ON THE WIDESPREAD REPRESSION AND HARASSMENT PERPETRATED BY
THE SERBIAN POLICE AND OTHER AUTHORITIES IN KOSOVA
FROM JUNE 14 UNTIL JUNE 21, 1998
 

     Many killed, wounded, ill-treated, arrested, kidnapped, missing, taken hostage, as well as burned, ruined and looted houses in Kosova.

     On June 16, in the vicinity of Bregu i Dushit near Malisheva, Ymer Ramë Krasniqi (41) from Caralluka, a father of 10, was shot dead by a sniper of the Serbian army. The dead body of an Albanian from Rakovina, whose name the Council does not know, was brought to the morgue of the Gjakova hospital. Grave-diggers in Peja were ordered by the police to bury three unidentified bodies. CNN informed that on June 16, Serbian armed forces attacked Albanian refugees who were fleeing to Albania and killed two Albanians in the territory of Kosova and one in the territory of Albania.
     On June 17, Sabri Ahmeti (67) from Carraleva was killed in his house by Serbian forces. On the very same day, four unidentified bodies, were buried in the cemetery of Gjakova, under the police order.
     On June 18, as an aftermath of Serbian attacks, Sadri Thaçi (65) from the district of Rahovec was killed, whereas his daughter Shahe Thaçi (20), his son Blerim Thaçi (28) and Blerim's wife (25) were wounded. On the same day, one Albanian was killed in Shtime.
     On June 19, Blerim Lokaj (23) from Prejlep and Arbën Kukleci (24) from Isniq were killed in the village of Drenoc near Deçan, whereas Beqë Lokaj (82) was killed in Deçan and Nezir Adem Cacaj (93) died due to lack of medical treatment.
     On June 20, Bedri Sherif Sejdiu (1955) from Poklek i Ri died due to trauma suffered. Ismet Berisha, an elderly from Suhareka, was found dead in the vicinity of the village of Topliçan near Suhareka. On the very same day, Valon Musa Kurti (12) was killed during the police attack in the village of Smolica near Gjakova. Arbnore Sefedin Beqiraj (7), from Shaptej near Deçan, died due to trauma suffered during the police and military attacks in her village and other surrounding villages.
     During the fighting in the district of Deçan, seven Albanians lost their lives, thus the number of victims in this district, increased to 65, among whom 25 women, 27 elderly (over 65) and 8 children (under 15), remained unburied. Among the killed are also Mire Lataj (80) and her sister (75), the mother of Have Balaj (80), Cufë Balaj (85), Tafë Malë Cacaj (79) and Haxhi Binak Boshtraj - all from Deçan as well as Ramë Isuf Haradinaj from Lubeniq. Shaban Ukë Sejfia (27) from Gramaçel was killed in Gramaçel. It is believed that the corpses taken to the Islamic Community in Peja were of those killed during the fighting in the district of Deçan.

     During last week, the Council was in a position to gather information on 28 Albanians killed or dead as an aftermath of police, military and para-military attacks in Kosova. Among them were: two children aged 7 and 12, 3 elderly women, aged 75 and 80 and 2 elderly men, aged 79 and 85.
     The Council did not report on the victims among the Serbian police and military forces due to lack of information from the Serbian side.

THE COURSE OF EVENTS

JUNE 14:

