EDITORIAL - Kosova, a Second Bosnia: Self-fulfilling Prophesy

PRISHTINA, July 24 (KIC) - In the Kosova Daily
Report # 1000, on 30 October 1996, I ran an editorial entitled "The Kosova
Daily Report: Speaking to a Right Audience".
Here are a few excerpts from that editorial:
"The struggle of the people of Kosova to conquer
their piece of freedom in the volatile Balkans is the thing that matters
to us. The right audience is, of course, the audience that can do something
about it."
"The Serbian regime propaganda has created a
worthy tradition in placing the blame upon the victims of its villainy:
the Albanians of Kosova, who have routinely been branded 'terrorists' merely
because of refusing to accept Serbian rule. Serbian military and police
troops have shot peaceful Albanians in broad light, while crying foul on
the alleged existence of 'Albanian terrorism'. The danger is that if people
are persistently treated like terrorists, they may come to act like ones."
"The Serbian aggression in Bosnia had been dealt
with a severe blow in late August 1995, when Nato bombed Serb positions.
That was when Serb aggression started to be rolled back. Words and deeds
matched then.
Hesitation in the Bosnian case proved fatal.
Hesitation and delay in addressing the Kosova issue can prove disastrous."
This is what I said then, and I am quoting it
not to boast that I have been proven right, but to remind again those who
can still do something about it.
The Kosova Calamity as a Self-fulfilling Prophesy
Cassandra, the daughter of Priam and Hecuba, according
to the Greek myth, was endowed with prophetic powers, but fated never to
be believed. The name stands today for a person who prophesies doom or
disaster.
Kosova will explode; it will be worse than Bosnia.
We will not allow a repeat of Bosnia. Kosova is not Bosnia. 250.000 people
died there before we stepped in. Less than 500 have died in Kosova, and,
last but not least, it is not an independent country. Bosnia was an independent
country... Kosovar This is familiar language in the mouths of Western dignitaries
and diplomats.
Meanwhile, a self-fulfilling prophesy gathers
momentum. Only 500 have died in Kosova up until now since the beginning
of the armed conflict in Kosova began after the Serb military-police crackdown
in early March. You have to have 500 times more Albanians slain, and many
more than 150.000 Albanians turned into refugees and displaced to have
the Bosnia calamity cloned in the Kosova laboratory, the irony goes.

As the world stood in silence, Serbia marched
in Sarajevo. The world has been standing idly by while the fate of Sarajevo
befell Deçan and Rahovec in Kosova. The two towns, with 20.000 inhabitants
each in peacetime, are awful, deserted, ghost cities.
Around 500 civilian Albanians - men, women and
children - have been slain by Serb military, paramilitary and police forces
in winter and early spring.
The sado-pacifist European tendency which delighted
in Serb brutalities in Bosnia has been resuscitated while Serbs line up
Albanians, shoot them in cold blood, in their homes towns and villages
in Skenderaj, Gllogovc, Klina, Deçan, Gjakova, Rahovec... Some of
the killed will never be given a decent burial. Their bodies have been
burned, or even dumped into unknown collective burial sites.
The two million Albanian people of Kosova struggle
for their freedom and independence, try to invest their lives with a meaning,
in the face of Serbian aggression and genocide.
Fighting and dying is one of the few options
Kosovars have been left with to invest their lives with a meaning.
For, as the Assembly of the Western European
Union (WEU) said yesterday (Thursday), chances for a peaceful settlement
in Kosova are minimal because of the international community's failure
to intervene at the start of the conflict.
"The international community has lost its capacity
to take initiative in the quest for a peaceful solution to the problem
of Kosovo. The situation is deteriorating so fast that the chances of a
peaceful settlement have by now become minute,'' it said in a statement.
The Hoax of World 'Impartiality', the Lack of a 'Unified Voice' amongst Kosovars
Noel Malcolm, author of two history books, on
Bosnia and Kosova, dubbed a "doctrine of moral equivalence" the situation
in the midst of the war in Bosnia, when UN spokesmen and commanders persuaded
themselves that they must treat both the Serb aggressors and the legitimate
armed forces of the Republic of Bosnia with utter impartiality.
