ON THE WIDESPREAD REPRESSION AND HARASSMENT PERPETRATED
BY
THE SERBIAN POLICE AND OTHER AUTHORITIES IN KOSOVA
FROM 14 DECEMBER, UNTIL 21 DECEMBER 1997
On 16 December 1997, at the Serbian Run District
Court in Prishtina, the trial against 19
Albanians charged for allegedly being members
of Kosova's Liberation Army, "hostile
activity" and "terrorism", came to its end. The
Grand jury, chaired by Dragolub Zdravkovic,
sentenced 17 Albanians to prison terms ranging
from 4-20 years (a total of 186 years of
imprisonment). Nait Hasani (1965), student of
albanology, a former political prisoner from
Randobrava near Prizren; Agron Tolaj (1970) and
Arif Vokshi (1965), both from Pobërgja
near Deçan, - the three were sentenced
to 20 years of imprisonment; Hasan Zeneli (1964)
from Ballaban near Prishtina and Qerim Kelmendi
(1966) from Llabjan near Peja (in
absentia) - were sentenced to 15 years of imprisonment;
Hamzë Pangjaj (1976) from
Pobërgja near Deçan (in absentia)
- 13 years of imprisonment; Agim Makolli (1962), waiter
from Prishtina - 11 years of imprisonment; Asllan
Selimi (1966) from Klina, Eqrem Kastrati
(1970), farmer from Turjaka near Rahovec and
Isak Shabani (1964), accountant from
Prishtina - to 10 years of imprisonment; Ali
Gjuliqi (1973) from Maralia near Rahovec - to 9
years of imprisonment; Demir Limaj (1973) from
Banja near Suhareka - to 8 years of
imprisonment; Hajdin Rama (1938) from Sankoc
near Gllogoc - to 6 years of
imprisonment; Agim Hulaj (1960) from Hulaj near
Deçan, Bislim Zogaj (1965) from
Komoran near Gllogoc and Selim Lokaj (1948) from
Pobërgja near Deçan - to 5 years of
imprisonment; Nezir Zogaj (1933) from Divjaka
near Lipjan - to 4 years of imprisonment.
Alban Neziri, a student from Prishtina, and Ilir
Gashi from Komoran near Gllogoc were
acquitted.
15 DECEMBER:
PEJA: Riza Zymer Kastrati (1964) from Dobërdol,
member of the Presidency of the LDK
branch Youth Forum in Peja, was summoned for
weapons to the police station in Peja and
was ordered to report again on 31 December.
PRISHTINA: Policemen Dragan Kuzmanovic and Millojko
Gjukovic stopped and checked
the identity of Nazif B. Gashi (1950) from Mramor,
a bill-collector of District Financial
Council. They found and confiscated the receipts
and DM 1225. Nazif was taken to the
police station, where he was subjected to physical
and psychological ill-treatment. Then,
the police took him to Serbian Run District Court
and sentenced him to 20 days of
imprisonment and fined him with 50 dinars by
an emergency procedure.
KLINA: On 12 and 15 December, Gani Bajraktari
MA (1949) from Rudica, professor at
"Luigj Gurakuqi" Secondary School and member
of the Presidency of the LDK branch in
Klina, was summoned for "informative talks".
He had been stopped the previous day, while
he was on his way to Peja.
Policeman called Toma Mikic ran over Fidaim Shkëlzen
Hoti (1980) from Jashanica, pupil
of "Luigj Gurakuqi" Secondary School in Klina.
He suffered body injuries. Mikic threatened
Hoti with the gun, requested him to pay for the
side mirror and ordered him to report to the
police station.
LIPJAN: Mërgim Bllaca from Ribari i Madh,
student of "Bajram Curri" Pedagogical High
School in Gjakova, was stopped by the police
in Kijeva near Malisheva. His index was
taken and he was asked on whether he had participated
in the students' peaceful protests
in Prishtina, whether he follows the Albanian
TV programme and was severely ill-treated.
KAMENICA: Police stopped Fatmir Ali Thaçi
(1962) from Muçivërc, temporarily employed
in Switzerland, at the Prishtina airport. His
passport was seized and he was kept at the
airport for several hours. He was ill-treated
and later on released, but he was not given
back his passport.
FERIZAJ: Izet Ymeri, former policemen from Komogllava,
was sent to serve his 10 month
sentence in the prison of Smrekonica. He had
been sentenced in the political trial against
former policemen of Kosova.
16 DECEMBER:
LIPJAN: Ali Stublla, former chairman of "Ulpiana"
football club, was arrested and sent to
serve his prison term. Two years ago, he was
sentenced to a prison term of 30 days by
the Serbian Run District Court in Lipjan, for
not reporting the games of this club.
KAMENICA: Market inspectors from Gjilan lead
by a Serbian refugee from Croatia named
Milloshevic looted 3000 dinars in the "Mindi"
restaurant, owned by Sejdi Rrudhani; 2000
dinars in the "Guri i Madh" Private Enterprise
of Skender Qehaja and 1000 from Begzad
Kallaba in Rogaçica.
HANI I ELEZIT: In the vicinity of custom office,
Serbian soldiers wounded Ramadan Bari
Topojani (20), while travelling in the car of
Xhabir Luri from Seqishta. The latter was
arrested.