     GJAKOVA: Since 9.00 p.m., Serbian military forces stationed in Kodra e Çabratit, Babaj i Bokës, Koranica and Pllaniku i Ponoshecit have shelled the following villages: Smolica, Neca, Morina, Popoc and other surrounding villages. During the action, Serbian forces used cannons and other heavy weaponry. From 8.00 a.m. until late in the evening, police blocked all roads towards the village of Brekoc. Marjan Lorenci, a priest, was prevented from holding the mass in the chapel of the village of Ramoc, whereas Ndue Kajtazi, a priest, was prevented from going to a funeral in the village of Vogova.
     SKëNDERAJ: All day long, shelling was heard from the police check-point in Polac towards Llausha.
     GLLOGOC: From "Ferronikel" Plant, sporadic shots were heard in the direction of the villages of Poklek i Vjetër, Vasileva and Çikatova e Vjetër (mainly in Karaxha quarter).
     Halil Bogaj (1932), a retired journalist, stated that Serbian police forces stationed in Komoran looted his house and those of his relatives Naim, Xhafer, Milazim, Hysen and Shaban Bogaj.
     KLINA: Since early in the morning, Serbian police and military forces shelled the villages of Grabanica, Dollova, Këpuz, Çeskova and Bokshiq. At about 1.20 p.m., two mini-buses full of goods looted in Albanian houses arrived in Klina from that direction. There were also 2 tanks and 3 police APCs, the truck of Slavko Gjuriçiq and 4 cars with children and women. The villages around the police check-point in Dollc: Gremnik, Dollova, Gllareva, Rigjeva, Jashanica, Dush, Gjurgjevik i Madh, Jellovc and Cerovik are kept under the iron siege of the Serbian police and military forces.
     RAHOVEC: Serbian police and military forces shelled the villages of Kramovik, Rakovina, Gexha, Ratkoc and Malësi e Vogël. In Kramovik, there were clashes between Serbian police and military forces and KLA fighters.
     SHTIME: The following persons were taken out of the bus travelling from Prishtina to Prizren: Hashim Deliu, Sejdi Beha and Ibrahim Ilazi from Carraleva and two other persons, one from Pjetërshtica and the second from Duga. They were beaten by police until they passed out. Albanian population fled the villages of Reçak, Belinca and Davidovc.
     FERIZAJ: In the vicinity of the Foresters' House, 60 Serbian policemen entered a cafe nearby the road Duhla-Carraleva, physically ill-treated the owner Isa Krasniqi and his son Vendim from the village of Peçan near Suhareka, as well as the workers Dragana Nikoliq from Kragujevc, Shemsi Hankiq from Tuzlla and the guest Shaban Boka from the village of Grajçevc near Suhareka. Afterwards, they took them to the local police station accusing them of "supplying the KLA with food". The Serbian police took them as a shield during clashes with the KLA in Carraleva. On arriving in Shtime, police beat them until they passed out.
     The policemen stationed in "1 Maji" st. in the vicinity of the Tube Plant and several Serbian youngsters shot and provoked Albanian inhabitants. At the check-point in Gërlica, Serbian police physically ill-treated Sadik Muharremi (1968) from the village of Rakaj.
     PRIZREN: Over 20 Serbian policemen stationed in a private house in Mamusha, arrested Agron Kryeziu (22) from Pagarusha near Malisheva, living in Prizren. He was handcuffed and taken inside the house, where 20 other arrested persons were, among them one from Prizren and four other persons from the village of Gjonaj. Afterwards, they were sent to the Security Centre in Prizren and physically ill-treated. Prior to being beaten, police sprayed their eyes with gas out of which they lost sight. Agron was released in the evening, whereas there are no information on the whereabouts of other persons.
     GJILAN: Over 10 Serbian policemen and security inspectors in two cars and a van went to the village of Vërbica near Kmetovc towards the place called "Rrezja" from where the villages of Kmetoc, Përlepnica, Kosaça etc., can be seen. Police ordered Agron Robelli (25) from the village of Vërbica, and Fatmir Rexhepi (1975) from Muhaxheri quarter in Kmetoc, to report to the local police station in Gjilan the next day.
     KAMENICA: In the vicinity of Dugi Dell, about 10 policemen stopped the car driven by Osman N. Bunjaku, who was accompanied by Musa Pajaziti, both from Poliçka. Osman was physically ill-treated by the police.
     PODUJEVA: Serbian police searched for weapons at the houses of Isuf, Faik and Bajram Mehmeti, and Mehmet Ymeri. A Serbian police squad plundered a large sum of money from drivers, passengers and cigarette smugglers in the streets.
     PRISHTINA: During the last two days, Serbian police stopped and threatened some Albanian students and civilians in the vicinity of "Velania" quarter.

JUNE 15:

     GJAKOVA: Since last night until early in the morning, Serbian police and military forces stationed at Kodra e Çabratit, in Babaj i Bokës and at Kodra e Pllanikut near Ponoshec shelled the village of Reka e Keqe and other villages along the border. At the border cross "Qafa e Prushit", movements of Serbian police and military forces were noticed. Eye-witnesses in the villages of Brekoc, Meja, Korenica and other villages in the district of Gjakova, bordering with Albania, claim that Serbian forces mined the valleys of the very same villages.
     Meanwhile, in Gjakova, Serbian police arrested, interrogated and severely beat Ymer Hadri from Skivjan, an employee with the Culture House "Asim Vokshi". He went to the morgue of the Gjakova Hospital to take the corpse of his relative Muhamet Ymer Ukshini from Morina. Ismail Peja, former secretary in "Bankkos", was arrested. Serbian police physically ill-treated Besim Kastrati and confiscated humanitarian aid from the Charitable ë Humanitarian Association "Mother Theresa". Serbian traffic police physically ill-treated several children, who were riding bikes, and Pashkë Dushku from the village of Brodosana, from whom they looted DM 140 and 100 dinars.
     DEÇAN: Serbian police and military forces shelled the villages of Voksh, Pobërxha and Drenoc. At the same time, large military forces went towards Deçan, whereas around 7.00 a.m., a military helicopter flew over Deçan and Carrabreg and landed in the military base in Hulaj. Afterwards, there were clashes in the village of Prejlep. There are no information on eventual casualties.
     KLINA: During the last two days, Serbian police and soldiers paraded through the town singing Chetnik songs, shooting, provoking and threatening Albanians.
     RAHOVEC: On the road Rahovec-Suhareka, at the place "Ura e Files" near the village of Hoça e Madhe (dwelled by Serbs), Serbian forces were stationed on both sides of the street, provoking and ill-treating passers-by and checking cars.
     FERIZAJ: A Serbian police squad searched for weapons at the houses of brothers Qamil, Ibush, Zaim and Hajrush Shabani in Varosh and ordered Qamil to report to the police. Serbian police with 3 armored cars paraded through the center of Ferizaj and provoked Albanians raising up three fingers (a Serbian sign). Brothers Ruhan (1974) and Sadik Bytyqi (1970) from Mirosala, who were ill-treated by the Serbian police in the market in Tankosiq the previous day, were again physically ill-treated at the local police station in Ferizaj, threatened and ordered to report the following day.
     MITROVICA: During the last two days, over 20 Serbian policemen stationed in the village of Zhabar i Poshtëm, physically ill- treated Faruk Ibrahim Spahiu, member of LDK presidency and secretary of the local branch in Mitrovica; Adem Muhamet Beqiri and several other Albanian citizens. Serbian policemen, who were stationed in Tuneli i Parë and Stantërg, are incessantly ill- treating passers-by. At the bus-station in Mitrovica, Serbian police stopped Albanian drivers and took off their car plates.
     At the office of Sub-CDHRF in Mitrovica, a member of the Rushiti family from the village of Suhogërlla near Skënderaj, sheltered in Mitrovica, stated that eversince the attack of Serbian police and military forces in that village, there are no information on the whereabouts of Brahim Musli Rushiti (70), his wife Qerime Selim Rushiti (70), Afrim Brahim Rushiti (36), suffering from epilepsy; Osman Abedin Osmani (45) and Rexhep Osmani (58).
     OBILIQ: In the villages of Gazimestan and Mazgit, large Serbian police and military forces were stationed, whereas movements of forces were noticed in the village of Plemetin.
     PRISHTINA: In the vicinity of the Economic High School, Serbian police physically ill-treated Ferat Berisha (1955) from the village of Graboc i Poshtëm, under the pretext that he was transporting food for KLA.
     VUSHTRRI: Two Serbian civilians from the village of Bukosh in a red "Zastava 128 - KM-264-7", physically ill-treated Basri Mengjiqi (15) and Enver Fazliu (15) from Vushtrri. One of the Serbs is called Moma.
     PEJA: In "Dardania" quarter, Serbian police arrested Din Feriz Çelaj and Xhavit Malë Çelaj from the village of Strellc.
     LIPJAN: Unknown persons threw a bomb in the yard of Sami Mehmeti in the village of Konjuh, where a large number of refugees  from the affected villages had taken shelter. A mini tractor was damaged due to the explosion.