In so doing, Malcolm noted (see "Impartiality
and Ignorance: The Doctrine of Equivalence, in War Report, Number 37, October
1995, pp. 30-33) "they have helped to persuade the rest of the world that
neither side has any greater validity for its actions than the other",
a doctrine of moral equivalence, with fateful consequences for the nature
of Western policy, which has the effect of favoring the Serbs.
"Attacker and defender were reduced to the same
status", the British historian said. The doctrine of equivalence is the
original sin of diplomacy - the assumption that all parties to a conflict
must be treated equally.
The application of the arms embargo on Bosnia
was "a classic illustration of the shortcomings of any doctrine of equivalence",
Mr. Malcolm said, noting that UN diplomats liked using the phrase "even-handed"
to describe that embargo, which was indeed applied to Serbia as well. "But
since Serbia, and its proxy forces in Bosnia, had the stockpiles of the
fourth largest army in Europe, while the Bosnian government, on the first
day of the war, had no army at all, the effects of this even-handedness
were far from equivalent", the British scholar and analyst concluded.
It has been this analyst who has chastised the
West for ruling out independence for Kosova as a solution. By doing so,
the West is doing harm to the Kosovars and indeed to the efforts to secure
a resolution to the crisis, he maintains.
"We are impartial here", a member of the Kosova
Observer Mission told the author of this editorial a week ago in Prishtina,
re- enforcing the hoax of impartiality. They said in case Serbian moved
militarily into Kosova, there would be a military response. The 'Yugoslav'
military has embarked on it. There has been an international observer response.
And, impartiality has been the stock reservoir of diplomatic skill to exonerate
inaction over Kosova.
There is no political coherence amongst the Kosova
Albanian leaders; they are not speaking with a unified voice - this is
the most recent hoax the West has resorted to in a bid to divert attention
from its actual lack of will and resolve to act on Kosova. President Ibrahim
Rugova, the newly-appointed Speaker of the Parliament of Kosova Idriz Ajeti,
the staunch Rugova opponents Demaçi and Qosja, but also the Kosovar
Albanian resistance forces, have all been voicing independence. There is
difference in their tones, but the voice is one, and united: independence
for Kosova.
What Could Trigger Western Military Response to Serbian Aggression in Kosova?
PRISHTINA, July 24 (KIC) - "We must not lose sight
of the fact that Belgrade initiated the confrontation in Kosovo", Ambassador
Robert S. Gelbard, Special Representative of the President and the Secretary
of State for the Balkans, said yesterday (Thursday), July 23, in the House
International Relations Committee.
The Bush administration's 1992 "Christmas warning"
to Slobodan Milosevic, reconfirmed by the Clinton administration, said
U.S. would respond militarily if Serbia mounted a campaign of ethnic cleansing
in Kosova.
The warning was credited then as a deterrent.
"We're prepared to act alone if necessary,",
Under Secretary of Defense Slocombe said in a testimony in the House International
Relations Committee yesterday. "There's no question we maintain that we
have the right to act unilaterally", Slocombe said, in response to a question
put forward by Rep. Lee Hamilton of Indiana, the committee's ranking Democrat.
Bush and Clinton said U.S. would act unilaterally
in case of Serb military movement into Kosova.
Clinton's special representative acknowledges
that Belgrade initiated confrontation in Kosova. His senior defense officials
reaffirms that the U.S. is prepared to act alone if necessary.
It is unclear now what it takes to have the Nato,
or indeed the U.S., act militarily to end the Serbian-initiated war in
Kosova.
President Rugova's Press Conference
PRISHTINA, July 24 (KIC) - The President of the
Republic of Kosova Dr. Ibrahim Rugova said today the situation in Kosova
continued to be extremely dangerous.
Serbian military and police killed and massacred
civilians in the town of Rahovec last week, Rugova said. "This is ruthless
ethnic cleansing", he said, adding that the Serb police has not allowed
the burial of the killed or access to the area of domestic and international
humanitarian organizations.
