ON THE WIDESPREAD REPRESSION AND HARASSMENT PERPERATED
BY THE SERBIAN POLICE AND OTHER AUTHORITIES IN
KOSOVA
FROM NOVEMBER 23 UNTIL NOVEMBER 30 1997
Two Albanians were killed
by Serbian police in Kosova. On November 25, Halit Geci
(52), teacher at the "Perparimi" primary school
in the village of Llausha near Skenderaj,
was wounded at his working place inside the school
building. On November 26, he died as
an aftermath of injuries suffered. On the same
day, Ismet Q. Gjocaj (1962), from the village
of Gjocaj near Deçan, was massacred by
Serbian police. On November 21, he was
arrested, interrogated and physically ill-treated.
He was left an order to report to the police
on November 25. On the body of the deceased signs
of torture could be seen. Among
others, his eyes were torn off. Both victims
were qualified by Serbian press as "terrorists"
killed in action. According to available information
from our sub-councils, the events
occurred as follows:
SKëNDERAJ: On November
25, police surrounded the "Binakaj" quarter in the village
of Vojnikë. Being opposed, police shot at
random, seriously wounding Bahri Qerim
Krasniqi (11) who was playing in his garden.
Despite of the serious wounds his family was
prevented from taking him to the hospital for
almost a day. On November 26, at 9.30 a.m.
large police forces from Mitrovica, accompanied
by helicopters and armoured cars went to
the villages of Llausha, Rakinica, Broja, Turiqefc,
Vojnikë and Fshati i ri (Ludeviq).
Shooting lasted until 1 p.m. In the village of
Vojnikë bullets were fired at the houses of
Bislim and Qerim Nebihu; Fazli Kotorri; Haki,
Dibran and Daut Gashi; as well as that of
Qerim Krasniqi, (father of the wounded child),
who was arrested while taking care of his
son in the Mitrovica hospital. In the village
of Rakinica bullets were fired at 10 houses,
which are situated some 70 m. from the road.
The child Driton I. Dajaku was traumatized.
While passing through the village of Fshati i
ri, police damaged many houses. Bullet holes
can be seen on the walls of the house of Sinan
Zabeli. Members of his family were put to
danger and 2 cows of his were shot down. Police
shot 17 bullets at the house of Sadik
Zabeli, 2 windows were broken and the roof was
damaged. Sokol Zabeli had a cow
wounded, his car as well as doors and windows
in the house were damaged. 3 windows
were broken at the house of Muhamet Zabeli. Jashar
Zabeli had 2 cows shot down and 1
cow wounded. His house was badly damaged. 27
bullets were fired at the house of Naim
Zabeli.
Police also shot bullets
at the "Përparimi" primary school in the village of Llausha. 4
classrooms as well as the principal's office
were hit. Halit Geci (52), teacher, was seriously
wounded and died as an aftermath of injuries
suffered at the surgery ward in the Mitrovica
hospital. Shaban Reci, teacher, was wounded and
taken to the Mitrovica hospital.
In the evening, large
police forces from Mitrovica were stationed in the vicinity of the
police station in Skënderaj as well as in
other parts of the town. Many people were taken
out of buses, their identities were checked and
they were ill-treated.
DEçAN: On November
25, at 12.00 p.m., Ismet Q. Gjocaj, (1962), worker from the
village of Gjocaj near Deçan, went to
the sub-CDHRF in Deçan to give a statement. On
November 21, he and his 8 member family had been
ill-treated by Serbian police, his house
was raided in search for weapons and he had been
left an order to report to the police.
(Many witnesses have stated that they had seen
Ismet in the halls of the police station the
day that he had died).
On November 26, at 6
a.m., the house of Ismet Gjocaj was raided again. His brother
Avni and 2 workers (Fatmir and Feriz Gashi) from
the village of Vërmica e Malisheves
were arrested. After being ill-treated, they
were taken to the police and interrogated. Fatmir
was given an automatic gun and photos of him
were taken. The three were kept in
detention up to 12 p.m. and were released with
marked body injuries. After midnight
shooting was heard from the local police station
in Irzniq near Deçan.
Serbian press informed
that during the terrorist attacks in Deçan and Irzniq, one
policeman was killed (Dragiq Davidovic (32) from
Berane) and two others were wounded
(Zharko Milloshevic from Berane and Milorad Lutovac
from Peja). According to the
"Dnevni Telegraf" Dragiq Davidoviq was killed
while trying to arrest Gjocaj (35). Firing
back, police killed him.
According to the sub-Council
in Deçan the body of the deceased had been massacred.
The eyes of the victim were torn off. The right
part of the skull was badly damaged. The
victim had 6 bullet wounds on his back. His right
shoulder was broken to pieces. He had
many wounds on his chest and bruises all over
the body. On both legs, under the knees,
signs of injuries could be seen. It is obvious
that the victim had been subjected to inhuman
torture...
