ON THE WIDESPREAD REPRESSION AND HARASSMENT PERPETRATED
BY SERBIAN POLICE AND OTHER AUTHORITIES IN KOSOVA
FROM NOVEMBER 30 UNTIL DECEMBER 7 1997
DECEMBER 1:
MITROVICA: Two policemen in the vicinity of the
bus station stopped Besnik Hajzer
Asllani (12) and Selman Enver Kabashi (14), pupils,
living in the "Bair" quarter. The two
were looted cigarettes estimated to DM. 30. Three
policemen in the vicinity of the green
market stopped Fitim Shaban Syla (15), pupil
of the "Frang Bardhi" secondary school,
living in the "Ura e Gjakut" quarter. He was
looted cigarettes estimated to DM. 70. On the
pretext that it was a holiday, compulsive authorities
prevented Albanian pupils from
attending classes. Andria Vukomanoviq, compulsory
principal of the "Ismail Qemali"
primary school, did so by closing the door of
the school.
PRIZREN: On the order of the compulsive authorities,
all primary schools in Prizren as well
as those in the village of Lubizhda were prevented
from holding classes. On November 28
and on December 1, Hamdi Avdi Kryeziu (1939),
from the village of Dushanova, living in
"Ganimete Terbeshi" str. no. 24, whose passport
had been seized on November 27, was
summoned for informative talks to the police
station in Prizren. He was interrogated
regarding his stay in Albania.
FERIZAJ: Isuf Latifi and Azem Selmani from the
village of Sazlia were summoned for
weapons to the police station in Babush.
DECEMBER 2:
MITROVICA: During the last two days, Tafil Hashim
Ibishi (53) from the village of Bajgora
e Shalës was summoned for weapons to the
police station in Stantërg. He was physically
ill-treated by a policeman named Kandiq and was
left an order to report again on
December 4.
PRISHTINA: A policeman entered the premises of
the "Xhevdet Doda" secondary school.
He asked Bajram Rexhepi, an officer in charge,
for the address and phone number of the
school principal.
KLINA: Miqa Pavlloviq from Klina with the use
of threats forced Dodë Grabanica (1961),
principal of the "Zgjimi" primary school in the
village of Dollc, to drive him to Shtupel. He
entered the "Liridona" cafe in the ownership
of Çaush Jakupi, fired a few bullets and
threatened those present.
FERIZAJ: On November 25, 26 and on December 2,
Fatmir Sejdiu from the village of
Firaja, activist of the LDK, was summoned for
informative talks to the Security Center in
Ferizaj regarding his political activity.
GJAKOVA: Gjergj Sokoli, member of the Financing
District Council and member of the
presidency of the LDK branch in Gjakova was summoned
to the Security Center and was
put to pressure to give up from his political
activity within the LDK.
DECEMBER 3:
SUHAREKë: On November 26, a police squad
went to the houses of Ramadan Asllanaj
(1971) and Ajet Zeqiraj (1967) in the village
of Gjinoc. The two had been repatriated from
Germany on November 13. Police inspector Nisheviq
interrogated them on the activity of
Albanian clubs in Germany. They were also questioned
on the organization of
demonstrations, on the UÇK (Kosova Liberation
Army) and its financing, etc. Ramadan
was also interrogated regarding a gun. Dr. Sejdi
Elshani, was taken for informative talks
and interrogated about the on-going elections
within the LDK and its political program. He
was also questioned regarding Ibrahim Rugova,
Fatos Nano and several prominent
political activists.
PRIZREN: On November 27 and on December 2-3, Ilir
Hasan Berisha, principal of the
"Mustafa Bakia" primary school, was summoned
to the local Security Center for
informative talks regarding educational activities
and threatened to report the place where
the meetings of the school principal's are held.
PEJA: Policemen severely ill-treated Murat Kadriu
(1959), jurist from the village of Vranoc.
He had allegedly sprinkled a policeman with water.
DECEMBER 4:
PRISHTINA: Two police inspectors searched for
Abdyl Hoxha, chairman of the Financing
District Council. Mr. Hoxha was taken to the
office of the Council, quarterly reports and tax
payers list were seized as well as the list of
those employed. He was arrested but later on
was duly released.
MITROVICA: Market inspectors accompanied by large
police forces blocked the green
market and looted more than 20 Albanian merchants.
Xhelal Sinan Tahiri (31) was looted
oranges estimated to DM. 70. Besim Shaqir Merovci
(25) from the village of Dobërlluka e
Vushtrrisë was looted goods estimated to
DM. 90. Ibrahim Ismet Syla (28) from the village
of Zasella was looted 10 kg of bananas and 30
kg of lemon. Ahmet Beqir Ukshini (16)
from the village of Selac was looted 40 kg of
mandarin oranges and 20 kg of lemon. Some
20 policemen raided several tea shops and checked
the identities of those present. 4
policemen in Skënderaj stopped the following
teachers of the "Arkitekt Sinani" technical
school in Mitrovica: Hasan Bajrush Dërvari
(41) and Sami Asllan Peci (31) from the village
of Zhabar i Poshtëm; Bashkim Isuf Kadriu
(33), living in the "Bair" quarter; Rizah Nezir
Voca (48) living in the "Tavnik" quarter; and
Ajet Hajdin Hamiti (39) from Zasella. The
above mentioned were going to the village of
Llausha to express their sympathies to the
family of Halit Geci, who was killed by the Serbian
police on November 26.