Thousands of Albanians have fled their homes
in Rahovec, whereas thousands of others have been holed up in their home
town, the President of the Republic said.
Speaking about the Serb-state terror in Kosova,
Rugova said Serb military and police "savage attacks" continued in other
parts of Kosova, with the shelling of villages and killing of people as
the pattern. The daily-based police repression all over Kosova continues
unabated, he added.
Against this background, the President of the
Republic demanded "international protection" for Kosova and its people,
and resolute action to prevent the spreading of conflict in the region.
The best solution is an independent Kosova, with
all guarantees for local Serbs, and an interim stage international protectorate
pending a lasting settlement, Rugova said.
Besides groups identified as the UÇK (Kosova
Liberation Army), there is the population which has stood in defense of
its homes, President Rugova said, in reply to a question regarding his
position on the UÇK.
Asked by the Albanian ATA new agency reporter
to comment on the fact that Bosnia is being repeated in Kosova, despite
the fact the international community has been saying a second Bosnia would
not be allowed, Ibrahim Rugova said the United States of America and the
European Union have been taking diplomatic and military steps to prevent
Bosnia befalling Kosova. The U.S. President and West European statesmen
have vowed to prevent this, he concluded.
President Rugova Receives ICRC Representatives
PRISHTINA, July 24 (KIC) - The President of the
Republic of Kosova Dr. Ibrahim Rugova received today in Prishtina representatives
of the International Committee of the Red Cross (ICRC), Angelo Gnaedinger,
delegate general for Europe, Susane Weber, head of the Office in Prishtina,
and Michael Frey, deputy head of the ICRC delegation to Belgrade.
The ICRC representatives briefed Rugova on their
efforts to help the suffering civilian population amidst the dramatic developments
in Kosova.
President Rugova said Serb police and military
forces have been killing civilians and attacking Albanian settlements,
towns and villages, in Kosova.
This is ethnic cleansing in action, Rugova said,
referring to what Rahovec and its population experienced in the hands of
Serb military and police.
The Kosova President urged the ICRC and other
NGOs to do all in their power to assist the tens of thousands of displaced
people all over Kosova.
Gunfire of Lower Intensity in Border Villages
Desperate situation
in Gjakova, basic staples in short supply
PRISHTINA, July 24 (KIC) - Gunfire has been continuing
in the Reka e Keqe region and other villages in the border area with Albania,
reports said.
There has been a let-up in the intensity of Serb
gunfire, but a stepped up movement of Serb military and police has been
reported in the municipality of Gjakova. A Serb police intimidation campaign
in town is reported on a daily basis.
Basic staples, such as bread, sugar, cooking
oil, but also medicines, are in desperate short supply in Gjakova, which
has had its population immensely swelled by displaced Albanians from Gjakova,
Deçan and other areas of Kosova.
Firefighting Resumes in Deçan Area
PRISHTINA, July 24 (KIC) - Clashes between the
Serb forces and the Liberation Army of Kosova (UÇK) were reported
Thursday in the municipality of Deçan, western Kosova.
Osman Cacaj, head of the Information Commission
of the LDK chapter in Deçan, said skirmishes were fought around
the villages of Strellc i Epërm, Carrabreg i Poshtëm, Prejlep,
Shaptej and Gramaçel.
Since the brake-out of fighting in this area
at least 1.500 grenades landed in the village of Gramaçel alone,
local sources said. Most of the houses in the village have been levelled
to the ground, whereas the local clinic was destroyed completely in yesterday's
shelling.
Mr Cacaj said firefighting yesterday afternoon
lasted for over three hours. Excepting material damage on the remaining
houses in the four villages, no casualties were reported by today morning.
Meanwhile, the bodies of three Albanian women
killed earlier by the Serbs were found lately: Gjyle Hysen Hulaj (90) from
Hulaj, Ryve Jashar Morina (79), and Cyme Zekë Shala (70) from Loxha.
Food Supplies Run Rapidly Short in Deçan Villages
PRISHTINA, July 24 (KIC) - There has been a sharp
shortage of basic necessities in the war-torn areas in the municipality
of Deçan.
