THE SERBIAN POLICE AND OTHER AUTHORITIES IN KOSOVA
FROM 8 MARCH UNTIL 11 MARCH 1998
DRENICA REGION:
SKëNDERAJ: On 8
March, at about 11.30 p.m., police brought the corpses of 47 killed
and massacred people of Prekaz by several lorries
in front of the Health Care Centre of
Skënderaj. There are 12 children aged 5-16,
14 women, as well as elderly aged 72, 74
and 94 among the victims. One of the children
is Blerim Zenë Jashari (5) from Prekaz i
Poshtëm. Nevertheless, the number of killed
persons from 5 March onwards is higher.
According to some unconfirmed information, more
than 60 people were massacred and
killed, but their corpses have remained on the
spot.
On 10 March, the corpses
of 52 victims, among whom 12 children (4 girls and 8 boys)
aged 5-16, were put in the depot of raw materials.
Some corpses lack their limbs, whereas
one has only half of its scull. The corpses of
two girls (aged - 10 and 14), has broken arms.
The corpses of 16 women were burnt up. There
were 10 middle-aged men and 7 elderly
among the victims. The eyes of Shaban Jashari
(72) were knifed out, his right arm was cut
and his body was in wounds of bayonets. The chest
of Hamëz Jashari was open and all
his inner organs could be seen, and both his
arms were broken. Some victims were
carbonized. It was very difficult to identify
all massacred victims under those
circumstances.
Nonetheless, the corpses
of 31 victims were identified up to 10 March at 1.00 p.m.:

Hamëz Jashari (16), Blerim Zenë Jashari (5),
Bujar Zenë Jashari (11), Abdullah Zenë
Jashari, Elhame Jashari, Murtez Zymer Jashari
(16), Hamëz Sh. Jashari (50), Shaban M.

(Besarta, daughter of
Hamëz Jashari, stated that the police threatened her with the
knife and ordered her to declare that Adem Jashari
killed everyone that wanted to
surrender).
On 10 March, up to 1.20
p.m., 21 corpses of massacred people have remained
unidentified. Therefore, the family members and
the council for burial decided not to hold
the burial without identifying them. Police ordered
them to bury the corpses immediately,
otherwise, they would bury them themselves. At
about 3.00 p.m., policemen forced the
villagers to load the corpses on the lorries
and took them to the graves dug up by villagers.
The coffins were unloaded and some of them were
put into the graves, whereas some
remained uncovered.
THE COURSE OF EVENTS
8 MARCH:
SKëNDERAJ: Skënderaj,
LLausha, Prekaz i Poshtëm, Açareva and other villages of
Drenica are still surrounded by large police
and military forces, whereas Serbian snipers
control every part of the area. According to
some information, two more persons that had
gone to take the body of Sadik Kaçkini,
killed three days before in Llausha, were killed.
Police keep shooting
towards 18 houses between villages of Kopriva and Tërnavc,
where Xhafer Miftar Syla (36) from Tërrnavc
was buried three days after he died.
The representatives
of 49 embassies and a group of foreign journalists visited Prekaz i
Poshtëm, where the war took place, but they
were prevented from entering the ruined
houses, where the signs of massacre could be
seen, whereas a number of victims had
been collected and taken to the morgue of Hospital
of Prishtina.
MITROVICA: At about
3.30 p.m., Serbian police and army started the attack against
villages of Jashanica, Açareva, Broja,
Vojnik and Kopiliq. At about 5.20 p.m., attacks
gradually stopped, whereas at 7 p.m., Serbian
forces started to withdraw.
9 MARCH:
MITROVICA: From 2.30
- 5 a.m. in Skënderaj, automatic gun shots were heard. 6
buses, 4 lorries and 1 car of policemen, 1 armoured
car, 4 empty buses, 5 cars of civilians
and 2 jeeps of Red Cross went from Mitrovica
towards Skënderaj.