NOVEMBER 23:
GJAKOVA: Police in the
outskirts of Peja, physically ill- treated dr. Zef Shala, dentist
from the village of Marmull. He was ill-treated
in the presence of other family members as
he refused to pay a traffic fine. Dr. Shala suffered
body injuries.
NOVEMBER 24:
DEçAN: Sali Cacaj
(1951), member of the CDHRF, and Bajram Hadërgjonaj, journalist,
were summoned for informative talks to the Security
Center in Gjakova. The two were
interrogated about the commemorative meeting
in the village of Shishman near Gjakova,
dedicated to the Albanians killed by the Yugoslav
law enforcement authorities in 1954, the
forthcoming elections within the LDK, the Financing
District Council and the organization
of demonstrations in Kosova.
MITROVICA: Three policemen
in the vicinity of the bus station stopped Selman Enver
Kabashi (13), "Bair" quarter, and Blerim Faik
Hasani (14), "Tavnik" quarter. Cigarettes
were seized from both. They were threatened that
if caught again selling cigarettes they
would be beaten up and subjected to arrest. Three
policemen searched for Adem Murat
Binaku (45) from the village of Koshtova e Bobit,
who is currently living abroad.
KAMENICA: Destan V.
Rexhepi (1965) from the village of Kopernica, was taken for
informative talks regarding weapons. His house
had been raided under the same pretext on
November 20. Ramadan Riza Demolli (1935) from
Krileva was arrested and sent to serve a
prison term of three months for arm possession.
PRISHTINA: Police intervened in the
premises of the "Asim Vokshi" primary school
and ordered the school principal, Sallah
Ademi (1938), living in "Dardania" quarter SU
6/6 B 2, 14, to report to the police station in
the "Kodra e Trimave" quarter. He was interrogated
on sport activities and was threatened
to be arrested if such activities would be held
in his school. GJAKOVA: Prof.
Gjergj
Sokoli, member of the Financing District Council
and member of the board of the LDK
branch in Gjakova was interrogated by police
inspectors on the killing of Rrustem Ukë
Selcaj, on his political activity, elections
within the LDK, students' protests, etc. He was
ordered to report again.
NOVEMBER 25:
DEçAN: Shaban
Kuçi (1952) was taken for informative talks regarding activities
and
financing of political parties, organization
of elections within the LDK and on political
activists in this district.
PRIZREN: Agron Shporta
(1962), journalist, reporter of the "Koha" daily, was
summoned for informative talks to the local police
station due to the fact that he did not
report his guest, Patricia Morand from Switzerland,
to the police.
MITROVICA: Market inspectors
and fiscal police looted and fined 800 to 1100 dinars
from the following merchants: Bahri Sadik Kutllovci
(34), owner of the "Behari" store,
Ismail Kuçi, owner of the "Vëllezërit
Kuçi" store, Nexhat Mustafë Sahiti (28), owner of the
"Emona" store and Ismet Shaban Gjoni (36), owner
of the "Okej" store. From Naser Sahit
Kaleci (40), owner of the "Te Naseri" jewelry,
the police looted 80 gr. of gold estimated at
1200 DM, while Enver Behxhet çuni (34),
owner of the "Edi" jewelry was fined to 800
dinars. Enver and the others were told by the
policemen that the orders to fine them came
from higher rank officials.
GJILAN: Two policemen
arrested Xhevat Nevzati (1946), chemist and activist of the
"Mother Theresa" Association, living at "Bojana"
str. no 3-4, for interfering in a fight.
Xhevat was charged for "disturbance of peace
and order".
MALISHEVA: Policeman
Sllagjan Ristic from Kijeva, former- teacher of Serbo-
Croatian language in Albanian schools, physically
ill-treated his former-pupil Vezir
Krasniqi from the village of Drenoc, now pupil
at the "Lasgush Poradeci" secondary school
of Economics and Law.
PRISHTINA: Skender Hakaj
(1973), student from Orobërda near Istog and four friends
of his were arrested by four policemen and one
plain-clothed policeman while at the
birthday party of one of their friends. The students
were tied and kept from 5.00 p.m. until
10.00 p.m., interrogated and physically ill-treated.
Skender, who gave a statement in our
office, stated that he was released at about
10.15 p.m. but he does not know whether his
friends were released or not.
BELGRADE: Humanitarian
Law Fund and Serbia Helsinki Committee released a
communique where it is stated that: "50-70 persons
mainly from Kosova and Sanxhak have
been kept at the airport in Belgrade for few
days without any particular given reason. Sonja
Biserko, chairman of the Serbia Helsinki Committee
said that the Yugoslav authorities
have no legal right to prevent the citizens of
FRY to enter the state or sent them back to
Germany.
