ON THE WIDESPREAD REPRESSION AND HARASSMENT PERPETRATED
BY THE SERBIAN POLICE AND OTHER AUTHORITIES IN KOSOVA
FROM 16 NOVEMBER, UNTIL 23 NOVEMBER 1997
16 NOVEMBER:
PRISHTINA: While Xhavit Mustafa (1960), "Lagja
e Spitalit" quarter 11, and his neighbour
Gani Përçuku were mending the fence,
Ivica Markoviq threw fire cracks and called his
brother and other Serbian citizens, who ill-treated
Xhavit, Gani and his wife Rukije without
any given reason. Their son Arbënor (4)
fainted out of fear.
FERIZAJ: After the meeting of the LDK Election
Assembly in Fshati i Vjetër, police stopped
and checked the identities of the members of
the Presidency. They physically ill-treated
Agim Sylejmani, chairman and took the following
persons to the police station: Fevzi
Hasani, Hisen Ajvazi, Hismet Behluli, Muharrem
Mehmeti, Ramadan Leskovci, Agim
Sylejmani and Shefki Reka.
17 NOVEMBER:
MITROVICA: In the vicinity of a bakery in Shipol,
two policemen arrested Daut Halim çitaku
(15), took him to his house, raided it and looted
300 packs of cigarettes estimated to DM
400. They also arrested Daut's brother Mehmet
(19), whom they interrogated and released
duly. He was given a certificate on the looted
goods.
On 11 November, three policemen lead by Sekulla
Jokanoviq searched for weapons at
the house of Isak Sherif Mehmeti (47), "Tavnik"
quarter, and took him for interrogation to
the police station. Isak was forced to report
again on 12 and 17 November.
VUSHTRRI: On 12 November, a police squad searched
for weapons at the house of Haki
Ademi, retarded, in Karaça and ordered
him to report to the police station every day. Haki
was summoned to the police station today, too.
A police squad went into "Ruzhdi Bytyçi"
Primary School in Oshlan and took the school
seals, arrested Behram Gjaka, the principal,
and took him to the police station. There,
Behram was subjected to interrogation on his
activity at school by Vuçina Janiqijeviq and
other policemen.
ISTOG: Police stopped and physically ill-treated
Musa Haziraj from Banja near Istog, while
he and his family were travelling to Lubova.
Musa was taken to the police station in Banja.
Policemen raided his house without any reason,
while Musa was kept at the police station.
18 NOVEMBER:
SUHAREKA: On 3 November, police searched for Jeton
Shala (1976) from Mushitisht, a
ticket collector in the bus of his brother Bajram
Shala. Ever since, his whereabouts are
unknown.
OBILIQ: Fatmir Liman Mjeku from Grabovc i Epërm
was sent to serve his sentence of 30
days imprisonment for possessing weapons without
permit.
MITROVICA: Four policemen, among whom was Ratko
Antonijeviq, went into the houses
of brothers Bahtir (61), Tahir (56) and Xhevat
(47) Rexhep Sadiku, teacher at "Frang
Bardhi" Secondary School, "Ura e Gjakut" quarter,
and searched for Tahir's sons Nexhat
(24), former pupil of Secondary Military School
in Belgrade, Esat (21), and Xhevat's son
Skënder (21), who are currently living in
Germany.
In the suburb of the town, an armed and masked
person speaking Serbian threatened
pupils of "Arkitekt Sinani" Technical School:
Kamer Xhevat Peci (15) and brothers Luigj
and Agron Bedri Peci (15) - the three form village
Boletin, by saying: quote "You Albanians
do not need any schools", "Go to Albania", etc.
PRISHTINA: Three armed Serbs went into the flat
of Hasan Hoti, MS (1947), a lawyer and
vice-chairman of the Socialdemocratic Party of
Kosova, insulted and threatened him with
the gun. During the struggle with them, Hasan
and his wife Drita (1958) suffered injuries
and sought medical help. Their daughter and neighbour's
daughter, both of them aged
about 13-14, suffered traumas.
19 NOVEMBER:
DEçAN: Nimon Mustafaj (1938), principal
of "Hasan Prishtina" Primary School in Gllogjan,
a political prisoner, was taken for "informative
talks" about the education, the financing
system, the pupils whose parents have not paid
contributions to the District Financial
Council, the meeting of the principals in the
district of Deçan, etc.
Nimon Tafaj, Qazim Knushi and Rasim Maloku, LDK
activists, and dr. Shpresa Krasniqi,
physician at Humanitarian ë Charitable Association
"Mother Theresa" - all from Junik, were
taken for "informative talks" about the activity
of the LDK branch in Junik. Shpresa was
released on the pretext that she had been summoned
by mistake.
PRISHTINA: On 15 November, 4 law enforcement
authorities physically ill-treated Vigan
Gërguri (1984), "Hasan Prishtina" str.68,
in the presence of his mother. They searched for
weapons and took Vigan to the police station.
There, he was threatened and ordered to
report again the next day. Today, Vigan's brother
Luan (1983) was summoned to the
police station. He was physically ill-treated
and was ordered to report again on 24
November.
20 NOVEMBER:
DEçAN: Police began an action of looting
goods and foreign currency from Albanian
citizens in market and other parts of the town
and arrested some of the citizens.
Police raided the house of Agim Osman Nitaj in
Drenoc, engineer, arrested him for
unknown reasons and took him to the Security
Centre in Peja.
