ON THE WIDESPREAD REPRESSION AND HARASSMENT PERPETRATED
BY THE SERBIAN POLICE AND OTHER AUTHORITIES IN KOSOVA FROM NOVEMBER 15
UNTIL NOVEMBER 22, 1998
The corpses of those who were killed and mutilated
during the offensives of the Serbian police, military and paramilitary
forces in Kosova, are still being found. Despite of the agreement for the
withdrawal of the Serb forces from Kosova, fresh forces are being brought.
The repositioning of the Serbian forces is accompanied with the provocation
of the Albanians who have returned or are trying to return to their houses.
This is done in order to impede the return of the displaced people and
to incite their expulsion from Kosova.
The situation of those who are still in the open
and those who have returned to their burned, looted and destroyed houses,
continues to be very grave. The data presented in this report is incomplete,
despite of all the attempts of our field associates to monitor the situation.
Killings, mutilations and violent deaths...
On November 17, Shkëlzen Ismajl Morina (11)
from the village of Drenoc (Malisheva) died due to the lack of medical
assistance.
On November 18, at 7.45 p.m., dr. Nuredin Zejnullahu
(49) was severely wounded by 3 masked persons. According to family members
the assaulters spoke Serbian. Nuredin died on the way to the Prishtina
Hospital. The assaulters had attacked Nuredin's son Kreshnik (18). Nuredin
tried to help him and was wounded. His daughter Adile Zejnullahu (17) was
wounded too.
On November 19, Diturie Imer Deliu, a 3-months-old
baby from Abria e Epërme near Gllogoc, died as an aftermath of insufficient
care. Diturie was the only member of the Deliu family to survive the massacre
in which 21 members of her family (including her mother) were killed.
In the meantime, we were informed that the corpses
of the following were found:
On November 16, in the vicinity of the police
station, at the place called Zallishta, the decomposed corpse of Ramadan
Halim Tahiri (40) from Radisheva was found. Ramadan was reported missing
since July 23, the day of the Serb attack on this village.
On November 16, a mutilated corpse, assumed to
be that of Sadri Zukaj from Beleg, was found in a well in the village of
Dashinoc near Deçan.
On November 18, it was confirmed that on September
24, Vesel Ibrahim Fazliu (1958) from Gradica, a father of 5 and a technician
with the Open Coal Pit Mines in Fshati i Mirë, was killed by 3 Serbs
in uniforms.
Disappearances and kidnappings...
During the week, we were informed that there
are no information on the whereabouts of the following: Shaban Binakaj
(34) from Carrabreg i Poshtëm-Deçan (since June); Isuf Can
Mazrekaj (60) from Voksh-Deçan (since July); Milaim Berisha (22)
from Zajm-Klina (since July); Vesel Zenel Gashi (75) from Balinca-Malishevë
(since July 29); Skënder Jahë Kastrati (1964) from Malësia
e Vogël-Rahovec (since July 26); Ilaz Bislimi from Zborc-Shtime (since
September 16) and Gëzim Haziri (13) from Prishtina (since November
17).
Trials...
On November 17, the Serbian run District Court
in Peja sentenced the following to 5 years of imprisonment each: Hil Isuf
Kçirraj (1954), Zef Isuf Kçirraj (1973) and Pjetër Gjon
Kçirraj (1969) - all 3 from the village of Zhub near Gjakova. They
were indicted for "hostile activity" and "terrorism".
On November 17, the Serbian run District Court
in Prizren sentenced Ministet Shala (1967), an imam from Billusha near
Prizren, to 2 and a half years of imprisonment, Hysen Durmishi (1972) and
Blerim Durmishi (1976) - from the village of Mushitisht near Suhareka,
to 2 years of imprisonment each. They were indicted for "hostile activity"
and "terrorism".
THE COURSE OF EVENTS:
NOVEMBER 15:
PODUJEVA: 3 APCs, an armoured car and a jeep
were stationed in the vicinity of the "Besiana" Motel. Later on, they headed
towards Prishtina. In the afternoon, an armoured car and 2 Landrovers full
of soldiers headed towards Prishtina.
MALISHEVA: In the evening, Serb forces opened
fire to provoke the Albanian villagers who had returned to Tërpeza.