At about 10 a.m., in
Vojtesh village, about 15 policemen brutally beat up Emin Zeqë
Nebihu (40) and Mehmet Rifat Cej (1938) from
Mitrovica. Shukrije Gashi (12) from
Skënderaj, wounded, was admitted at the
hospital of Mitrovica. Serbian police killed her
mother, brother and sister.
At the police checkpoint
in Klina, police stopped 3 buses with women and children
escaping from Skënderaj to Mitrovica.
VUSHTRRI: Minire Jashari
from Prekaz i Poshtëm stated that her 22-year-old wounded
brother is in their house in Prekaz.
10 MARCH:
SKëNDERAJ: The situation
in Drenica continues to be tense.
Turiçec, Broja, Vojnika, Kopiliq and Açareva
are still surrounded.
According to the information from Istog, 110
Albanians, mainly women and children, are
kept hostage by the Serbian police in the house
of Osman Thaçi in Broja under threats of
liquidation. Smajl Kastrati, Fazli and Isë
Lutani, injured due to police torture, are kept
hostage in this village. Isë Lutani's wife
suffered psychological trauma. In Turiçec, police
beat up members of Kastrati family: Fazli, Selim,
Cen, Ferat, Rama and Hazir, who were
badly injured. The school, the health care and
some private houses of this village were
damaged due to police fire shots.
PRISHTINA: All roads
to Skënderaj and Prekaz i Poshtëm were blocked by large police
forces. On their way to Skënderaj in order
to identify the victims of the massacre in Prekaz
i Poshtëm, the team of 21 medical personnel
of the Medical Faculty, were prevented at the
police checkpoint in Komoran twice. The team
of CDHRF was prevented, too. The family
members of the victims and foreign and local
journalists were prevented from going to
Skënderaj. CNN team was the only one that
broke through.
Prof. Naim Tërnava,
vice-chairman of the Islamic Community of Kosova, prof. Sabri
Bajgora, imam of Kosova, Qemajl Morina MS, pro-dean
of Faculty of Islamic Studies, were
not allowed to go to Skënderaj and take
part in the burial ceremony. Dr. don Shan Zefi,
chancellor of the bishopry of Kosova, dr. don
Prekë Lazri, parson of the Prizren Cathedral,
and don Nosh Gjolaj, parson in Prishtina, were
stopped and threatened at the police
checkpoint in Komoran.
MITROVICA: Buses, cars
and jeeps of policemen have been going from Mitrovica
towards Skënderaj. At 12.55 p.m., two cars
and 1 landrover of soldiers and two army
lorries were seen on their way to Skënderaj.
At the police checkpoint
in Shipol, police have been preventing family members of the
victims, delegations of humanitarian organizations,
political parties and non-political
associations from going to Skënderaj. Police
have blocked the roads towards Drenica
through Vaganica, Vërrnica and Lubavec.
Hamdi Miftari, correspondent with "Voice of
America", Hamide Latifi, journalist with "Rilindja"
and some German, Hungarian, Austrian,
Slovene and Macedonian journalists were not allowed
to go to Skënderaj. In Shipol, police
stopped a tractor of 20 people from Skënderaj,
forced them off the tractor and ill-treated
them.
SKëNDERAJ: On his
way to Prekaz i Poshtëm, Avni Gjinovci (21) from Makërmal hit
a
mine and died. His body was brought to the hospital
of Prishtina.
INFORMATION ON THE PEACEFUL PROTESTS ON 9 MARCH 1998
ISTOG: Since the early
morning, large police forces surrounded the town and all local
streets. Fire shots and physical ill-treatment
of citizens started at 9.00 a.m. Injuries were
caused by police cars and by civilian citizens,
too.
According to some information,
the following persons were wounded by fire weapons:
Jahir, Qerim and Ryshit Arifaj from Istog i Poshtëm;
Hajrush Januz Shoshi (1960) from
Kashica, is in the hospital of Peja; Rrahim Isufaj
from Kovraga; Azem Ademaj from
Lubova; Sadri Halit Blakaj, Ahmet Podrimaj from
Carralluka; Bajram Brahim Mavraj from
Saradran; Nexhmedin Blakaj and Muharrem Rugova
from Llukavci i Begut; Shaban and
Mehmet A. Blakaj and Agron S. Blakaj from Lluga.
