ON THE WIDESPREAD REPRESSION AND HARASSMENT PERPETRATED
BY
THE SERBIAN POLICE AND OTHER AUTHORITIES IN KOSOVA
FROM MAY 10-14, 1998
A war situation is prevailing
in Kosova. Armed clashes and police and military
movements can be noticed in the entire region.
Serbian forces equiped with heavy
weaponry, including tanks, armoured cars, heavy
artilery, police and military helicopters,
war planes can be seen almost day and night.
Shelling, destruction, killings and
woundings have become a regular occurence in
Kosova apart from raids, arrests and ill-
treatments of the civilians, including women,
children and elderly - pupils and students.
The number of killed and wounded is higher among
the Albanians and lower among the
Serbian police and military forces.
As follows we will give
the names of the killed and wounded in the last 3-4 days. This is
the available information we managed to get from
our field associates.
KILLED:
1. Elmi Binak Morina (50), Vranjaka, Rahovec;
2. Milaim Isak Krasniqi (26), Pastasella, Rahovec;
3. Malush Morina (57), Ratkoc, Rahovec;
4. Sinan Hazyr Rexha (21), Ponoshec, Gjakova;
5. Sadri Rrustem Neziri (48), Ponoshec, Gjakova;
6. Adem Sadik Bajrami (42), Ponoshec, Gjakova;
7. Murat Isuf Dula (29), Ponoshec, Gjakova;
8. Hajdar Idriz Ademi (22), Ponoshec, Gjakova;
9. Shefqet Selim Rexha (32), Ponoshec, Gjakova;
10. Mehmet Dulë Dula (24), Ponoshec, Gjakova
11. Ramiz Avdyl Rexha (28), Ponoshec, Gjakova;

We were informed by our field associates in Klina
that Avdyl Gashi from the village of
Sverka, a forester with the Serbian Forest Enterprise,
was killed under unknown
circumstances in the village of Volljaka.
WOUNDED:
Bajram Gjon Zymberi, Agron Avdyl Dula, Bahri Hysen
Dula, Jahë Sahit Ahmeti, Jeton
Muharrem Panxha and Artan Demë Rexha, from
the village of Ponoshec;
Din Xhemë Berisha, Emin Beqë Berisha
and Zeqë Zymer Berisha - from the district of
Klina; Murat T. Berisha (70) from the district
of Peja;
Malush Morina (55), who died due to injuries
suffered and Bashkim Morina - both from the
village of Ratkoc.
In the meantime, the
KLA headquarters issued a communique, stating that the
following were members of this Army: Adem Jashari,
Beqir Rexhepi, Hamit Jashari,
Gazmend Mehmetaj, Artim Jashari, Shaban Jashari,
Himë Haradinaj, Ramiz Jashari,
Besim Jashari, Besim Halilaj, Rexhep Rexhepi,
Agron Mehmetaj, Osman Geci, Hamëz
Jashari, Fitim Jashari and Ilir Konoshevci.
10 MAY:
MITROVICA: The pre-trial
detention was extended to the following: Nuredin Ajet Fazliu
(43), a physician, Rrahman Beqir Beka (63), Bajram
Rrahman Beka (39), Ismet Raif
Pllana (36), Ilir Halit Xhemajli (24), Abaz Sali
Deliu (46) and Imer Halit Hoti (46) - under the
pretext that they had helped Artim Sejdi Jashari
(24). Artim was wounded during an attack
on Serbian police forces. He managed to drag
himself for 500 m and to enter into
Rrahman Beka's house yard. He died there.
RAHOVEC: Nijazi Syla,
Shaqir Vuçitërna and his son Ahmet, were physically ill-treated
and arrested by the police, while coming back
from work in the fields.
PEJA: Police stopped
Feriz Z. Ferizi (54), living in "Mustafë Bakia" st. no. 158,
chairman with the LDK Sub-branch in Kapeshnica
and Ibrahim S. Ferizi (37) activist with
the Financing Council. They were both physically
ill-treated and then released.
Two unidentified Serbian civilians entered the
private store of Ahmet Z. Kastrati and
brutally beat-up the customer Bujar Z. Dauti
(1968). One of them hit Avni Rr. Shatanaj
(1967) and beat-up Nexhmedin T. Shala (1966).