The schools in Malisheva are not working due to the presence of Serb forces.
The villages along the road between Arllat and Malisheva are still blocked
by the Serb forces.
MITROVICA: In the "Ibri" quarter, unidentified
persons broke the windows of the "Aziz Sylejmani" Primary School. The following
graffiti were written on the walls "Srbija do Tokija" and "Zivot damo Kosovo
ne damo". In the "Kroi i Vitakut" quarter, Serbs are provoking and insulting
Albanian pupils. There was shooting in the vicinity of the "Mokra Gora"
Forest Enterprise.
OBILIQ: During the last 2 days, fire was opened
by Serb civilians in Palaj.
FUSHË-KOSOVA: Serb paramilitaries attacked
the shops of Hakif Namani and Eset Islami as well as the "Palma" restaurant.
VUSHTRRI: In the center of Vushtrria, Serbian
police arrested Nexhat B. Beqiri (1964), a jurist from Balinca.
NOVEMBER 16:
PODUJEVA: At 11.30 a.m., some 20 Serb policemen
accompanied by 2 armoured cars paraded through the town and headed towards
Llapashtica e Epërme. At the place called "Tabët e Llapashticës"
they stopped and ill-treated passers-by and opened fire towards 2 Albanian
youngsters. Fire was exchanged between a KLA unit and the Serbian police.
Shukrije Gashi (38) from Podujeva, a mother of 5, was wounded. Large police
reinforcements were noticed at the police station in Podujeva. Serb snipers
were positioned on top of this building. Fresh police forces were also
noticed at the police stations in Kërpimeh, Orllan and Lluzhan.
PRISHTINA: Serb forces continue to patrol between
Duhla and Malisheva, along the roads between Rahovec-Xërxa-Ratkoc-Gjakova-Kramovik
and Krusha e Madhe. Several villagers were ill-treated in Kramovik. Blerim
Thaçi (16) was among the ill-treated. He suffered severe injuries.
MITROVICA: In the vicinity of the green market
in Mitrovica, Dukë Avdi Draga (60) from the village of Leçina
near Skënderaj was stopped by 3 Serb policemen. He was interrogated
on the KLA, provoked and insulted. Some 30 Albanian villagers from Frashër
i Madh, who were escorted by the KDOM staff based in Mitrovica, went to
their destroyed village, but were threatened by the Serbian police not
to return again without a permit issued by them. Between 8-12 p.m., there
was sporadic shooting in several quarters in Mitrovica and in Shipol. In
the vicinity of the "Fazli Grajçevci" Primary School in Shipol,
Serb policemen physically ill-treated Faik Hamit Hoti (25), a student from
Marina near Skënderaj.
GJILAN: The following Albanian villagers from
Dobërçan were sent to 30 days of pre-trial detention by the
Serbian run District Court in Gjilan: Ismajl Avdyli (1974), a craftsman,
Halil Halili (1968), a football player with the "Gjilani" FC, Kemajl Aliu
(1967), a farmer, Fejzullah Aliu (1969), Jonuz Aliu (1958), a bill collector
with the Financial District Council and Sali Shahini (1963), a craftsman
- in arrest; Nebih Huruglica (1970), a former policeman from Prishtina,
Sinan Avdyli (1967), a craftsman, Ibish Ibishi (1968), a farmer, Xhafer
Kryeziu (1962), Naser Arifi (1976), a student, Enver Tahiri (1967), a student
and a former political prisoner, and Naser Tahiri (1967) - in absentia.
KLINA: In the vicinity of the "Nora" Motel and
at the check-point in Dollc, police are ill-treating Albanian passers-by.
Police forces were stationed in Dollova and Grapc, in the vicinity of the
bauxite mines in Volljaka and at the places called "Zabeli i Hoxhës"
in Sverka and "12 shtëpitë" in Jashanica. Large Serb forces were
stationed in Klina, too. Policemen and armed Serb civilians continue to
loot Albanian houses.
HANI I ELEZIT: More than 70 Albanian workers
of the "Saloniti" Plant in Hani i Elezit, who were dismissed from work
on November 12, went to talk with the compulsive authorities on the reasons
of their dismissal. Police ordered them to leave the plant in 5 minutes.