JUNE 16:

     MALISHEVA: Serbian military forces, stationed in Bregu i Dushit, killed Ymer Ramë Krasniqi (41) from Carralluka, father of ten.
     GLLOGOC: In the vicinity of the crossroad in Komoran, Serbian police burned the house of Azem Hajdini, demolished and plundered the vacant houses of Hyra Gashi, Mehdi Sylaj and of other Albanian families, whereas in Cakiqi quarter in Komoran, they burned the haystack owned by Adem Cakiqi.
     GJAKOVA: Large Serbian police and military forces went towards the villages of Dushkaja. The corpse of an unidentified Albanian was brought to the morgue of Gjakova hospital. The dead is believed to be from Rakovina.
     PEJA: The corpses of three unidentified Albanians, two of them aged 23-25 and the third one aged 40-45, were brought to the cemetery of Peja. Policemen ordered the workers of Islamic Community to bury them. Despite the request of the Islamic Community members to open the coffins in order to identify the corpses and bury them in accordance to customs, police refused to do so claiming that the bodies have decayed. Yet, they stated that if anyone needed information on the corpses, he could be informed by the Serbian security authorities in Peja, who possess video- tapes of the corpses.
     Zenel Shala (1953) from Baran stated that Serbian police transferred his brother Ismajl Shala (40) from the Surgery Clinic in Prishtina Hospital to the district prison in Prishtina. Ismajl was heavily wounded by the Serbian police on 13 May. While in hospital, Ismajl was under police surveillance.
     On the road Peja-Rozhaja, at the place called Kroi i Sakës, Serbian police arrested Rexhep Alimusa (56) from Deçan. He is under investigative proceedings.
     MITROVICA: At the check-point in Shipol, Serbian police took out of the bus 30 Roma men, women and children. A night before, police burned the house of a Roma family in Skënderaj, therefore they fled in fear towards Mitrovica.
     ISTOG: At the check-point in Rakosh, police are physically ill-treating many Albanians mainly from Haxhiaj quarter. The following were ill-treated: Brahim D. Imeraj and his two sons Zymer and Bashkim from Uça, Vesel M. Myrtaj, Fitim R. Januzaj and Hajriz S. Haxhijaj, all from Rakosh. In Dreja, Serbian police brutally beat Selim S. Fetahaj (40) and Shaban S. Kabashi (37) - from Gurrakoc, who suffered physical injuries and had to seek for medical assistance, Imer Berisha, his two sons Skënder and Hajzer and a friend of theirs, and Shaban Pukaj.
     Rajko Gajiq, a police reservist (a volunteer in Bosnia and Herzegovina) was found killed at home. Due to this, a Serbian police squad raided several Albanian families, such as the Gecaj family from Llausha near Skënderaj, and severely beat Sefer Gecaj (56), Izet Gecaj and Besnik Gecaj at the local police station in Istog. The houses of Halim Boletini (50), Brahim Boletini (48) and Vesel Boletini were raided. Brahim and Vesel were beaten in their houses and at the local police station. Police threatened to burn the villagers of Veriq, therefore they had to flee the village.
     SUHAREKA: Police stationed in Duhla opened fire towards Sukaj quarter in Bllaca. Due to this, Agim Isuf Sukaj (24) was wounded in his yard.
     FERIZAJ: During the last two days, Serbian police opened fire in the vicinity of the check-point in Gërlica, thus harassing the villagers of Komogllava and Gërlica. 30 policemen searched for weapons in the house of Nazif Bekolli in "Pleshina" str.
     OBILIQ: Unknown persons broke the shop of Hakif Kadriu, a teacher from Babimoc. In Plemetin, armed Serbian civilians were stationed in the local school building and in the vicinity of the bridge over Sitnica. They shot towards houses and passers-by.
     PRIZREN: In Shtime, Serbian police physically ill-treated, insulted and threatened Eqrem Kryeziu, vice-chairman of the LDK and chairman of the local LDK branch in Prizren, and Islam Bajrami, member of the Board of the LDK branch in Prizren.
     VITI: Qazim Frangu (1959), an LDK activist from Sllatina e Poshtme, was summoned for "informative talks" at Security Centre in Vitia on his political activity by inspectors Kërsta Marinoviq and Jakov Jakovleviq.
     FUSHë-KOSOVA: Three Serbian policemen went to the house of Destan Begaj, XIV st.16, and beat him in the presence of his wife and children, provoked and insulted him on a national basis under the pretext that the symbols KLA were written on the walls of his garage.
     PRISHTINA: Serbian Run District Court in Prishtina sentenced Agron Ramadani to 30 days of pre-trial detention under the charges of "collaborating with KLA".