Then, the Serbian civilian fired shots with
the intention to kill Nexhmedin but hit a soldier
and a 10 year-old-child on the other side of
the street. The police came after an hour and
interrogated Skënder Z. Kastrati. All the
others were ordered to report to the police station
for further interrogation.
The same civilians went to the petrol station
in the village of Raushiq. Apart from refusing
to pay for the petrol they beat-up Ramadan K.
Haxhiaj (38) from Raushiq and Xhevdet
Bushati from Lubeniq, workers at this station.
Unidentified persons
threw blasting material in front of the shops of Metë Krasniqi from
Vranoc and Eqrem Krasniqi from Peja.
SKëNDERAJ: Halit
Haxha (1972) from Açarava, temporarily employed in Slovenia, was
stopped by the police at the border-cross in
Subotica.
SHTIME: Bajram Jetullah
Tafa (42), was beaten-up by the police in Carraleva while
going to work in his field. Zenel Sinan Tërshani,
was stopped by the police in Carraleva
and was physically ill-treated in front of his
wife and children.
FERIZAJ: A police squad,
stopped, physically ill-treated and threatened Rexhep Avdiu.
VITI: Hamit Bilalli
(1946) from Sadovina was forced out of the bus and was sent to the
local police station in Kllokot. He was physically
ill-treated.
11 MAY:
GLLOGOC: Police and military
forces ruined houses in the Thaçi, Gashi and Popaj
quarters. The houses of Fazli, Shefqet, Azem
and Bajram Gashi, were shelled.
Police entered the office
of the Sub-CDHRF in Gllogoc, demolished the inventory and
confiscated materials.
DEÇAN: Life is
"paralyzed", shops are closed, there are no people in the streets...
Police arrested and ill-treated Ismet Bajram
Hajrizi from the village of Strellc.
KLINA: Many houses in
the Muhaxheri quarter were shelled by police and military
forces. Fortunately, there were no casualties.
PEJA: At about 10.00
p.m., the house of Ukë Ramë Kelmendi, secretary with the LDK
branch in Peja, jurist, was shelled. There were
no casualties.
Hajrush Muharrem Zekaj, a driver with the "Berisha
Impex" private firm, was beaten-up by
policeman Vlatko Miniq.
RAHOVEC: The following
were arrested by the police: Destan, Ramadan and Sefi
Krasniqi from the village of Pastasel. They were
interrogated about the KLA and physically
ill-treated.
SUHAREKA: Police stopped
the "Suka trans" bus and physically ill-treated the following
passengers: Arsim, Rrustem and Agron Guraziu;
Mustafë, Naim and Ilir Lezi; Fatos and
Bekim Lumi; Xhavit Suka, Astrit Zekolli and Feim
Hoxha.
In the village of Biraç, policemen physically
ill-treated the following passengers: Kadri and
Naser Jahir Elshani from Suhareka, Florim Imer
Shala from Kleçka and Kosum Sylejman
Mahmutaj from Sllapuzhan. Due to injuries suffered
they all had to seek for medical
treatment.
FERIZAJ: Xhemajl Krasniqi
from Ferizaj was stopped, ill-treated and threatened to be
killed at the police check-point in Koshara.
Rexhep Jashari, was stopped
by policemen in the vicinity of the "Pejton" quarter in
Prishtina. He was threatened to be arrested.
DM 170 were looted from him. He was
ordered not to tell anybody about what happened
to him.
VITI: Police in search
for weapons raided the house of Hazir Miftari (1947) from
Sadovina e Jerlive. As they failed to find any
weapons, the police arrested Hazir and his
son Behxhet.
GJILAN: Xhemajl Sejdiu
(1963), a shepherd from Vërbica e Zhegocit, was taken to the
local police station in Novobërda and interrogated.
He was ordered to inform the police on
the movements of the KLA.
Azem Ajvazi from Zhegra was sentenced to 40 days
of imprisonment for participating in
the protests.