LIPJAN: Two policemen searched for Aziz Hyseni
(1958), jurist, chairman of sub-CDHRF
and chairman of the Reconciliation Council. Aziz
reported to the police station, where he
was subjected to interrogation about a quarrel
between two families and it was tried to be
settled by the Reconciliation Council.
FERIZAJ: After the opening of an exhibition on
behalf of Mother Theresa in "Casablanca"
cafe, a police squad interfered and checked the
identities of those present, among whom
were Dom Lush Gjergji, a parson, Dom Shan Zefi,
chancellor at Bishopry of Kosova.
Police ordered Rexhep Osmani (1950), a sculptor,
to report to the Security Centre.
GJILAN: Hevzi Xhelili (1959) from Përlepnica,
an economist, director of "Progresi"
Enterprise and an LDK activist, was summoned
for "informative talks" at the Security
Centre. He was interrogated on the current political
situation prevailing in Kosova and on-
on-on-going elections in LDK.
ISTOG: All day long, police blocked the market,
looted huge quantities of goods from
Albanian vendors and arrested some of them.
MALISHEVA: Fiscal police, accompanied by armed
policemen, looted 5 lorries and some
tractors loaded with timbers, even though the
documentation of the sellers were in order.
They took off the plates of two lorries and deflated
the tires.
21 NOVEMBER:
GJILAN: Fahredin Murtezi (1962), teacher, "Qenar
çeshme" quarter 6, was summoned for
"informative talks" about the activists of this
quarter. He was also asked about the reason
why he does not belong to any political party,
when they can operate legally.
PRISHTINA: Mihrie Saraçi, who has been
living with her husband in Belgium for three
years, is being kept hostage at the Prishtina
airport in Sllatina from 15 November. Mihria
had come to take her children, but Serbian authorities
prevented her from contacting
them. There are 4 other citizens who are being
kept hostage as well.
MALISHEVA: At the Serbian Run District Court
in Rahovec, Bajram Kilaj (60), pensioner
from Lubizhda, was sentenced to a prison term
of 30 days and was fined with 500 dinars
for being in possession of weapons without permit.
22 NOVEMBER:
MALISHEVA: Police stopped the "Kosovatrans" bus
of Prizren and checked the identities
of and ill-treated some passengers, among whom
were Faik and Bekim Krasniqi from
Damanek, students of the University of Prishtina.
23 NOVEMBER:
GJAKOVA: In the village of Shishman near Gjakova,
the monument of Albanian martyrs
Ramadan Shala, Tahir Dushi and Ismail Balaj,
killed on 13 August 1954 by the State
Security authorities, should have been inaugurated
today. On the way to this village, police
stopped people from all over Kosova, who were
going to participate in that manifestation.
Among them were: prof.dr. Pajazit Nushi, chairman
of CDHRF, dr. Zekeria Cana, mr.
Abdyl Ramaj and Sali Cacaj - members of the CDHRF,
Sokol Dobruna, a lawyer and
chairman of sub-CDHRF in Gjakova; Aqif Shehu,
chairman of the LDK branch in Gjakova;
prof. Emin Desku, Zija Hasimja, reporter of "Bujku",
etc. Police physically ill-treated Cen
Desku from Ujmir, member of the Presidency of
the LDK branch in Malisheva, and Astrit
Haraqiu, chairman of the LDK Youth Forum in Gjakova.
Police confiscated the camera of
Sali Cacaj.
DELAYED INFORMATION:
MITROVICA: On 10 November, Ridvan Arif Kelmendi
(42), teacher at "Skënderbeu"
Primary School, living in "Ura e Gjakut" quarter,
was summoned to the Security Centre.
The policemen that ill-treated him severely told
him: "Go to Halit Barani and Ismail Smakiqi
(sub-CDHRF activists) and tell them that we have
beaten you".
On 12 November, near-by the bus station, two
policemen stopped Lavdim Sefedin Shala
(20), "Ura e Gjakut" quarter, actor of "Sandër
Prosi" theatre. They took him to the Security
Centre for the reason that he did not have his
ID.
On 14 November, some policemen and plainclothed
inspectors went to many shops of
Albanians and checked the identities of those
present and raided many of them, especially
the youngsters.
PODUJEVA: On 11 November, police went into the
yard of Ismet Brahimi in Kërpimeh and
failing to find him, they took his neighbour
Xhelil Nezir Latifi (1967) to the police station.
Xhelil was subjected to severe physical ill-treatment
in order to tell who had attacked the
police station in Kërpimeh. Sinan Latifi
and Nebih Ademi from Kërpimeh were taken for the
same reason.
On 14 November, police raided the house of Gani
Havolli (48) in Llapashtica e Epërme
and searched for his son Ali. Ali reported to
the police station the next day and was
subjected to physical and psychological ill-treatment
on the pretext that his neighbour had
sued him for stealing.
OBILIQ: On 13 November, Nasuf Ferat Mjeku was
summoned to the police station. Police
raided the house of Ahmet Mehmeti in Plemetin.
VUSHTRRI: On 14 November, Mehmet Maliqi (45)
was sent to serve his sentence of 30
days imprisonment for being in possession of
weapons without permit.
DEçAN: On 15 November, police in Peja
severely ill-treated Valiant Ferizi (1975), student
from Deçan, for the reason that he did
not tear his ID.
