ON THE WIDESPREAD REPRESSION AND HARASSMENT PERPETRATED

THE SERBIAN POLICE AND OTHER AUTHORITIES IN KOSOVA
FROM 21 DECEMBER UNTIL 28 DECEMBER 1997
21 DECEMBER:
MITROVICA: Three policemen looted cigarettes and
other goods estimated to DM 20 from
Armend Kemajl Bajrami (28), "Bair" quarter.
Hranisllav Llazareviq - Gile, compulsory director
of "Kosovatrans" Travel Agency in
Mitrovica, has been giving lower salaries to
Albanian employees compared to Serbs.
While Serbs earn 420 dinars per month, Albanians
earn 196 dinars.
ISTOG: At the border-cross of Subotica, police
checked the identity of Daut Bujupaj
(1955), a teacher, and seized his passport under
the pretext that "he has no right to enter
Kosova". On bribing policemen with DM 2000, he
got back his passport and was allowed
to continue his journey.
KLINA: Yesterday, at 11.30 a.m., in the vicinity
of the department store in Peja, police
stopped and checked the identities of dr. Gjon
Lekaj, a pediatrician in Klina, and Gjokë P.
Lekaj (1965) from the village of Cerrovik near
Klina, who is employed abroad. The two
were physically ill-treated.
22 DECEMBER:
GJILAN: Sinan Rexhepi (1957), a former policeman,
"Bojana" str.VIII/2, was sent to serve
his prison term to the prison of Smrekonica.
In 1995, he was sentenced to 1 year and a
half by the Serbian Run District Court in Gjilan.
23 DECEMBER:
LIPJAN: Ejup Retkoceri, compulsory director of
the Coal Mine in Babush i Muhaxherëve,
dismissed Aziz Hyseni (1951), a jurist from Lipjan.
During the last 18 months, Aziz has
been on forced leave.
GLLOGOC: In the village of Vuçak, police
raided the house of Selman Shala. They were in
search for Rizah (1962) and Imer Shala (1972),
farmers.
MITROVICA: In the outskirts of the town, police
stopped Zeqir Zeqiri, employee of "Gazeta
Shqiptare" journal. He was sent to the police
station, interrogated and physically ill-treated.
He was interrogated on whether this journal was
published in Albania or Kosova.
SKëNDERAJ: At the bus station in Mitrovica,
police checked the identity of Sabri Topalli
from Vitak. He was arrested and sent to the police
station. He was shown some photos
and ordered to identify the members of Kosova
Liberation Army (KLA). He was also
subjected to physical ill-treatment.
GJILAN: Shefik Selimi (1967), an engineer and
member of the Presidency of the Youth
Forum branch in Gjilan, "Abdullah Presheva" str.269,
was summoned for "informative
talks" and interrogated by police inspector Dejan
on the activity of the Youth Forum,
elections within the LDK, as well as about his
family members, who are currently living
abroad. His passport was seized and weapons were
sought from him.
24 DECEMBER:
PRISHTINA: Ramë Ajeti (1956), a technician
at Kosova National Bank, "Ramiz Sadiku"
str.A2/48, Hamit Gashi (1949), a jurist, "Aktash"
quarter A2/70, and Alban Ismaili (1978), a
student, "Ramiz Sadiku" str.A2/72, were stopped
and their identities were checked by the
police. They were sent to the police station
and interrogated on the Elective Assembly of
the III LDK branch.
ZHUR: Shukri Vezaj, chairman of the LDK branch
in Zhur, was summoned to the police
station in Prizren and interrogated on the Elective
Assembly of the LDK, the speech of
Edita Tahiri, member of the LDK Presidency, as
well as on the presence of journalists in
this Assembly.
GJILAN: On his return from the students' protest
in the city promenade, Bekim Rexhepi
(1974), "Prishtina" str.182, a student of economics,
was stopped by Serbian police. His
identity was checked and he was physically ill-treated.
Due to injuries suffered, he had to
seek for medical help.
25 DECEMBER:
VUSHTRRI: Perica Dollash, a traffic policeman,
has been ill-treating and looting money
from Albanian citizens. He has been threatening
them with liquidation and expulsion from
Kosova, especially youngsters.
PODUJEVA: After the mysterious shooting in the
village of Zakut and the mysterious blast
in Podujeva, large police forces blocked the
road to Zakut, checked the area, raided the
house-yard of Zymer Thaçi in Zakut, took
Rrahman and Ukshin Musliu from Zakut and two
other persons from Kërpimeh to the police
station. Skender Jashari, a bus-driver from
Obrança, was physically ill-treated. In
the vicinity of "Besiana" motel, some 30 policemen
severely ill-treated Bujar and Petrit Babatinca.
The two had to seek for medical help.
Nearby the bus station, police ill-treated several
passengers while waiting for the bus.
During the night hours, three armoured cars paraded
through the streets of the town.