KAÇANIK: 2 policemen,
Oliver and "Japanac", arrested Besnik Bajrami (1981), a pupil
with the "Faik Konica" Secondary School, living
in "Migjeni" st. no. 8 in Kaçanik. He was
sent to the local police station and was brutally
beaten. Due to injuries suffered he had to
seek for medical treatment.
The same policemen arrested Ramiz Bajrush Shehu,
chairman of the Association of
Former Political Prisoners, branch in Kaçanik.
He was allegedly arrested for weapons,
physically ill-treated and ordered to report
again.
SHTIME: Police intervened
during the peaceful protests in Shtime. The following
reported to the Sub-Council: Haqif Bajrami (68),
Muhamet Tërshana (60), Bislim Selmani
(55), Ramadan Syla (48) and Hyzri Dauti (40),
all from Shtime.
In the vicinity of Hani i Gjyrkocit, police beat-up
Driton Ibrahimi (15) and Adem Emini (15),
pupils, as well as Sadri ?, worker with the "Bajram
Curri" Primary School. All were beaten
under the pretext that they had no ID's.
MITROVICA: Police arrested
Fisnik Veton Xhina (33), chairman with the Albanian
National-Democratic Party in Mitrovica, Shemsedin
Jashar Koshi (52), vice-principal with
the "Arkitekt Sinani" Mechanical Engineering
Secondary School, Haki Hysen Sylejmani
(46) and Berat Boletini. They were arrested under
the pretext that they visited the Jashari
family and for participating in the protests.
Shooting was heard in the military barracks in
the "Bair" quarter.
VUSHTRRI: At the police
check-point in Nedakoc, the following pupils were forced out
of the bus and physically ill-treated: Fatmir
and Lavdim Hasani, Fidan Surdulli, Bashkim
and Xhevdet Parduzi, Fadil and Bekim Sopiani,
Arsim and Fidan Beqiri, Astrit Maxhuni,
Jetish Hyseni, Enver Dudolli from Sllakoc, Ceceli,
Samadraxha, Ropica, Vilanc and
Maxhunaj.
OBILIQ: Hashim Mirena
from the village of Hade was summoned for weapons to the
Court for Petty-Offences.
12 MAY:
RAHOVEC: Large police
and military forces headed for the villages of Ratkoc, Vranjak
and Bratotin. 2 helicopters flew over these villages.
Many villages were shelled from the police check-points
in the vicinity of Gjakova.
Elmi Binak Morina (50) from Vranjak and Milaim
Isak Krasniqi (26) from Pastasel were
killed in Ratkoc.
Malush (55) and Bashkim Morina from Ratkoc were
wounded. Malush died of injuries
suffered.
Several houses were burnt.
Women, children and the elderly were sheltered
in the neighboring villages.
According to some information which could not
be verified 7 policemen were killed and
many were wounded. Hasan Morina (1969), Bislim
Morina (1975), Selajdin Morina (1977)
and Isuf Haxhi Morina (1971) were physically
ill-treated. The following villagers were
kidnapped:
Qemajl Hajdar Bytyçi, Hidai Nasim Morina
and Sali Bytyçi from Ratkoc;
Ali Agush Kastrati, Besim Agush Kastrati, Lulzim
Shaban Kastrati, Shaban Kastrati, Zenel
Qazim Rrustemaj, Agim Xhafer Morina, Arsim Xhafer
Morina, Ramadan Avdyl Morina,
Osman Kadri Kastrati and Dule Him Kastrati from
Malësia e Vogël.
PRISHTINA: Isuf Hajdari
(55) was killed in the vicinity of the police station in "Lagja e
Muhaxhereve". He was killed in his house yard,
while going to work.
During the police attack, Agron Rrahmani (27),
a student from the village of Ballofc, was
killed.
The houses of Bedrije Gashi and Ramadan Kosumi
were raided.
Jahir Gashi and his 2 sons, Fatmir and Faruk
Gashi (1975), a student living in "Luboteni"
st. no. 25, Ilir Jonuzi (1981), a pupil living
in "Dibra" st. no. 19, Ismet Gashi (1950), a
translator living in "Dibra" st. no. 18, brothers
Ilir and Agron Osman Gllareva from Vërboc
and Naim Veliqi from Polluzha were arrested and
physically ill-treated.