VUSHTRRI: There were large movements of the Serbian
troops on the road between Vushtrria and Dubovc. These forces accompanied
by 4 armoured cars headed for Brusnik and on their way back stopped the
bus of the "Galia Komerc" Travel Agency.
OBILIQ: Rexhep Makolli (1951) from the village
of Nekoc near Gllogoc was dismissed from work at the "Ukras" Enterprise
in Novi Pazar. He had been working with this enterprise since 1973. Rexhep
was evicted from his flat.
FUSHË-KOSOVA: According to Daut Thaçi
(1957), a former technician with the Open Coal Pit Mines in Fshati i Mirë,
Sllobodan Stoilkoviq, a policeman, broke into his flat and was settled
in it. Daut had bought the flat and had lived in it for the last 15 years.
NOVEMBER 17:
DEÇAN: According to certain sources in
Deçan, there are mass graves in the old part of the town. It is
supposed that the corpses of some of the killed were thrown in wells. Police
forces were stationed in the premises of the primary school and in the
local policlinic in Irzniq as well as in Baballoç. Due to their
presence, the number of those who have returned to the villages of Irzniq,
Beleg, Prejlep, Rastavica, Prekolluka, Gllogjan, Shaptej, Dubrava, Ratisha,
Baballoç and Gramaçel is very small. The situation of the
returnees, especially that of children, is very grave. No humanitarian
aid was distributed in Shaptej.
GLLOGOC: At 10.30 a.m., a truck and 2 armoured
cars full of policemen passed through the village of Tërstenik. Later
on, they opened fire in different directions. In the center of Prishtina,
Elhami Mustafë Hoxha (1980) from the village of Domanek, and 2 other
Albanians from the district of Gllogoc, were stopped and physically ill-treated
by the Serbian police.
GJAKOVA: At 4 a.m., some 30 policemen raided
and demolished the houses of Ibrahim and Zenun Sylaj in Piskota; Ibrahim
Syla (55), Hilmi Çuni (50) from Molliq, Selami Sadriu from Brovina
and Hajrije Avdiu (28) from Gramaçel near Deçan were arrested.
The sporadic shooting in the villages on the border with Albania has caused
insecurity among the locals. Due to this, many are hesitating to return
to their houses.
PRIZREN: At 1 a.m., some 20 Serb policemen opened
fire towards the village of Billusha. At noon, 9 Serb soldiers intervened
in the premises of the "Qamil Guranjaku" Primary School in the village
of Kushnin i Hasit. The teachers were provoked and threatened. A large
number of villagers from Lugishta e Hasit fled their houses due to the
police ultimatum for handing the weapons.
2 buses full of policemen arrived in Prizren.
They were stationed in the vicinity of the military barracks. A military
convoy comprised of 2 armoured cars, 4 trucks, 4 buses and 2 vans left
Prizren and headed towards Gjakova.
VUSHTRRI: At 10 a.m., 5 armoured cars of the
Serbian police were stationed in Studime e Poshtme. Police provoked the
villagers and surveyed the village of Sfaraçak.
OBILIQ: Serb forces continue to open fire towards
the villages of Graboc i Epërm and Shipitulla. During the last few
days, the movements of the Serbian police troops towards the villages of
Palaj, Janovoda, Lajthishta and Hada have become more common. The locals
live in fear due to the presence and the provocations of the Serbian police
forces. In Janovoda, Stanko Ristiq and a group of Serb paramilitaries are
provoking the Albanians travelling to Lajthishta. Last night, armed Serb
civilians opened fire in the village of Plemetin. FUSHË-KOSOVA: In
the morning, a military convoy with 3 tanks, 5 trucks and 3 police Landrovers
passed through Fushë Kosova and headed towards Sllatina.
MITROVICA: There were large movements of the
Serbian police troops. In the vicinity of the Department Store, Imer Hamëz
Nuha (27) from Melenica near Shala e Bajgorës, who was sheltered in
Mitrovica, was arrested by 2 plainclothed police inspectors. He was taken
to the police station, interrogated on the KLA and physically ill-treated.