GJILAN: Selami Latifi (1956), engineer, activist
of the LDK, living in "Kamnik" str. As 21/39,
was summoned for informative talks regarding
the activity of the LDK, the current political
situation in Kosova as well as writings in press
in Albanian.
GLLOGOC: Police raided in search for weapons the
house of Muharrem Ramë Morina
from the village of Fushtica e Poshtme. He was
physically ill-treated and suffered many
body injuries. Due to injuries suffered, he had
to ask for medical help. Muharrem's nephew
Afrim (32) was subjected to ill-treatment too.
SKëNDERAJ: Tahir Berani from Klina, who had
been serving his prison term in
Smrekovnica, stated that the jail board forced
all prisoners to vote for the candidate of the
SPS.
DECEMBER 5:
MALISHEVA: Hajdin Berisha from the village of
Gurëbardh, secretary of the PPK branch
in Malisheva, was summoned for informative talks
regarding the activity of this branch.
DECEMBER 6:
DEÇAN: A group of policemen from Deçan
ill-treated many people in the village of Junik.
People were forced to lie on the ground and were
beaten up with rifle butts, kicked and
punched. Many of those ill-treated suffered severe
injuries and had to ask for medical
help. The following persons underwent police
brutality: Muhamet Sadiku from the village of
Nivokaz near Gjakova; Abedin, Jahë and Zenun
Hebibi; as well as Gani Shehu from the
village of Junik. The above mentioned are hospitalized
in the surgery ward of the Gjakova
hospital. Ardian Kasumi; Isa and Fadil Kuçi;
Bashkim Knushi; Bashkim Maloku; Sami and
Xhafer Jasiqi; Shpend and Naim Gjota; Ramiz S.
Hoxha; Kujtim Shala; Adelin and Armir
Hebibi; Qamil and Arbën Kuçi as well
as Çaush Tafaj all from the village of Junik suffered
body injuries.
DELAYED INFORMATION:
SKëNDERAJ: On November 10, Besim Gashi from
the village of Kopiliq i Poshtëm was
summoned for informative talks. As he is currently
living in Germany his father had to
report to the police. On November 11, police
searched for Murat Hoti (40) from the village
of Polac. Murat, former employee of the territorial
defence in Skënderaj, has been living in
Germany for the last 6 years. On November 25,
police stopped, arrested and physically ill-
treated Musa Jashari from the village of Prekaz
i Poshtëm; Xhevdet Hetemi from Buroja;
Avni Loshi from Padalishta and Agron Çallaku
from Çubrel. On November 26, police in the
outskirts of Skënderaj stopped the bus travelling
for Vojnik. Bedri Murati from Tushila was
physically ill-treated. On November 26, police
in Mitrovica stopped Isni, Gani, Fadil and
Naim Gashi as well as Skënder Dragaj from
the village of Vojnik. They were physically ill-
treated and suffered severe body injuries. Fadil
Tahiri and Miftar Musliu from Klina e
Epërme were stopped and subjected to physical
ill-treatment.
FERIZAJ: On November 12, police raided in search
for weapons the house of Halit
Krasniqi in Rahovica. On November 17, Hismet
Behluli, Fevzi Hasani and Agim Sylejmani
from Fshati i Vjetër, activists of the LDK,
were summoned for informative talks to the
Security Center in Ferizaj and interrogated on
the meeting of the Assembly of the LDK in
this village. On November 24, Isa Syla (1960)
from the village of Tërni was summoned for
informative talks to the Security Center in Ferizaj
regarding his political activity. On
November 26, two policemen intervened in the
premises of the "Ulpiana" Carate Club in
"Emin Duraku" str.. The training session was
interrupted and the identity of Sherif Ferizi,
coach, was checked.
PRIZREN: On November 24-26, a police squad in
search of Ragip Selaj, who is currently
living in Germany, went to the house of his brother
Sokol Selaj in "Brezovica" str. 101/A.
Sokol reported to the police on November 27.
He was ordered to report again. On
November 25, two policemen searched for Besim
Elshani, living in "Trigllavi" str. 40.
FUSHë KOSOVA: On November 27, Gordana Radakoviq
accompanied by 4 policemen
brought down the wall of her neighbour Naser
Breznica (1958) from the village of Miradia e
Epërme. Gordana and Slobodan Popoviq are
also claiming some of Naser's land and in
return are demanding DM. 7.500.
DEÇAN: On November 27, police stopped Naim
Qazim Fejzaj from the village of Ratish i
Epërm, pupil of the "Vëllezërit
Frashëri" secondary school. He was physically ill-treated. On
November 29, Hasan Zemaj, chairman of the LDK
Youth Forum branch in Deçan was
stopped and ill-treated by a policeman named
Miladin. Hasan had gone to Peja to visit his
hospitalized sister.
MITROVICA: On November 28, two policemen in the
vicinity of the green market arrested
Arben Shaban Syla (19). He was physically ill-treated
and looted cigarettes estimated to
DM. 50. He was threatened with liquidation if
caught again while selling cigarettes.
SUHAREKA: On November 29, police authorities at
the Sllatina airport prevented Mefail
Sejdi Kuçi from returning to Kosova. He
had fled Kosova in 1992.
PRISHTINA: On November 29, the house of Bajram
Rexhep Kastrati (1936), pensioner,
living in the "APJ" str. 77/4, was raided in
search for weapons. He was physically ill-treated.