17 DECEMBER:
PRISHTINA: Four policemen intervened in "Barileva"
cafe, checked the identities of those
present and physically ill-treated Mehdi Rexha
(1966), electro-engineer, "Llapi" str.10A,
who suffered bad injuries. Two policemen and
a civilian stopped Muhamet Mustafë Haxhiu
from Tërnavc near Skënderaj, a student
of economics. Having found that he is from the
district of Skënderaj, they took him to
the basement of a near-by building and physically ill-
treated him.
VUSHTRRI: Halim Morina, a bill-collector of the
District Financial Council and an LDK
activist, was interrogated at the Serbian Run
District Court in Vushtrri regarding his activity
and was ordered to report again on 30 December.
DEÇAN: Two police inspectors stopped Ali
Geci, member of the Board and Information
Service of the LDK branch in Deçan. He
was interrogated on the work of this service and
threatened.
HANI I ELEZIT: Serbian soldiers shot bullets
towards several Albanian youngsters. Such
shots were heard up to midnight. Shaip A. Curri
from Dermjaku, Hasan Ahmet Berisha
from Hani i Elezit and Orhan Thaçi from
Kriveniku were taken for "informative talks"
regarding weapons to the police station in Hani
i Elezit. Shaip was physically ill-treated.
SHTëRPCA: Isuf Qerimi; Ismail and Sami Bakiu;
Agim, Mejdi and Zenun Zenuni, as well
as Hajriz and Maxhun Sokoli from Bitia e Epërme
were arrested for weapons and sent to
the police station in Shtërpce. Maxhun was
taken hostage instead of his father Hajriz, who
is on the run. He, Mejdi and Zenun were physically
ill-treated.
On the same pretext, Demir Murseli from Brodi,
an LDK activist, was summoned to the
police station and interrogated on the LDK elections
in Brod. He was severely ill-treated,
among others he was subjected to electro-shock.
Due to injuries suffered, he had to be
sent to the Health Care in Shtërpce. After
being treated, he was sent back to the police
station and ill-treated again.
SHTIME: Azem Haxhiu, chairman of District Financial
Council, was interrogated by police
inspectors at the police station in Ferizaj regarding
the activity of DFC and the LDK branch
in Shtime.
Brothers Hyzer, Fehmi and Nehat Gashi from Pjetërshtica
were taken to same police
station for "informative talks" regarding the
recent killing of Dalip Dugolli, their fellow-
villager.
18 DECEMBER:
DEÇAN: Naim Binak Tahiraj (1978) from Strellci
i Epërm, repatriated from Germany on 19
November, was taken for informative talks at
the Security Centre in Gjakova.
SKëNDERAJ: At the border cross in Subotica,
Serbian police arrested Esat Berisha from
Turiqec, temporarily employed in Germany. The
cause of his arrest is unknown.
19 DECEMBER:
KAMENICA: Ejup Xh. Thaçi from Muçivërc,
vice-chairman of the PPK branch in Kamenica,
was taken for informative talks by inspector
Naser Shavelli and was interrogated on his
political activity. The previous day, policemen
Zoran and Negovan had left him the
summon to report to the Security Centre in Kamenica.
DELAYED INFORMATION:
MITROVICA: On 26 November, in the vicinity of
the bus station, police stopped Muharrem
Avdiu, whose house had been raided and searched
for cigarettes that day and on 1
December. They failed to find any cigarettes.
On 13 December, police stopped and
thoroughly checked Muharrem's son Besnik, who
tried to escape. The policeman called
Bojan arrested him and sent him to the police
office at the bus station, where he was
severely ill-treated and threatened with liquidation.
Besnik was ordered not to report his
case.
On 27 November, two policemen stopped and checked
the identity of Naim Smajl Shabani
(25), "Bair" quarter. He was physically ill-treated
and insulted on a family basis. After a
while, Naim and his father Smajl (53) went to
the police station to complain. Both of them
were subjected to physical ill-treatment.
On 13 December, Bahri Beka (16) from Gushafc
was summoned to be drafted.
HANI I ELEZIT: On 7 December, Beqir Braka was
taken for weapons to the police station
and was physically ill-treated.
FERIZAJ: On 9 December, Hana Bulliqi was evicted
from her flat, delivered to her by the
Edible Oil Factory.
PEJA: On 11 December, three policemen arrested
Shaban S. Mujaj (36) from Nabërgjan.
He was forced into the car and sent to a forest
in the outskirts of Peja, where he was
threatened with liquidation.
During the police intervention in several cafes
and tea-shops in Peja, Hysë Q. Kastrati (20)
from Llaza of Rugova was ill-treated.
PRIZREN: On 11 December, Sami Vehapi, member
of the Council for the organization of
the peaceful protests of the "Xhevdet Doda" Pedagogical
High School in Prizren, was
summoned for "informative talks" to the premises
of the Security Centre. Inspectors
Sllavisha and Rasha interrogated him on the preparations
of the forthcoming protests.
Sami was ordered to report again within two weeks.
VUSHTRRI: On 12 December, a police squad stopped,
checked the identities of, insulted
and physically and psychologically ill-treated
the passers-by, among whom was Enver
Brahim Bunjaku from Samadrexha.
PRISHTINA: On 13 December, two policemen checked
the identity of and physically ill-
treated Besart Mehmeti (1977), a student, "Trigllavi"
str.3/c.