Later on, he was released. Until late in the night, there was shooting
in the "Ibri" quarter.
ZHUR: Military forces confiscated 3 m3 of boards
owned by Shaban Kabashi from Zhur.
KLINA: Serbian police forces stationed in Çuka
e Gllarevës looted 30 heads of cattle from the nearby villages. In
the evening, the very same forces opened fire, forcing many villagers to
flee and to spend the night in the open.
NOVEMBER 18:
MALISHEVA: The villages of Llazica, Mleçan
and Balinca are still being targeted by the Serbian police forces. Frequent
shooting is causing insecurity among the villagers. Serb forces continue
to loot and kill the cattle owned by Albanians. Due to the police presence,
the farmers could not sow the crops.
SHTIME: Serbian police and military forces shelled
the village of Reçak. 4 Albanian houses were raided and demolished.
Agim Salihu (22) was arrested, taken to the police station and beaten until
he fainted. Due to the presence of the Serbian forces in the vicinity of
Carraleva, the return of the displaced people to the villages of Carraleva,
Ranca, Zborc, Duga and Karaçica was impeded.
LIPJAN: On the road between Lipjan and Magura,
2 APCs full of policemen provoked passers-by. They intervened in the premises
of the "Hivzi Sylejmani" Primary School in Dobranja and provoked and ill-treated
the pupils and their teachers. Some 100 Serb policemen are stationed in
the "Blinajat" National Resort. Ismajl Gashi (60) from the village of Pjetërshtica,
who had been reported missing for more than 2 months, stated that he was
kept in detention at the prison in Gjilan. While being detained in Ferizaj
he was ill-treated.
GJAKOVA: In the early hours of the morning, war
planes flew over the district of Gjakova. At about 10 a.m., there was a
loud blast. At the Surgery Ward of the Gjakova Hospital, police arrested
Jahë Sahit Haxhiu from the village of Ponoshec. Gjokë Ndrecaj
from Bitesh and Flamur Xhelal Abrashi from Gjakova, who were hospitalized
in this hospital due to their wounds, are under the constant surveillance
of the Serbian police.
Dr. Pal Leka and Abdurrahman Zhubi, a correspondent
with the "Osllobogjenje" journal from Sarajevo, were detained at the local
police station for more than 30 hours and were ordered to report again.
Pal Lekë Lekaj from Novosella e Epërme, an activist of the LDK,
was taken for informative talks. In Rakovina, Xhafer Rexhep Sahitaj (47)
from the village of Panorc near Malisheva was stopped by the police and
physically ill-treated.
RAHOVEC: In the "Ambassador" Hotel in Nish, police
arrested Bujar Mehedin Zika (1968), dr. Agim Dërguti (1959), Qani
Bejtullah Mullaabazi (1961) and Masar Vuçitërna from Rahovec.
Apart from Masar, who was released, the others were sent to 30 days of
pre-trial detention and the investigative proceedings were initiated against
them. They were accused for "hostile activity" and "terrorism" and taken
to the prison in Prizren. During the last 2 days, Naser H. Cena (1974)
was summoned to the police station, interrogated on the KLA, threatened
with liquidation, physically ill-treated and ordered not to report his
case.
VUSHTRRI: At about 10 a.m., an armoured car and
2 APCs went into Vërnica. A police convoy was stationed in the outskirts
of Kolla causing insecurity among the villagers.
MITROVICA: At 9.20 a.m., 2 cars full of policemen
were stationed in the vicinity of the "Valoni" Motel in Zhabar. At 10 a.m.,
3 APCs and a truck full of policemen headed for Skënderaj. In the
village of Broboniq, Aziz Deli Ademi (49), Naim Beqir Ademi (40) and Musa
Fazli Fazliu (56) were stopped by the police and ill-treated.
In Mitrovica, Teuta Habes Alhosa (17) from the
"Ibri" quarter was run over by Lubinko Trifunoviq from Zubin Potok. In
Shipol, police stopped and checked the identities of Adem Ajet Baliu (19),
his sister Shukrije (35) and her 3 children.
PODUJEVA: 2 vehicles of the Serbian forces passed
through the villages of Orllan, Lluzhan and Kërpimeh.