According to the unconfirmed
information Ahmet A. Gorçaj from Studenica
was wounded by fire weapon, too.
The following persons
were subjected to physical ill-treatment and suffered injuries:

Serbian police closed
down the Humanitarian ë Sociable Association "Mother Theresa"
in Istog in order to prevent the medical staff
from treating the wounded persons. The
commander-in-chief summoned Fadil Ferataj, chairman
of the LDK branch, to bring the list
of wounded and ill-treated persons.
PEJA: Serbian police
intervened in the peaceful protests. The protestors were
physically attacked by police and civilian citizens.

PRIZREN: Police did
not intervene against peaceful demonstrators, even though
snipers were noticed at "Theranda" hotel, the
mosque of Sinan Pasha and at the Serbian
orthodox church. Nevertheless, police ill-treated
Feti Hoxha and Elida Hoxha (1976), a
student. Before 11.00 a.m., Gëzim Basha
(1966) was arrested and tortured at the police
station. At the same time, in the vicinity of
the bus station, police arrested Ibrahim
Kelmendi (1976) from Dushanova, Halil Halili
(1977) from Topilla e Shtimjes and Enver
Muhaxheri (1974) from Ferizaj. Both were physically
ill- treated for two hours at the police
station. At about 12.00 p.m., police ill-treated
Sabri and Behar Hoxha and Osman Bytyçi
from Randobrava.
KLINA: Since the early
morning, police chased and ill-treated citizens in order to
prevent them from gathering. Many of them, among
whom was the principal of the
Albanian Gymnasium, were beat up with iron sticks.
In front of the LDK office, police beat
up Asllan Krasniqi, principal, Hilmi and Bedri
Morina, professors with "Luigj Gurakuqi"
Secondary School in Klina. The following persons
were physically ill-treated: Maxhun
Smajli from Potërçi, a correspondent
with daily "Koha Ditore", Ahmet Krasniqi, principal of
"Motrat Qiriazi" Primary School in Klina, and
Miftar Bajram Krasniqi, an activist of the
District Financial Council in Klina. Police brutally
beat up Mexhid D. Krasniqi, Ali Ademi,
Avni Avdyli, Florim Salihu, Ruzhdi Agushi, Afrim
Agushi and Vesel Avdyli - all from Drenoc
of Klina.
Before and during the
demonstrations, police on every cross- road prevented citizens
from approaching the downtown Klina. Nevertheless,
demonstrations were held and many
citizens were ill-treated.
PODUJEVA: Police did
not intervene against peaceful demonstrators, but Serbian
employees with the city hall administration encouraged
police for intervention.
FERIZAJ: Local police
of Babush ill-treated Njazi Ivaja from Softaj, chairman of the
LDK, who had taken part in the demonstrations.
Policemen stopped a bus and prevented
the travellers of Brod from taking part in the
demonstrations. On the way to Gjilan, police
beat up Selatin Ramiqi from Tankosiq, who had
taken part in the demonstrations.
Policemen stopped a
group of women from Nerodime e Poshtme, checked their
identities and took personal data from: Shahe
Nuhaj, Elmaze Shabani, Makfire Shabani
and Ferdeze Maloku. They seized Shaha's passport.
OBILIQ: After the demonstrations,
police took Bislim Bllaca, Ragip and Raif Sullova.
Three Serbian civilians beat up Nexhat Shala,
bus-driver, Bedri Neziri, a teacher. In
Grabovc i Epërm, 4 armed policemen stopped
and checked the lorry with aids of
Humanitarian ë Sociable Association "Mother
Theresa".
MALISHEVA: On 9 March,
in the outskirts of Rahovec, police stopped and physically ill-
treated Bajrush Hoti, Sanije Desku and Sinan
Mazreku from Malisheva. At the checkpoint
in Kijeva, police stopped and ill-treated Daut
B. Kryeziu (50), Xhevdet M. Kryeziu (30),
Jeton A. Kryeziu, a student, Eqrem Kryeziu, a
pupil, Rifat Murat Kryeziu - all from Bubavec.