JUNE 17:

     DEÇAN: According to available information, during the last two days' clashes in the region of Voksh, many are supposed to have been killed, yet there are no information on their identities. Meanwhile, there were information on the killing of 7 Albanians during last week's fights. 65 Albanians were killed in this district until now. Among the killed are: Mire Lata (80) and her 75-year-old sister, the mother of Have Balaj (80) and Cufë Balaj (85). There is a possibility that the corpses sent to Islamic Community in Peja, might have been of some of the killed during the last fighting in Deçan.
     According to information received from Peja, where many refugees from Deçan have taken shelter, Serbian police kidnapped Shaban Ahmetaj and two other villagers from Strellc i Poshtëm. Meanwhile, in Junik, police arrested Shkëlzen Jahë Pepshi. In Deçan and its vicinity, there is a lack of food and medicine.
     SHTIME: Serbian police and military forces shelled the villages of Carraleva, Belinca, Reçak and Zborc with heavy artillery. Due to shelling, Sabri Ahmeti (67) from Carraleva was killed and many houses were damaged. In Belinca, the water reservoir of 25.000 litres capacity, owned by Ramadan Xhigolli, was damaged. It supplied the Xhigolli quarter with water.
     After the killing of the Serbian policeman Slagjan Miriq from Shtime, Serbian police brutally beat tens of Albanians in Shtime. A group of Serbian civilians led by Lubisha Stakiq, a driver at the District Assembly, demolished and damaged many shops, owned by Albanians. Lubisha wanted to kill Xhemajl Topalli, an invalid, who was ordered to say "this is Serbia". After intervention of another Serb, Xhemajl was saved. Relatives of the killed policeman beat many Albanians in revenge. Serbian press inform about the killing of Serbian soldier Zoran Angjelkoviq during clashes with the KLA on the road Shtime-Prizren.
     GLLOGOC: Serbian snipers stationed in "Ferronikel" Plant shot towards Gani, Ahmet, Hamdi and Ali Bajraktari (77). They also opened fire towards the school of Komoran and towards Ahmet Meha (47) and Naim Krasniqi (24). In the evening, a police car from the military base in Çuka went to the police check-point of Komoran, where automatic shots and people's cries were heard. Shots were also heard from the military base in Çuka e Zabelit të Epërm towards Nishori quarter in Komoran.
     SKëNDERAJ: While Serbian forces are shelling the Albanian villages, Zhivojin Miliq (30) from Sibovc near Obiliq, was found dead on the road Mitrovica-Skënderaj. He was shot on his head.
     KLINA: Serbian police and military forces shelled the villages of Kërrnica, Jashanica e Epërme and Ozdrim. Serbian forces joined by Serbian civilians from the villages of Drenova, Bingja and Grapc made attempts to station on the flash points above Grapc, but they were repelled by the KLA units.
     GJAKOVA: Serbian police forced Albanian workers to bury four unidentified Albanian corpses. American TV network CNN informs about the Serbian attack on Albanian refugees of Kosova and the killing of two Albanians in the territory of Kosova and another one in the territory of Albania. During last night, the villages of the districts of Gjakova and Deçan were shelled. Damage was reported in the affected villages of Kramovik, Rakovina and Cërmjan.
     In Gjakova itself, citizens are incessantly ill-treated and provoked. Ismail Peja and Gani Rudi, former employees of the Kosova Bank in Gjakova, are still kept under detention. Serbian Attorney's Office in Peja requested the beginning of the investigative proceedings against the following 16 Albanians from the district of Gjakova, accused for being members of the KLA: Ymer, Naim and Evzi Kurti; Ismet, Bajram and Ahmet Ahmeti; Rexhë and Florim Texhaj; Mehmet and Dervish Rrahmani; Rrahman Mula, Shpend Veseli, Shpend Bezhani and Haki Nuza - all from the village of Smolica and Haxhi Rexha from the village of Dobrosh near Gjakova.
     RAHOVEC: Serbian police, accompanied by an armored car and an APC, were stationed in the outskirts of Rahovec at the place called "Rrasat" from where they opened fire towards the Rahoveci hill. There were clashes between the Serbian forces and the KLA and villagers defending their homes. Afterwards, Serbian police were stationed in the outskirts of town from the direction of Xërxa, and physically ill-treated every passer-by, among whom Driton Hoxha, Samir Raba and Sedat Cena, under the pretext of allegedly being members of the KLA.
     PRIZREN: In "Bajram Curri" quarter, four Serbian uniformed policemen and two civilians raided the private surgery office, owned by dr. Nexhat Hyseni, under the pretext that he offers medical care to the KLA members.
     PEJA: Kryeziu family from Peja claims that Selim Demush Kryeziu (1953), arrested on June 12, is in the District prison in Peja. Investigative proceedings began against him. Rifat Zajm Ferizi (49) from Peja, an LDK activist, was arrested by the Serbian police on the road Peja-Rozhaja.
     MITROVICA: During the last two days, in "7 Shtatori" quarter, Dragisha Gjusiq (40), a worker in the post-office, distributed automatic guns to 40 Serbs, among whom Mishko Radulloviq, a medical worker. Weapons were distributed to Serbs of quarters "Kroi i Vitakut" and "Kodra e Xehtarëve" and other quarters, therefore Albanians, their neighbours, fear massacre.
     In "Kroi i Vitakut" quarter, Serbian neighbours burned the haystack, owned by Shaban Jahir Shabani (56) from the village of Suhadoll i Poshtëm. On the high-way Prishtina-Mitrovica, at the check-point in Nedakoc near Vushtrri, police severely ill-treated Sallah Tahir Bekteshi (36), "Ura e Gjakut" quarter, and Abdullah Behram Kelmendi (36), "Ibri" quarter. Both were forced to take their cars to technical checking.
     On the highway Prishtina-Mitrovica, at the check-point in Nedakoc near Vushtrri, the Serbian police confiscated 3 lorries with humanitarian aids dedicated to poor people in Mitrovica.
     LIPJAN: At 4.00 a.m., 4 Serbian policemen (2 from Gushterica village and 2 from Llapnasella village) broke and damaged the cars of Croats Franjo Paliq and Gllasnoviq and that of Abedin Kadri Berisha, an Albanian.
     FERIZAJ: At the check-point in Gërlica, police arrested and physically ill-treated Pashk Ukë Shala (1959) from the village of Raça near Gjakova. Serbian police arrested two Serbian soldiers that deserted the Yugoslav Army.
     PRISHTINA: Serbian police arrested Avdullah, Shkëlzen and Amrush Bajraktari, students from Polluzha in Drenica. Rexhep Feta (1961), a worker, "Jabllanica" st.26, who had been in the District Prison in Prishtina, claims that conditions are grave in prison, guards and police beat the prisoners, force them to do difficult jobs and the food is bad.