GLLOGOC: At the cross-road
in Komoran, police stopped the "Kosovatrans" bus and
physically ill-treated the passengers. Ragip
Berisha, a ticket collector, Gëzim Hasan
Gollubofci from Korrotica e Epërme, Gazmend
Ramadan Thaçi from Poklek i Ri and Naim
Mustafë Stoliqi (1976) from Çikatova
e Re, were beaten-up by the police.
In Çikatova e Re, Sejdi Zymberi from Likovc
was beaten-up by the police. Police fired
bullets towards 2 youngsters who fled from the
place.
PEJA: The house of Murat
Tahir Berisha (70) in the village of Leshan was shelled.
Murat was wounded on the head and in an unconscious
state was sent to the Peja
hospital.
In Vitomirica, police raided and demolished the
houses of Halil and Enver Arif Salihaj.
In Peja, police raided the houses and the shops
of Rifat and Feriz Ferizi, living in "Mustafa
Bakia" st. no. 136.
Police in search for weapons raided the house
of Idriz Ali Qorraj. They searched for his
son Zenel. Not finding any, police beat-up Idriz
and seized a video-camera.
Police in search for weapons raided the houses
of Ukë (1953) and Arif Xhyheri (1967).
Their guests, Smajl Delia from Bllagaj and Bekim
Zihalli from Grapc near Klina were beat-
up. The very same happened to Uka's son, Riza
Xhyheri (13). Police looted jewelry.
Ilir Daut Hasanaj (1967) from Peja, was beaten-up
at the cross-road in the village of
Loxha.
GJAKOVA: At about 9
p.m., there was shooting in the vicinity of the villages of
Ponoshec and Smolica. 10 Albanians were killed
and 6 were wounded.
Milazim Sefa from Deva, Xhavit Salcaj (75) from
Ramoc, Selim Selimi (48), a professor,
and Halit Sadria from Brovina were ill-treated.
LIPJAN: Behar Hasani
and Muhamet Limani from Gllogoc, were stopped by the police
and ill-treated.
PRIZREN: Naim Avdyl
Krasniqi (1952), a former political prisoner, was arrested in his
house in Prizren.
Selman Xhaferi, chairman, Hamit Jusufi and Bajram
Xhaferi, members of the
chairmanship of the LDK sub-branch in Skorobisht,
were summoned to the police.
Nijazi Kryeziu, chairman, and Haqif Ilazi, vice-chairman
of the Students'Independent Union
of the "Xhevdet Doda" Pedagogical High School
in Prizren, as well as Aris Gjini, owner of
the "JB" cafe, were physically ill-treated.
Policemen, Sasha Gjuriç (1963), Radosh
Shoshkiq (1965) and Aleksandar Miciq (1969),
were brought to the hospital in Prizren. The
3 were wounded with fire weapons.
FUSHë KOSOVA: In the village of Batusa,
mainly inhabited by Serbs, unidentified persons
fired bullets towards the house of Latif Bërbatovci.
There were no casualties but lots of
damage was caused.
PODUJEVA: Behxhet Hajrizi
from the village of Bradash was physically ill-treated by
the police.
MAY 13:
KLINA: There was shooting
in the villages of Dollova, Qeskova, Këpuza, Volljak and
Kramovik.
More than 40 grenades were thrown on the villages
of Cerrovik and Çabiq.
There were attacks on the road Pejë-Prishtina.
This road was closed for traffic.
People have fled the villages of Gllareva and
Rixheva.
A police and military convoy provoked Misin Krasniqi
(71) and Ymer Bajraktari (63) from
the village of Gremnik near Klina.
Many wounded policemen were brought to the Health
Care Center in Klina.
RAHOVEC: Serbian forces
shelled the villages of Këpuz, Rastokë and Dollovë.
15 armed Serbian civilians were seen between
the villages of Zoqishta and Hoça e
Madhe.
In the vicinity of Hoça e Madhe, a driver
of the "Kondor" private enterprise was wounded.
In Xerxa, police severely ill-treated, Mahmut
Shala from Zoqishta and Hazir Turreci from
Radosta. There is no information on the whereabouts
of the latter. Police claims to have
released him.