RAHOVEC: Police prevented
people of Drenoc, Retija, Opterusha and Zoqishta from
taking part in the demonstrations in Rahovec.
Nevertheless, many of them managed to
approach the downtown Rahovec. In the place called
Bërnjak, police chased citizens,
caught and physically ill-treated: Shaqir Thaçi
(heavy injuries on his head), Ilmi, Asllan and
Mahmut Kryeziu - all from the village of Xërxa.
KAMENICA: Police intervened
against the peaceful demonstrators and beat them up
with truncheons, kicked and punched them. The
following persons were ill-treated:

Geci, Nazim H. Kryeziu, Sabri D. Kryeziu, Selami

Kryeziu, Xhavit T. Kryeziu, Xhevdet H. Kryeziu,
Adil F. Kryeziu, Lulëzim Sh. Kryeziu - all
from Rogoçica; Selim D. Latifi, Orhan
Sh. Breznica, Rufet Sh. Ajvazi - from Petroc; Idriz T.
Morina, Avni I. Morina, Hasan A. Morina, Hafez
B. Morina - from Hodonoc; Njazi I. Fera
and Zeqirja Lenjani - from Kaçareva; Basri
M. Myrtaj from Hogosht. Police ill-treated
Selami Myrtaj, Njazi Feraj, Gëzim Hotjani,
Ekrem Dermaku, Valton Selimi and Avdullah
Ahmeti. There were other ill-treated persons,
but they never reported their cases.
At the police checkpoint
in "Crepana", Serbian police prevented citizens of Bujanovc
and surrounding from taking part in the demonstrations
in Gjilan. Police ill-treated Albert
Ajdini, a law student, and his uncle Qemajl Musliu
from Konçul.
VITIA: On 9 March, police
ill-treated Jakup, Avdi, Ramiz and Basri Haxhiu, Refik Behluli
and Milaim Gashi. Ali Tahiri was arrested and
released after a short talk. He was ordered
to hand in his camera, by which he took photos
of the demonstrators.
PRISHTINA: Police inspectors
beat up Chris Wenner, journalist of ITN and Channel 4,
and broke his nose-bone.
Dr. Muhamet Pirraku,
"Bledi" st.II/28, Shkëlzen Llalloshi, Muhedin Haliti and Hamit
Ahmeti from "Sofali" quarter stated that two
policemen punched and kicked three Albanian
youngsters near-by "19 Nëntori" Technical
School. According to them, police acted this
way in other parts of the city. A plainclothed
policeman physically ill-treated Vjosa Thaçi
(1979), a medical student, "Aktash III" 22, and
broke her nose-bone.
DEÇAN: Before
the demonstrations began, police raided the house of Haxhi Cacaj,
whereas after the demonstrations, they ill-treated
two youngsters from Lumbardh.
FUSHë-KOSOVA: Police
prevented citizens from taking part in the demonstrations in
Prishtina.
LIPJAN: Police chased
and beat up citizens of the villages Bujan, Bregu i Zi, Grackë e
Vogël, Topliçan, Jeta e Re, in order
to prevent them from joining the demonstrators. The
following persons suffered body injuries: Jahir
Qeriqi and another inhabitant from Jeta e
Re, Zyfer Lutolli from Topliçan, Ali Sopa
and Metush Mellopoci from Gracka e Vogël, Ismail
Thaçi and Hasan Shaqiri from Bregu i Zi,
Hamit Buja and Nazif Buja from Bujan, Vehbi
Hoxha from Gracka e Vjetër.
OTHER INFORMATION:
MITROVICA: On 9 March,
since 8.45 a.m., 8 buses, 8 lorries and police cars with
armed policemen lead by two military lorries
have arrived in Mitrovica. 7 buses with NI

Skënderaj to Mitrovica. 8 buses with NI
plates went towards Prishtina.