JUNE 18:

     SHTIME: Serbian army shelled Carraleva, Belinca, Zborc, etc. After the Serbian attack, an Albanian was killed in his house, whereas during clashes with natives, a Serbian policeman was killed. Serbian police and armed civilians physically ill-treated tens of Albanians. Agim Hyseni (1965) and Bashkim Hysenaj (1974) were kept at the local police station for 5 hours and were severely beaten. Serbian police arrested Dr. Anton Gega, a physician, and Baki Dushi, a technician, after they gave medical care to the policemen wounded during the clashes in Gllareva, where Serbian police had suffered many casualties. Serbian forces set barricades during the night. Serbian civilians filled sacks with sand to set a check-point in the outskirts of Shtime. Meanwhile, Serbian forces shelled the villages of Pjetërshtica and Krojmir, while police and military helicopters surveyed that region. The population, fearing an attack of the Serbian police and military forces, are fleeing to safer places.
     GLLOGOC: Serbian police and military forces from the check- point in Komoran, the military base in "Ferronikel" Plant, Çuka and from the usurped Albanian houses opened fire towards Llapushnik. Serbian police arrested Mehmet A. Cakiqi (77) and Adem Cakiqi (55) from Komoran, while they were working on the fields. Both were sent to the local police station in Gllogoc, severely beaten and later on released.
     KLINA: Serbian police and military forces are still attacking the villages of Jashanica e Epërme, Kërrnica, Shtupel and Gllareva. Tens of houses were damaged due to shelling. Serbian police, joined by Serbian civilians, are looting all valuable goods and burning the deserted Albanian houses. Women and children have fled the affected villages. There are no information on the victims. The Health Care Centre of the town was blocked by the Serbian police, whereas the wounded persons are taken to Peja, after being given the first aid.
     GJAKOVA: Serbian police and military forces shelled all villages of Reka e Keqe along the border with Albania. The situation in Gjakova is tense, as the Serbian police is persecuting and ill-treating political and humanitarian activists, passers-by, especially families who offered shelter to those that fled the attacked regions.
     RAHOVEC: During the shelling of Kramovik, Sadri Thaçi (65) was killed, whereas his daughter Shahe Thaçi (20), his son Blerim Thaçi (28), and Blerim's wife (25) were wounded. During the last two days, Serbian forces, stationed at the place called "Rrasat", opened fire towards the mountain on the road Rahovec-Malisheva. The attack lasted from 11.25 a.m. until 1.00 p.m. In the afternoon, the very same forces were stationed in the vicinity of Plastic Plant and ill-treated passers-by, among whom Sokol Melit Bytyçi from Opterusha, who was brutally beaten and severely injured.
     MITROVICA: Serbian helicopters flew over the town. In the cafe "Shpella", two Serbian policemen arrested the owner's son Arben Sadik Aliaj (18) from Skënderaj, only because he is from Drenica. In Zhazha, a group of Serbian uniformed and masked para-militaries physically ill-treated Xhylazim Rasim Peci (42), an LDK activist, and wanted him to provide them with data on the "terrorists". In "Kroi i Vitakut" quarter, three policemen stopped and beat Hajriz Jakup Jusufi (55) and his son Afrim (22) from Vidishiq and threatened Arben Ramadan Ademi (20) that they would kill his father.
     PRIZREN: Serbian grand jury at the District Court of Prizren headed by Jovica Mitroviq, sentenced Naim Krasniqi, a former political prisoner, to a prison term of 7,5 years for "terrorism". Ragip Veli Hoda from Prizren was physically ill-treated at the police check-point in Shtime.
     VUSHTRRI: Serbian police from Prilluzha prevented the pensioners of Prilluzha from taking their pensions. Serbian civilians severely ill-treated Bajram Zeneli from Rresnik, who had gone to take his father's pension, Nezir Ujkani from Rresnik, Sabit Hyseni and Ymer Gela from Druar, and Jonuz Mustafa from Mihaliq. In Prilluzha and in a quarter in the outskirts of Stanoc i Poshtëm, many armed Serbian civilians paraded through the streets, while Albanians have locked themselves in the houses.
     FERIZAJ: Police are surveying the town and the region along the road Ferizaj-Shkup. Random shots were heard in the military barracks. Selim Ajeti from Nikadina was threatened in Serbian by phone that his family and the quarter where he lives would be shelled if they did not leave the village. The following were summoned to report to the police station: Faik Elezi, Ismet Imishti, Hajrush Elezi, Behar Kasumi, Elmaz Lami, Fadil Qorri and Bajrush Bega - all from Nikadina. In Tankosiq, Serbian police physically ill-treated two Albanian drivers. In Tërrn, police physically ill-treated the following passers-by: Agron Veliu (1978) from Carraleva, Kemajl and Islam Rushiti from Rashinca near Shtime. Police also broke into the house of Milaim Ibrahimi and searched for Ajet Miftari, whom they asked "whether there were any escapees from the attacked regions".
     20 military lorries, 4 APCs and two armoured cars from Prishtina headed for Ferizaj. A military helicopter flew low over Jezerc and went towards Dukagjini region. Police were noticed surveying the points which link the villages of Tankosiq, Ramjan, Kishnapola and Sllakoc.
     KAÇANIK: 3 armoured cars, 2 buses and 20 military lorries from Doganaj headed towards Brezovica. Random shots were heard around the villages of Semaja and Firaja near Shtërpca.
     GJILAN: Professor Ismajl Kurteshi (1952), vice-chairman of the Presidency of Political Subjects in Gjilan, was summoned for "informative talks" at the State Security Centre.
     OBILIQ: Serbian State Authorities sent a lorry with weapons to the Serbs in the village of Plemetin.