In Bellacërka, police physically ill-treated
Kadri Fetoshi. He was insulted on a national
basis.
GLLOGOC: Serbian forces
from the police check-point in Komoran, fired rockets in the
direction of the villages of Llapushnik and Krajkova.
SHTIME: A police squad
accompanied with 2 APCs and one armored car intervened
against the peaceful protesters in Shtime. Agush
Dauti (74), Nuhi Çami, Hamdi Dini,
Shaban Halimi, Naser Seferi, Sylejman Halili
and Vekime Iballi were injured.
PRISHTINA: Zenel Shala
from the village of Baran, was prevented from visiting his
wounded brother, Ismajl Shala. Isamjl is in a
critical state and is hospitalized in the Surgery
Ward of the Prishtina Hospital.
PEJA: Xhemajl Sylë
Maznikolli (1959) from the "Dardania I" quarter was stopped by the
police, provoked and beaten-up. He was accused
of being a member of the KLA.
Under the same pretext, Jeton A. Mujaj (1980),
a pupil with the "Shaban Spahia"
Mechanical Engineering Secondary School, was
arrested. He was kept in arrest for more
than 6 hours.
Unidentified persons fired bullets at the house
of Rexhep Sylë Kelmendi (1947) in Pavlan.
There were no casualties.
MALISHEVA: In Rahovec,
police arrested Ramiz Bobaj (1974), Baki Morina (1972) and
Halim Morina (1976) from Astrazub. They were
kept in arrest for 6 hours and brutally
beaten. They were accused of being members of
the KLA.
FUSHë KOSOVA: Unidentified
persons looted the shops in the ownership of Agim
Gjata, Abdurrahim Islami and Shahan Kelmendi.
FERIZAJ: Blerim Bytyçi
(1971) from Mirosala was arrested by 2 police inspectors. He
was interrogated on his activity regarding the
organization of protests and was told to co-
operate with the police authorities. Under the
same pretext police searched for Agron
Avdyli (1976).
MITROVICA: Berat Fehmi
Alushi (22) from Suhodoll, Driton Asllan Hajrizi (17), living in
"Ura e Gjakut" and Shkëlzen Fekë Seferi
(16) from Koshtova e Bobit, a pupil with the
"Frang Bardhi" Gymnasium in Mitrovica, were stopped
by the police and physically ill-
treated.
MAY 14:
RAHOVEC: At 8 a.m., the
police attacks re-started. Gexha, Malësia e Vogël (Radosta)
and Ratkoci were shelled. Serbian forces were
stationed in the outskirts of Rahovec in the
workshop of Xhemajl Mehmet Kadiri. According
to the sub-CDHRF in Rahovec 4 houses
were destroyed. Albanian villagers are resisting
the attackers.
In Bellacërka, police provoked Albanians
by firing bullets towards this village. Snipers are
surveying the town.
DEÇAN: Baballoq
is shelled on a daily basis. There is fighting in this village since April
21.
OBILIQ: The situation
in the villages of Grabovc, Shipitullë and Sibovc is tensed.
PRIZREN: 2 wounded policemen
were brought to the hospital in Prizren.
After the protest walks in Prizren, Bilbil Duraku
and Dëfrim Rikaj, students, were physically
ill-treated. Serbian civilians beat-up Albanian
protesters.
Liri Arënliu, Abdullah Krusha, Pashk Sokoli
and Islam Planeja, craftsmen, were taken out
of their shops and physically ill-treated.
DELAYED INFORMATION:
OBILIQ: On May 2, in
the vicinity of Nedakoc, Xhevat Behrami, a pupil from Brezhnica,
was taken out of the bus and was physically ill-treated.
GLLOGOC: On May 3, Adem
Asllanaj from Abria e Epërme was stopped by police in
Kijeva, while going to buy oil for his tractor.
His tractor was seized and he was ordered to
report again. The next day when he went to take
his tractor, police opened fire at him.
On May 8, Avni Binaku (1974) from Gllobar, an
asylum-seeker repatriated from
Switzerland, was arrested by the police. He is
detained in the Prishtina prison.