PEJA: Musa Adem Krasniqi was taken out of the
bus and arrested by the Serbian police. The pretext is unknown.
NOVEMBER 19:
KLINA: Serbian police and military forces (accompanied
by armoured cars and other heavy weaponry) paraded through Klina and the
nearby villages. These forces are provoking those who have returned to
their houses. Fresh forces were stationed in Sverka, Gllareva, Dellova,
Klinavc, etc. Metush Temaj from Klina was arrested and money was looted
from him. Isa Bajraktari from Jashanica and Emin Krasniqi from Klina were
arrested. There are indications that the road between the Çupevaj
quarter and Pogragja was mined.
FERIZAJ: Some 50 policemen, under the pretext
of searching for weapons, intervened in the flats of Ali and Shaip Terziu.
Brahim Grejçevci (52) and his 2 sons Behar (20) and Bujar (18) from
the village of Ribar near Lipjan were arrested. Brahim was physically ill-treated.
In the early hours of the morning, there was shooting in the village of
Nerodima.
GLLOGOC: In the vicinity of the bus station in
Gllogoc, Mursel Hajdaraj (60) and Shefqet Isufi (53) from the village of
Shtutica were physically ill-treated by the Serbian police.
MITROVICA: 3 APCs full of policemen were stationed
in Kopriva. Yesterday, in the vicinity of the green market, Murat Mujë
Zeqiri (27), living in the "Ibri" quarter, was arrested by 3 policemen.
He was interrogated on the KLA, insulted and beaten. Later on, he was released.
In the vicinity of the bridge over the Ibri river, 8 policemen provoked
and insulted passers-by. Ramadan Imer Ademi (45), an activist of the LDK,
and Ibrahim Ismajli (46) -living in the "Kroi i Vitakut" quarter, teachers
with the "Hasan Prishtina" Secondary School in Mitrovica were among the
insulted.
PRIZREN: 7 Serb policemen opened fire and provoked
the inhabitants of the "Tusus" quarter in Prizren.
OBILIQ: According to Xheladin Mirena (1942),
a worker from the village of Hadja, Serb forces had thrown some substance
in his house causing spontaneous combustion.
PODUJEVA: The situation in the district of Podujeva
is tense due to the movements of the police forces through the Albanian
villages.
NOVEMBER 20:
DEÇAN: After the killing of 2 policemen
and the wounding of 4, large Serbian police and military forces surrounded
the village of Prejlep. Police surrounded the houses of the Latifaj family.
The following were beaten in the presence of other family members: elderly
Azem and Hazir Latifaj, Musli Azem Latifaj (50), Zade and Gale Latifaj,
Ajmane and Zylfije Adem Latifaj as well as Shqipe and Gentiana Latifaj.
On the intervention of the OSCE Mission all were released.
MITROVICA: 2 buses, 1 truck and 4 vehicles full
of policemen from Rashka were stationed in the military barracks in Mitrovica.
2 buses, 2 trucks and a Jeep full of policemen, who came from the direction
of Prishtina, arrived in Mitrovica . 6 trucks and 4 Jeeps full of policemen
left Mitrovica and headed towards Skënderaj.
GJAKOVA: Some 20 policemen raided and demolished
the house of Fahredin Gola. 2 displaced families from the village of Ponoshec
had been sheltered in this house. Fahredin was beaten in the presence of
his family members. Isuf (36) and Kadri Imeri (32) from Ponoshec were beaten
and arrested. Due to injuries suffered Fahredin had to seek for medical
help.
PRIZREN: Serbian police forces are intervening
in the Albanian shops in Vlashnja and Kobaja. In Hoça e Qytetit,
Shefki Rrahmani and Reshat Shala were stopped and physically ill-treated
by the police.
ISTOG: Rifat Sutaj from Carralluka as well as
Daut Nurçaj and Sokol Berishaj from Kashica, activists of the LDK,
were taken for informative talks to the Security Center in Istog under
the pretext that they had wanted to arm the Albanians in Banja.
KLINA: In the evening, the Serb forces stationed
in the vicinity of the bauxite mines in Volljaka opened fire towards the
villages of Sverka e Gashit, Panorc, Rudë and Llapçeva.