JUNE 19:
 
     SUHAREKA: In the vicinity of Topliçan, at the place called "Ura e Sopisë", the corpse of the elderly Ismet Berisha from Suhareka was found. He was killed under unknown circumstances.
     SKëNDERAJ: Serbian police and military forces, joined by Serbian armed civilians from the villages of Grapc, Shtupel, Bingja and Drenoshiq, have been shelling Albanian villages for 80 hours now. Due to shelling, the following were wounded: Haxhi Hajdari (61) from Buroja, Asllan Dauti (13) and Dibran Dauti (14) from Shtupel, and Rexhep Veseli (41) from Jashanica. There are casualties reported in the villages of Ozdrim, Shtupel and Jashanica. Random shots were heard in Klina e Epërme. Llausha was shelled, whereas in the outskirts of Runik, there were clashes between Serbian and Albanian forces.
     GLLOGOC: Serbian police and military forces from all their bases are shelling towards Llapushniku Gorge. Shots were heard within the "Ferronikel" Plant, probably between Serbs themselves while trying to prevent their colleagues from deserting. At 12.00 p.m. and at 7.00 p.m., the armoured car stationed at the health care in Komoran and another one, 300 meters away, opened fire towards the Vilaku and Vukovci quarters. The houses of Idriz Abria and Ibrahim Mulaku in Vilak were hit. At 12.27, a loud blast was heard. At 8.50 p.m., Serbian forces started to shell towards Llapushniku Gorge.
     DEÇAN: Four Albanians were killed in the district of Deçan during the last days. Arben Kukleci (24) from Isniq and Blerim Lokaj (23) from Prejlep were killed in Drenoc. In Deçan, Beqë Lokaj (82) was killed, whereas Nezir Adem Cacaj (93) died due to the lack of medical care. Both of them were from Deçan and had remained stuck since May 29, 1998, when the fighting with Serbian forces began in this region.
     Serbian police and military forces, stationed at the place called "Ura e Bajram Hasanajve" on the road Deçan-Gjakova, shelled the villages of Prejlep, Voksh, Carrabreg i Poshtëm, Isniq, Strellc i Epërm, Baballoç and Gramaçel. Shelling was heard from the military base in Zagërlla. It is supposed that the houses of Gani Dautaj, Sylë Cakaj and Rexhë Kukalaj in Deçan, where Serbian forces were stationed, were turned into concentration camps for hostages. According to unconfirmed information, it is suspected that Albanian women and girls were subjected to rape by Serbian police, soldiers and paramilitaries.
     In Deçan, police physically ill-treated Nikollë Rrustemi from Gjakova in the presence of his family members.
     SHTIME: Serbian police and military forces shelled the villages of Carraleva, Belinca and Zborc. There are no information on the casualties. The movement on the road Prishtina-Prizren was notably reduced, as the Serbian forces are incessantly ill-treating passengers. Serbian police beat Fadil Selmani, an ambulance driver in Shtime, whereas most of Albanian medical workers were sent on forced leave.
     FERIZAJ: Two military helicopters flew over the village of Lloshkobare and went towards Shtime. A group of Serbian youngsters led by a police car paraded through the streets of the town singing Chetnik songs. In the village of Nikadina and other places in the district of Ferizaj, Serbian civilians are stopping and checking the Albanian citizens.
     MITROVICA: During the last two days, Serbian compulsory authorities of "Elektrokosova" cut off the electricity supply in the villages inhabited by Albanians, such as: Zhazha, Vllahia, Zjaqa, Maxhera, Melenica, Dedia, Zabërgja, Ovçar, Selac, Bare, Mazhiq, Bajgora, Kovaçica, Kaqandoll and Rrëzhana.
     Police seized the car of Isni Hasanaj (38), "Tavnik" quarter, beat him and told him that they would give it back to him when he if he gave a "terrorist's" name.
     OBILIQ: The whereabouts of Bekim Mustafa (1976), who was supposed to be deported from Germany ten days ago, are still unknown. According to some information, 10 Serbian families fled the village of Sibovc. At about 5.00 p.m., in Palaj (Vodica), Serbian police confiscated humanitarian aid from Humanitarian ë Charitable Association "Mother Theresa" dedicated to poor families in Shipitulla, and arrested Musli Mjekiqi, an activist of the Humanitarian ë Charitable Association "Mother Theresa" and of LDK, and Shaban Kosumi, a driver from Prishtina, who was severely beaten, even though they had proper documentation.
     PRISHTINA: ICRC confirmed that the Serbian regime is preventing it from distributing humanitarian aid to the war victims in the Western Kosova despite promises to allow them access Kosova.
 
