zenel Kelmendi, member of
the LDK Board, former dean of the Medical
Faculty in Prishtina. For the time being his
whereabouts and the motive of the arrest were
unknown.
MITROVICA: Two policemen stopped Ridvan Arif
Kelmendi (42), teacher at "Skënderbeu"
Primary School, living in "Ura e Gjakut" quarter,
checked his identity and, on finding 150
tickets for a concert dedicated to the "Trepça"
miners, sent him to the Security Centre. He
was physically ill-treated and interrogated.
He was released, but ordered to report again on
10 November. Due to the injuries suffered, he
had to seek medical care.
DELAYED INFORMATION:
KAçANIK: On 3 September, Rexhep Bajram
Reka (1966), unemployed from the village of
Kërbliq, was summoned for weapons to the
police. He was interrogated and severely ill-
treated, due to what he suffered many body injuries.
He was ordered to report again.
On 6 October, two police inspectors accompanied
by a fiscal police inspector looted goods
estimated to 15000 dinars from the "Interier"
Enterprise. Its owner Sami Aliu (1950) from
Kaçanik i Vjetër was fined with 25000
dinars - under the pretext that the documentation
were not in order.
On 17 October, in the vicinity of gas-station,
two plainclothed inspectors stopped all
vehicles and checked the identities of the passengers.
On 19 October, two policemen searched for weapons
at the house of Ismet Pajazit Loku
(1948), farmer from Kotlina. They took him and
physically ill-treated him on the way to
Kaçanik. He was released, but ordered
to report again on 23 October.
Three policemen took Sabedin Maliq Laqi (1965),
former policeman, for weapons to the
police station, interrogated and released him
on the condition to report again after 10 days.
On 20 October, Ahmet Bedri Muhaxheri (1954),
former driver at the District Civil Defence,
living in "Ganimete Tërbeshi" str.2, was
evicted from his flat.
Isen Rrustem Elezi (1948) from Sllatina, worker
at the "Luboteni" Enterprise in Kaçanik,
was summoned for weapons to the police and was
asked about those that possess
weapons in his village. Recently, police looted
timbers from the Albanian citizens in
Kaçanik i Vjetër.
PEJA: On 1 October, during the students' peaceful
protests, Kajtaz Goxhuli from the
village of Makërmal near Skënderaj,
and Xhevdet Pantina (1981) from the village of
Gllareva near Klina, pupil of the Secondary School
of Fine Arts, were physically ill-treated.
The latter was time and again ill-treated on
15 October. On 29 October, he was prevented
from participating in the protest in Peja, due
to the fact that the police in Kliçina had
stopped the bus by which he was travelling.
On 29 October, police entered the premises of
the Commercial High School and physically
ill-treated and arrested some of the students.
Among the ill-treated students were: Vahid
Rrahman Bytyçi (1978) from the village
of Opterusha near Rahovec, Besim Hysen Elezi
(1978) from the village of Gjurgjevik near Klina,
Jeton Kuçi and Haxhi Berisha. The latter
two were arrested, while Besim suffered body
injuries and bled.
MITROVICA: On 29 October, Qazim Niman Mustafa
(37) from Kçiqi i Madh, was stopped
by the police, his identity was checked, his
ID was torn and he was insulted on a national
basis on the pretext that he had participated
in the students' protests.
On 1 November, in the outskirts of Skënderaj,
three policemen stopped the participants of
the manifestation due to the 70th anniversary
of death of Shote Galica and checked the
identities of the following persons: Jakup Mehmet
Ceraja (62), poet; Murteza Hamdi
Berisha (53), chairman of the District Educational
Council; Mustafë Zejnullah Shala (39),
principal of "Ismajl Qemali" Primary School;
çamërie Jakup Ceraja (29), actress of the
"Sandër Prosi" theatre; Halit Rushit Barani
(46), chairman of the sub-CDHRF; Ismail
Bajram Smakiqi (41), member of the Presidency
of the LDK branch - all from "Tavnik"
quarter; Ymer Bala (66) from Koshtova, an LDK
activist; Edi Shukriu, chairwoman of the
LDK Woman's Forum; Avdyl Rama, chairman of the
LDK Commission on Education;
Shqipe Gashi, member of the Presidency of the
LDK Woman's Forum - all from Prishtina;
Sabit Raif Idrizi (41), poet, member of the Presidency
of the LDK branch in Mitrovica;
Behxhet Mehmet Haliti (38), "Ura e Gjakut" quarter,
an LDK activist; MS Brahim çitaku
(62), historian from the village of Shipol; Fazli
Hajrë Hajrizi (49), teacher at "Frang Bardhi"
Secondary School in Mitrovica.
PRIZREN: On 29 October, during the students'
peaceful protests, the following students of
"Gjon Buzuku" Secondary School were physically
ill-treated: Ardiana Hoxha (1981),
Kujtesa Hoxha, Anduena Rifati and Mirjeta Kabashi.
On 1 November, two policemen entered the office
of the LDK branch and checked the
identities of the following members of the Presidency:
Hysni Hoxha, Skënder Berisha,
Qazim Thaçi and Qamil Buzhala.
KAMENICA: On 30 October, Bajram R. Vranja (1955)
from Hogosht was summoned to
the police in order to report those that had
distributed the placards for the students'
protests. He was accused of calling the people
for demonstrations.
FERIZAJ: On 29 October, after the students' peaceful
protests, police stopped Bejtush
Bajrami (1978) and Zenel Salihu (1972) from the
village of Tërpeza near Vitia, students of
Technical High School. The two were physically
ill-treated and insulted on a national basis.
GJILAN: On 31 October, Lirie Abdurrahmani (1970),
student from Malisheva, chairperson
of Youth Forum of LDK branch in Gjilan, was taken
for "informative talks" and interrogated
on her political activity as well as the forthcoming
parliamentarian elections. She was not
given her passport back under the pretext that
she considers herself as a citizen of the
Republic of Kosova.
PRISHTINA: On 31 October, in "Dardania" quarter,
some policemen severely ill-treated
Lutfi Hajdari from the village of Broja near
Skënderaj, student of Economics, on the pretext
that he had participated in the students' protest
of 29 October.
On 1 November, 4 Serbian civilians entered the
house of Bajram Zeka, pensioner, living in
"Bregdeti" str.5 and broke some doors. As Bajram
alarmed his neighbours, three of the
intruders escaped, whereas the forth one was
caught by the police.