OBILIQ: Unidentified persons damaged the premises
of the "Pandeli Sotiri" Primary School.
NOVEMBER 21:
SUHAREKA: Serbian police forces were stationed
in the houses of Rrahman Morina in Reshtan and Alush Lubovci in Grejçec
as well as in the local policlinics in Mohlan and Duhla. Military forces
were stationed in the forests of Biraq, Qafa e Duhlës and in Kodra
e Bajrakut in the vicinity of Lluzhnica. Police forces are patrolling through
the villages of Sopija, Savrova, Bukosh, Vraniq, Popolan, Mushtisht, Grejkoc,
Gjinoc, Studençan, Reshtan, Samadrazha, Duhël, Bllaca and Bellanica.
Very often, passers-by are ill-treated.
OBILIQ: The police forces which are stationed
at the place called "Kërshat e Grabocit" continue to open fire towards
Graboc i Poshtëm, Graboc i Epërm, Shipitulla and Siboc. Due to
their presence the villagers have still not returned to their houses. There
are police provocations in the villages of Palaj, Lajthishta and Hade.
In the affected villages, there is a lack of food, medicine and clothing.
RAHOVEC: In Krusha e Vogël, Shefqet Gashi
(50) from Zoqishta was arrested.
NOVEMBER 22:
MITROVICA: Under the pretext that 2 unidentified
persons had stolen the "Electrokosova" car, electricity was cut to the
villages of Vaganica e Poshtme, Vaganica e Epërme, Vërrnica,
Pirq, Zhabar i Poshtëm, Zhabar i Epërm, Broboniq and Kopriva;
as well as to the "Tavnik", "Ura e Gjakut" and Shipoli quarters in Mitrovica.
It is assumed that some 30.000 people were left in the dark. Automatic
fire was heard from one of the quarters of the town.
DELAYED INFORMATION:
PRISHTINA: On November 9, in the "Bregu i Diellit"
quarter, 2 policemen physically ill-treated Astrit Krapi (1982) from Malisheva.
On November 14, Sami Berisha (20) from the village of Batllava near Podujeva
was stopped by the police, taken to the Security Center and severely ill-treated
for more than 6 hours. Later on, he was released.
PEJA: On November 11, in the Orthopedics Ward
of the Peja Hospital, a Serb policeman severely ill-treated Lush Mazrekaj
(36) and Sali Maliqaj. The 2 are prisoners and were brought to hospital
from the Peja Prison.
PODUJEVA: On November 12, in the Velania quarter
in Prishtina, police physically ill-treated Florim Makolli (1977), a student
from Hertica. His index was torn and he was insulted on a national basis.
On November 14, in the vicinity of the District Court in Prishtina, 3 policemen
arrested Ramë Bektesh Berisha (1974) from Lluzhan. He was physically
ill-treated and suffered severe injuries. On November 14, in the outskirts
of Rimanishta, Sejdi Lutolli (1966) from Llapashtica was taken out of the
bus and physically ill-treated.
GLLOGOC: On November 12, in the village of Gllobar,
6 policemen arrested and physically ill-treated Destan Hamëz Gashi
(1951) from Arllat. He suffered severe body injuries.
VITI: On November 9, 11 and 13, Kemajl and Selim
Bislimi from the village of Vërban, teachers with the secondary school
in Vitia, were stopped by police inspectors and taken for informative talks.
They were interrogated on the educational process, curricula, etc.
VUSHTRRI: On November 13, police arrested Sabedin
I. Ymeri (21) from the village of Balinca.
PRIZREN: On November 14, Shaban Gashi (1956)
from the village of Xerxa near Rahovec was taken out of a bus and physically
ill-treated. He suffered body injuries.
MITROVICA: On November 14, Fatos Haki Morina
(17) from the village of Arllat near Gllogoc was physically ill-treated
by 5 Serb policemen.
KLINA: On November 14, Asllan Sadriu from the
village of Drenoc was taken for informative talks to the Security Centers
in Peja and Klina, interrogated on the KLA and on the members of the KLA
from his village.
NOTICE: During the week, we were informed that
the houses of the following were looted, burned and destroyed: Sami Toplana