JUNE 20:

     GJAKOVA: There were shellings in the district of Gjakova last night. Serbian police and military forces from Suka e Zhdrellës and Bitesh shelled the villages of Dushkaja, Hereç, Smolica, Neca, Berjaha, Popoc, Morina, etc. In the village of Smolica, Valon Musa Kurti (12) was killed. There are wounded and injured, too. In the village of Shaptej near Deçan, Arbnore Sefedin Beqiraj (7) died due to trauma suffered during the incessant shelling of this village and other villages around.
     DEÇAN: Serbian forces, stationed at the places called Suka e Biteshit and Kodra e Zhdrellës, shelled the villages of Gramaçel, Gllogjan, Baballoç and Shaptej. There were clashes in the villages of Strellc i Epërm, Strellc i Poshtëm, Isniq, Prejlep, Rastavica and Gramaçel. According to Albanian sources, three Serbian policemen were killed in Carrabreg i Poshtëm. In the district of Deçan, the following three Albanians were killed by the Serbian police and military and paramilitary forces since the end of May until the beginning of June: Tafë Malë Cacaj (79) and Haxhi Binak Boshtraj (48) from Deçan, and Ramë Isuf Haradinaj from Lybeniq near Peja. During the clashes two days ago, Shaban Ukë Sejdia (27) from Gramaçel was killed. Ali Miftar Hasanaj from Hereç and Hasan Isuf Ukaj from Bitesh disappeared several days ago and nothing is known on their whereabouts. 40 corpses of the Albanians killed since May 29 onwards, remained unburied: 15 of them are women, 27 elderly (over 65) and 8 children (under 15). Serbian forces are incessantly burning Albanian houses in the villages of Prejlep, Strellc i Epërm, Lybeniq and Lëbusha.
     PEJA: 13 buses with soldiers, 12 vans, 7 lorries, 3 mini-buses and 15 cars from Rozhaja headed towards the military barracks and Dukagjini regions. About 30.000 refugees from the affected regions took shelter in Peja. Today, Ramë Haradinaj (84) from Lybeniq near Peja was buried. The exact time of his death is unknown as he was paralysed and could not escape during the attack of Serbian police in which 9 people were massacred and many women, children and elderly fled the village.
     GLLOGOC: Bedri Sherif Sejdiu (1955) from Poklek i Vjetër, died today in Nekoc, where he had taken shelter since the Serbian massacre in Poklek i Ri. He died due to trauma suffered during the massacre.
     Albanian villages are still being shelled by Serbian forces. Around 9.00 p.m, Serbian forces shot from two armoured cars towards Llapushniku Gorge and Nishori quarter.
     SKëNDERAJ: Serbian forces burned the cattle fodder, owned by Xhafer Jashari.
     SHTIME: Last night, Serbian police entered the "Emin Duraku" Primary School opposite to the local police station in Shtime and demolished the inventory, labs and classrooms. Today, police arrested the delegation visiting the school: Ali Sadriu, chairman of the LDK branch, Gani Shahini, vice-chairman, and Ahmet Ahmeti, chairman of the Educational District Council, and tens of teachers and workers.
     RAHOVEC: Situation is very tense. Police forces parade through the town. A group of policemen physically ill-treated some villagers of Prapaqan.
     PRISHTINA: At the market, three Serbian policemen and three civilians beat Nexhmi Breznica (1955), unemployed, "Frushka Gora" st.34, under the pretext that he participated in Albanian peaceful protests.
     FERIZAJ: Serbian police raided the house of Halit Xhafë Nura in Belinca near Shtime. They took him to the Security Centre in Ferizaj and brutally ill-treated and interrogated him for several hours.
     KAÇANIK: Serbian police physically ill-treated Kadri Ramadan Kamishi (1970) from Seqishta near Hani i Elezit, and caused him physical injuries. Serbian police confiscated 9 boxes of cigarettes from Idriz Zejnullah Luta (1948), a worker, living in Lagjja e Re quarter.
     HANI I ELEZIT: Serbian police undertook several actions in Hani i Elezit and in the villages of Seqishta and Goranca where they raided several families, ill-treated and arrested several persons. They raided the families of: Afet Ramuka and Ibrahim Suma in Hani i Elezit; Ismail Pajazit Shkreta, Latif Dervish Shkreta, Nezir Dervish Shkreta, Minah Pajazit Shkreta and Nevzat Pajazit Shkreta in Seqishta; Rizah Zylfi Berisha, Hamit Berisha, Fadil Berisha and Afet Kaloshi in Goranca. The following persons were brutally ill-treated: Ibrahim Suma and his son Husein; Rasim Topjani and his son Nehat in Hani i Elezit; Hajrun Klisi, member of the Presidency of the LDK branch in Hani i Elezit; Nazim Danush Shkreta, Nexhmedin Osman Shkreta, Sabaudin Nuri Shkreta, Nevzat Pajazit Shkreta, Xhezair Pajazit Shkreta and Latif Dervish Shkreta. Police squad took Ibrahim and Husein Suma, Afet Ramuka and Baki Ramuka. During the raid in Seqishta, shots were heard and the following were arrested: Sherif Berisha, Valon Berisha, Shefqet Topojani and Arif Curri. 3 APCs, 2 lorries and 1 tank from Glloboçica passed through Gornaca and were stationed in the vicinity of Krivenik.
     MITROVICA: The house of Aziz Isuf Kuka (41) in Zhabar i Epërm, was hit with 2 missiles.
 