MITROVICA: Fadil Sheremet Deliu (19), "Shipol"
quarter, distributer of the "Koha Ditore"
daily in the "Tavnik" quarter, was kidnapped
by three armed persons on 21 December. He
phoned a family friend twice saying that he was
being kept in a police station in the vicinity
of Belgrade. Police in Mitrovica ordered his
father Sheremet to report to the police station
on 26 December allegedly to be told on the whereabouts
of his son. Fadil, who had been
kept handcuffed and blindfolded for 4 days, managed
to escape today. He stated that he
had been physically ill-treated and fed only
once. He is being hospitalized at the
Neuropsychiatry Ward in Mitrovica.
PRISHTINA: 8 Albanians repatriated from Western
European countries are being kept in
the premises of the Sllatina airport for over
a week. Among them was Ismet Berisha from
the district of Kaçanik, while returning
from the funeral of his son Zeqir (19), who had
committed suicide in Germany under unknown circumstances.
26 DECEMBER:
MITROVICA: A police squad of 10 accompanied by
3 inspectors raided many catering
objects. Police raided the "Malësorja" restaurant
in the ownership of Bajram Jaha; "Burimi"
tea shop owned by Haxhi Nimani; "Vatra" owned
by Ali Preteni; "Blini" owned by Abedin
Brahimi; "Burimi 2" owned by Fehmi Abria as well
as "Selaci", "Akumulatori", "Kosova",
"Gradica", etc. Police checked the identities
of those present and provoked passers-by.
27 DECEMBER:
LIPJAN: Serb employees of the "Kosovatrans" travel
agency refused to accept the verdict
of the District Court for the return of 134 Albanian
employees. They requested the state
authorities not to allow Albanians' return to
work in order to protect state sovereignty.
DELAYED INFORMATION:
KLINA: On 25 November, policemen Neshko Nikoliq
and Zhivko Zhivkoviq assaulted and
insulted Fadil Avdylaj from the village of Stapanica,
owner of "Naseri Petrol" gas station.
He was ordered to report to the premises of the
fiscal police in Prishtina. The next day,
Fadil and Binak Maxharraj from Gremnik were ordered
to go to the gas station in
Stapanica. On leaving the office, Fadil and Binak
were assaulted by armed persons who
threatened them and forced them to go to the
Security Centre. Fadil was handcuffed for a
radiator. In the meantime, policemen broke into
the offices, took the documentation and
raided Fadil's house. They ill-treated Fadil's
family and looted DM 14.200 and 6.600
dinars. At the police station, Fadil was subjected
to physical ill-treatment and suffered
heavy injuries. He was put under pressure to
jump from the fifth floor.
On 15 and 18 December, Gani Bajraktari MA (1949)
from Rudica, a teacher at the "Luigj
Gurakuqi" Secondary School and member of the
Presidency of the LDK branch in Klina,
was summoned for "informative talks" at the Security
Centre in Klina and was ordered to
report again on 22 December.
On 16 December, the following persons were stopped
and their identities were checked by
the police nearby the Serbian Run District Court
in Prishtina: Vehib Shala (1960), a worker,
and Azem Shala (1972), unemployed - from Ujmir;
Ramadan M. Krasniqi (1950) from
Zajm, a teacher at the "Luigj Gurakuqi" Secondary
School and chairman of the Sub-
CDHRF in Klina; Destan Selimi and his son Ilaz
from Klina. The policemen looted 50
dinars from Azem, while Ramadan was threatened
to be liquidated.
PODUJEVA: On 28 November, a traffic policeman
ordered Behxhet Abazi from Bellopoja
to take his goods estimated to DM 8000 to Novobërda
and looted them with no pretext at
all. On 14 December, in the vicinity of Sllatina,
police stopped members of the "Llapi"
Basketball Club and physically ill-treated Avni
Demiri, Ferki Ibrahimi, Ekrem Maliqi, Xhavit
Shabani and Refki Visoka. On 15 December, police
searched for weapons at the house of
Hamdi Durmishi.
SHTIME: On 29 November, police raided the houses
of Isak Dugolli and Milazim Idriz
Dugolli from Pjetërshtica. Isak was arrested
and interrogated on the mysterious killing of
Dalip Dugolli. Weapons were sought from him and
he was insulted and physically ill-
treated.
SUHAREKA: Mustafë Halili (1952), a teacher
from Sopia, was repatriated from Germany.
After being kept for a night at the Prishtina
airport, he was sent back to Germany on 7
December.
On 9 December, Afrim Suka (1971) from Bllaca,
repatriated from Germany on 28 October,
was summoned to the premises of the State Security
in Suhareka and interrogated on his
contacts with people in Germany. He was physically
ill-treated and put under pressure to
return to Germany.
On 19 December, at the bus station, police stopped,
checked the identity of and physically
ill-treated Avdullah H. Morina (1974), a farmer
from Stravuqina.
GJILAN: On 13 December, several policemen stopped,
checked the identities of,
provoked and insulted Lutfi Haziri (1969), a
student, member of the Board of the LDK
branch in Gjilan, and Naim Behluli (1968), a
student, vice-chairman of the Youth Forum
branch in Gjilan, "Ramiz Sadiku" str.I/III 26,
under the pretext of finding the persons who
had beaten up an Albanian elderly. Both were
physically ill-treated by security inspectors,
among whom was policeman Ilir Dërmaku.