NOVEMBER 26:
MITROVICA: In the vicinity
of the green market, four policemen stopped, legitimated
and provoked Bashkim Bajram Mehana (22) from
Klina and Ali Qerim Jaha (22) from
Podujeva, both students with the High Technical
School in Mitrovica.
SUHAREKA: A police squad
ordered Ajet R. Zeqiraj and Ramadan H. Asllanaj from
the village of Gjinoc, asylum-seekers repatriated
from Germany on November 13, to report
to the police station at the office of security
inspector Mishkovic.
NOVEMBER 27:
PRISHTINA: Warned by
Nada Milosavlevic, compulsory principal, six policemen of the
local police station in "Kodra e Trimave", went
into the facilities of the "Zenel Hajdini"
primary school at the time when the Albanian
pupils were about to start the programme on
the occasion of November 28 -Albanian national
holiday - Flag Day. Ajet Brajshori
,principal of this school was sent to the police
station and interrogated.
VUSHTRRI: Policemen
arbitrarily stopped Fidan Lahu, pupil of the "Muharrem
Bekteshi" Secondary School. He was physically
ill- treated.
GJILAN: Vehbi Kallaba
(1943), teacher and activist of the LDK, "Kamnik" str. AS 22-1,
was taken for informative talks regarding the
activity of the LDK and that of the Youth
Forum of the LDK.
NOVEMBER 28:
MITROVICA: Two policemen
in the vicinity of the bus station stopped Faruk Brahim
Spahiu (45), secretary of the LDK branch in Mitrovica,
as well as Bedri Tahir Ferati (37)
from Zhabar i Poshtëm and Mexhit Sejdi Beka
(35) from Kçiç i madh. They were sent to
the police, threatened and insulted on a national
basis. Police raided the "Blini" cafe in the
ownership of Abedin Brahimi; "Vatra" in the ownership
of Ali Preteni; "Selaci" and
"Burimi" in the ownership Haxhi Nimani as well
as the "Malësorja" restaurant in the
ownership of Bajram Jahaj. Police checked the
identity of those present.
PRISHTINA: On November
26, Bozhidar Spasiq, commander in chief of the Serbian
police in Obiliq, was kidnapped in front of his
flat in Prishtina. Serbian media hastened to
state that this was an act of "Albanian terrorists".
According to the "Politika" daily the
Serbian Ministry of Interior Affairs stated that
the kidnappers were Milivoje Stoilkoviq
from Svilajnac, Milutin Markoviq from Kragujevac
and Momçilo Stojkoviq from Kaçanik
(all three detained). The fourth accomplice is
still on the run.
DELAYED INFORMATION:
KAMENICA: On November
5, Ejup R. Rrahimi from the village of Kopernica, bill
collector of the Financing District Council,
was sent to serve a prison term of 30 days for
arm possession.
KLINA: On November 11,
in the village of Qupeva e Epërme, a police squad stopped
Sadik Haxhi Gashi (35). He was sent to the Security
Center in Peja and kept in custody
until November 22. On November 12, a police squad
from Kijeva led by post commander
Dabizhleviq, searched for weapons at the houses
of Franë Gj. Lekaj (1935) and Franë M.
Markaj (1930) in the village of Cerovik. The
next day, Gaspër Markaj (17), the son of
Franë M. Markaj, handed in his father's
gun for which they had a regularly issued permit.
He was interrogated on the availability of weapons
and the political happenings in the
village.
PODUJEVA: On November
14, Mevlude Syla (33) from the village of Letanc, asylum-
seeker repatriated from Germany, was stopped
at the Sllatina airport. The next day she and
her two children were sent back to Germany. On
November 17, police searched for
Abdurrahim Havolli. Rrahim Havolli (34) from
Llapashtica e Epërme was arrested,
subjected to interrogation and physical ill-
treatment. On November 18, police seized from
Hajriz Ibishi (1966) a truck loaded with timber.
On November 20, 4 policemen in search
for weapons raided the house of Naim Kadriu (1974),
member of the board of the LDK
Youth Forum branch in Podujeva. Naim and his
brother Agim were sent to the police.
Naim was interrogated on his political activity
as well as on the forthcoming elections
within the LDK.
MITROVICA: On November
17, a policeman broke-in in the flat of Sokol Bajram
Kamberi (73), pensioner, living in "Ivo Llolla
Ribar" str. The event occurred while Sokol
was at hospital taking care of his paralysed
wife.
PRISHTINA: From November
18 until November 22, Jakup Bajçinca from the village
of Bardhi i Madh near Fushë Kosova and 4
other Albanian asylum-seekers repatriated from
Germany were kept in detention in the premises
of the Sllatina airport. On November 22,
they were sent back to Germany.