On 10 March, 5-6 police
patrols have been circulating in "Tavnik" quarter in order to
frighten and provoke the inhabitants. Police
arrested Halil Adem Avdiu (70) and his son
Abit (25). Snipers at the bus station in Broboniq
shot towards Qazim and Jetish Azemi
from Resulaj quarter in Broboniq, Zepa Baliu
(68), Sadat Baliu (16) and Bedri Baliu (22)
from Kopriva.
Mujë Halil Istrefi
(43), Lah Hetem Hetemi (46) and Qerim Jetullah Haliti (43), LDK
activists, were sentenced to prison terms of
20 days each, as they collected aids for
refugees. They were sent to Smrekovnica prison
immediately.
On 11 March, all roads
were blocked and police have ill-treated passers-by. From 9.30
- 11.00 a.m., three buses, two armoured cars,
four jeeps went towards Skënderaj.
VUSHTRRI: "Night guards"
were organized in Banjska and other Serbian settlements.
Two Serbian civilians have been registering Albanian
flats in "Lamela" quarter in Vushtrri.
On 10 March, at about 5.50 p.m., police went
into the office of the LDK, checked the
identities of and took the IDs of Veli Karaqa,
member of the Presidency of the LDK branch,
Gani Maloku, the owner of the office, Avdyl Sejdiu,
chairman of the LDK in Pantina, who
had come to take food for the refugees from Drenica.
Lubisha Simic ordered them to
report the next day.
KAMENICA: On 8 March,
at the checkpoint in "Crepana" police stopped and ill-treated
Nexhat Z. Rexha (1955), a deputy of the Parliament
of Kosova, Jahi M. Zubaku, member
of the Presidency of the LDK branch in Kamenica,
Selajdin Zubaku, an activist of the LDK
sub-branch in Topanica.
DELAYED INFORMATION:
GJILAN: During the demonstrations
of 2 March in Prishtina, police physically ill-treated
dr. Mirvete Daku-Kurteshi, a physician and professor
with the Secondary Medical School in
Gjilan.
On 3 March, Ali Rrahimi (1961) from Malisheva
e Epërme of Gjilan, an asylum-seeker
repatriated from Switzerland, was arrested and
released the next day.
On 5 March, Hamit Osmani (1944), a bill-collector
of District Financial Council, "Ramiz
Sadiku" st.II 4/6, was arrested while delivering
the bills to the citizens.
On 6 March, Musa Ymeri (1952), a merchant, "Bojana"
st., was arrested and physically ill-
treated by the police.
On 7 March, Murat Musmurati (1962), a merchant,
"Ramiz Sadiku" st.3/2, was arrested
and ordered to tell "where the terrorists hide".
SHTIME: On 3 March,
in the outskirts of Prishtina, police stopped and kept Tafil Hasani
from Shtime for 6 hours. He was on his way to
visit his wife in the Gynecology Clinic of
Prishtina.
FERIZAJ: On 4 March,
Fatmir Zymeri (1960), an economist from Pjetreshtica of
Shtime, was summoned for "informative talks"
at the Security Centre in Ferizaj, whereas
Nexhat Misini, a teacher and chairman of the
LDK sub-branch in Tërn, was summoned on
7 March.
DEÇAN: On 5 March,
at the police checkpoint in Klina, Serbian police ill-treated all
passengers travelling by bus of "Try Tours" travel
agency.
SKëNDERAJ: On 5
March, over 20 policemen went to the house of Ukshin Bajram
Xani (44) in Polac. They physically ill-treated
him and his brother Avdi (32), arrested and
took them to the police station in Skënderaj.
After six hours, they were taken to the police
station in Mitrovica, where they were subjected
to physical ill-treatment for two hours.
PODUJEVA: On 6 and 7
March, police searched for weapons at the house of Enver
Daut Podvorica, a farmer from Dumosh. As they
failed to find any weapons, police looted
golden jewellery and took Daut and his wife Sanie
for "informative talks".