KLINA: On May 3, at
the police check-point in Kijeva, Vilson Gjoni (1979) from Deiq,
was taken out of the bus and brutally tortured
for allegedly being a member of the KLA.
Unconscious, he was left on the road. The bus
driver was told to run over him. After an
hour, he was released.
On May 5, Bekim A. Hoti (1981), Bujar S. Kalludra
(1982), Brahim Xh. Rudaj and Mentor I.
Kalludra (1982) from Gremnik, pupils with the
"Luigj Gurakuqi" Secondary School in Klina,
were brutally beaten at the police check-point
in Dollc.
On May 6, Rexhë H. Meraku (1962) from Gremnik
and Alush I. Gashi (1961) from Çabiq
were severely ill-treated at the cross-road in
Rixheva.
On May 7, 60 policemen raided the houses and
the warehouses of Avni and Din Godanci
from Gremnik. 50 tons of flour and a van belonging
to Afrim Godanci were seized.
MALISHEVA: On May 3,
Halit R. Avdiaj from Llapçeva was threatened with liquidation.
On May 6, Rexhep B. Dobruna and Haki R. Dobruna
from Llozica were physically ill-
treated under the pretext that they were carrying
flour to the KLA. Haki suffered injuries.
FUSHë KOSOVA: On
May 7, Ramush Fazliu (1964), a worker living in "Krusheci" st.
12/1, was severely beaten-up by the police. He
was beaten in his house yard in the
presence of family members.
On May 7, in Bellaqec i Madh, police collected
the hunting guns of Avdyl Simnica, Isuf
Qyqalla, Sabit Kodra, Osman I. Gërguri,
Shaip Q. Pllana and Ahmet Tërmkolli. They all
had regularly issued permits.
PRISHTINA: According
to a statement given to the CDHRF in Prishtina, on May 7,
Arben Vesel Ferati (1976) from the village of
Prekaz and Agron Ismet Shala from Prishtina
were arrested by border guards in Struga.
In the vicinity of the police check-point in
Dollc, a bus was stopped, the identities of
passengers were checked and a former Albanian
policeman was beat-up. 2 youngsters,
who were returning from Slovenia, were taken
out of the bus. Since then, there is no
information on them.
FERIZAJ: On May 8, in
the village of Varosh, 2 policemen delivered summons for
informative talks regarding weapons.
PEJA: On May 8, Ukë
F. Tahiri (1969), a baker from Gjakova, living in Peja, was
arrested by the police. He was sent to the police
check-point in Strellc and was severely ill-
treated. Uka managed to escape and was chased
by policemen who fired bullets at him.
Once he arrived in Peja, he had to seek for medical
help.
On May 9, Haki Sh. Lekaj (1973), living in "Mustafa
Bakia" st. no. 21, was stopped by a
policeman and ordered to go into a cafe. Policemen
provoked him regarding the protests
and the KLA. He was threatened with a knife.
On May 9, Xhevdet S. Sejdiaj (1964), a physician
from Lubozhda, was severely beaten at
the offices of the "Mother Theresa" Humanitarian
ë Charitable Association in Vrella.
KAMENICA: On May 9,
after the peaceful protests in Kamenica, Elbasan Shefik Sadiku
(17) from Hodonoc, a pupil with the "Zenel Hajdini"
Secondary School in Gjilan, was
arrested, sent to the police office in the local
bus station, interrogated on the protests,
provoked, threatened and ordered to report again
within one hour.
KAÇANIK: On May
9, Serbian custom officers at the Hani i Elezit border-cross with
Macedonia looted DM 800 from Fadil Xhemal Troni
(1959) from Kovaçec. His mobile
phone, estimated to DM 1.200, was broken.
PRIZREN: On May 9, Ramiz
and Ali Pulaj, living in "Bajram Curri" st., were stopped by
3 policemen in the vicinity of the Security Center
in Prizren. They were physically ill-treated.
VITI: On May 9, police
in search of tobacco raided the houses of Rifat and Nefail
Metallari. Rifat, Nefail and Shaqir Metallari
as well as Sylejman and Xhafer Beqiri from the
village of Mjak were arrested. Xhafer Beqiri
was physically ill-treated. Shaqir Metallari was
kept in arrest.