JUNE 21:

     NOVI-PAZAR: According to Information Service of the National Council of Boshnjaks from Sanxhak in Novi-Pazar, 3 buses with Albanian captives escorted by a police car passed along Novi-Pazar and went towards Rashka. The Albanian captives had injuries on their heads and faces, and while passing through the town, they raised their hands to show that they were captives.
     GJAKOVA: The violence and repression is going on in Gjakova. Activists are persecuted, citizens are threatened and Serbian forces are moving towards the affected regions. A lorry of goods, looted by Serbian forces in the villages of Reka e Keqe region, were seen. In Piskota, police raided the house of Hysen Haxhiaj, an LDK Youth Forum activist, and ill-treated his family members.
     A group of foreign journalists accompanied by Serbian forces were sent to visit the border zone with Albania, where they allegedly met Albanian natives. A group of villagers from Deva protested at the Sub-CDHRF in Gjakova about Serbian manipulation on media concerning this meeting.
     DEÇAN: Serbian forces are looting and burning Albanian deserted houses in villages of Prejlep and Strellc i Epërm and in Deçan. New Serbian forces are incessantly stationing along the road, in places built especially for keeping heavy arms, at the check-points in the vicinity of the Deçani Church, and in the military base in the place called Hulaj.
     SKëNDERAJ: In Runik, there were clashes between the Serbian forces and KLA and Albanian villagers. In Runik, Vehbi Murat Haliti (23) from Vojnika was wounded. 11 days ago, Avni Fazli Beqiri (17) from Açareva disappeared. Inhabitants of Jashanica, Jellovc, Resnik, etc., mainly women, elderly and children fled their houses and took shelter in safer places.
     The quarters Gecaj, Aliçkaj, Babaj, Zejnullahu and Haziraj in Llausha and the place called "Përroi i Keq", a part of the road that connects Peja and Mitrovica, were shelled.
     SUHAREKA: Serbian police, stationed at the check-point in Duhla, opened fire towards the villagers working on the fields in Bllaca.
     PRISHTINA: In downtown Prishtina, police stopped Liman Hasani from Prizren, Venet Shala and Burim Turkaj, both from Deçan, took them behind the Grand Hotel, provoked and physically ill-treated them. Police stopped and physically ill-treated Isak Luta (1979), "Marevci" st.22, a student, because he was wearing a shirt with one of graffities "Liri-Pavarsi" (Freedom-Independence) during the peaceful protests in Prishtina.
     FERIZAJ: On the road Gjilan-Ferizaj, Serbian police arrested a team of journalists from Bulgaria and sent them to Security Centre in Ferizaj. Cen Dugolli, an LDK activist, and Haxhi Bytyqi from Ferizaj, were arrested under unknown pretext. Several Serbian inspectors raided the families Varvara (5 members), Hasani (3 members) and Maliqi (2 members) in the Region IV, under the pretext of searching for army deserters. 3 Serbian policemen searched for weapons at the house of Selman Kabashi in Krushnica near Suhareka, currently living in Ferizaj.
     MITROVICA: Serbian police blocked quarters "Bair" and "Ura e Gjakut", the villages of Zhabar i Poshtëm, Zhabar i Epërm and Krushica and the road Mitrovica-Prishtina.
     KAÇANIK: Several Serbian policemen raided the house and searched for Gafur Havzi Loku (192), an economist, "Demush Bilalli" st. As they failed to find him, the policemen took his son Arben (10) hostage. The latter was released later on and Gafur was ordered to report to the police before 12.00 p.m. Police also physically ill-treated Gafur's brother Ismet and took him to the police station.

DELAYED INFORMATION:

     RAHOVEC: On June 12, Serbian policemen physically ill-treated Agim Kafexhiu and caused him injuries.
     KAÇANIK: On June 12, two Serbian policemen arrested Faik Ilaz Reçi (1977) from Laç, sent him to the police station, brutally beat him and caused him severe injuries.
     PRISHTINA: On June 12, 4 Serbian inspectors searched for Haki Januzi, who left abroad a year ago.
     FERIZAJ: On June 12, Serbian police went into the houses of Aziz, Ali and Imri Dërguti and Ismet Beqa in Varosh and searched for their sons, currently living abroad. They asked them whether their sons were in Drenica. On June 13, Avdyl Rexhepi (1951) from Tankosiq was summoned for "informative talks", whereas Danush and Idriz Ukshini from Komogllava, living in Ferizaj, were summoned to report to the police station on June 15.
     GJAKOVA: On June 12, Serbian police intervened in the Saint Ndou Church and beat priests and Albanian believers. Many of them were injured.
     MITROVICA: On June 13, in the vicinity of the market-place, 4 Serbian policemen arrested Aziz Rrustem Hajra (49), "Ura e Gjakut" quarter, and looted DM 270, 2200 dinars and cigarettes estimated to DM 80 from him.
     PEJA: On June 13, in the vicinity of the bus station, Serbian police arrested Milazim Rexhep Ukhaxha (37) from Carrabreg near Deçan, and Lavdim Selim Zhubi (21) from Baballoç, living in Peja. Both were physically ill-treated and suffered injuries. In downtown, Serbian police physically ill-treated Isref Ibish Dizdari (1972), a mechanic from the village of Zllopek.