Scarce food supplies have been rapidly running
out, while the area remains sealed off, the head of the Information Commission
of the LDK chapter in Deçan, Osman Cacaj said today.
Little aid, what Mr Cacaj described as "symbolic",
has reached only the Isniq village, whereas other villages have been deprived
of relief, partly because of the siege and partly of obstacles by certain
people or groups. It is presumed that part of the relief dedicated to the
western Kosova areas is being taken to Malisheva, failing to reach the
destination.
Residents of Gramaçel and Baballoç
were quoted as saying that no relief whatsoever reached them so far.
Jezerc Village Shelled, at Continued Serb Gunpoint Since Morning Today
PRISHTINA, July 24 (KIC) - At around 11 in the
morning today (Friday) Serb forces launched a heavy attack against Jezerc
village of Ferizaj, about 45 km south of Prishtina.
The LDK Information Commission in Ferizaj said
heavy Serb forces on board of a dozen vehicles left the town today morning
heading for the villages of Nerodime and Jezerc.
Witnesses told the Commission that a number of
armed Serb civilians were involved in the attack on Jezerc. Farmsteads
in the village were fired upon with machine guns and mortars for about
one hour. Serb forces have not retreated, but were positioned in several
key places keeping Jezerc at gunpoint.
Meanwhile, the LDK chapter in Ferizaj said the
Serb police detained in the street in Ferizaj seven local Albanians. Maliq
Haliti, Mustafë Haliti, Rrahim Haliti, Rexhep Behluli, Sabri Jaha,
Gani Abazi and Sylejman Aliu were arrested while on their way back from
the local cemetery, where they attended the funeral of a fellow resident.
They were all released later in the day.
Sources in Ferizaj said two Albanians, residents
of Nerodime village, abducted by Serb forces two days ago, have not yet
been released.
Bajram Bajrami (21) and Bujar Bajrami (20) were
abducted by Serbs on Tuesday afternoon, at around 17:00.
Two Unidentified Men Killed on the Street in Peja
PRISHTINA, July 24 (KIC) - Two unidentified men
were killed in a Peja ('Pec') street Thursday evening in still unsolved
circumstances.
Eyewitnesses told the LDK chapter in Peja that
one of the killed men was around 17 years of age, while the second in his
early thirties. Their bodies were only removed today morning at around
8:30, the LDK chapter said, adding that the area where the incident occurred
was guarded by Serb policemen during the whole night.
Failing to provide any other details surrounding
the death of the two men, the LDK Information Commission in Peja quoted
witnesses saying that before being killed they were in a red "Zastava"-made
car with Peja license plates.
For Verbal Dispute, Albanian Lawyer Sentenced Summarily to 60 Days in Prison
PRISHTINA, July 24 (KIC) - The Serbian-run Magistrate
Court in Prishtina sentenced Destan Rukiqi, a lawyer in Prishtina, to sixty
days in prison yesterday, the Bujku daily reported. Mr. Rukiqi was sent
to prison immediately.
The Albanian lawyer had gone to the District
Court in Prishtina to ask for permission to visit his client, Cenë
Dugolli, who is on pre-trial detention. The Serb investigating judge, Ms
Marinkovic, prevented Rukiq from taking notes from his client's dossier.
There was a verbal dispute between the two, Rukiqi saying she should wear
a police uniform and go and work there. This was turned into a charge against
him.
The police arrested Rukiqi in his office. He
was brought to court, and Danica Narinkovic served as the witness in the
trial, Bujku concludes.
Only 8 Albanians Live in Village of 140 Households
PRISHTINA, July 24 (KIC) - Shaip Dedinca (1929),
a resident of the village of Lajthishtë ('Leskosic'), municipality
of Obiliq, told the KIC only eight Albanians have stayed behind in the
village which before the Serb crackdown of three weeks ago had 140 Albanian
households.
"It is owing to Ms. Fatime Pllana, a local woman
resident in the village, who has cooked for us, that we have been able
to stay there," Dedinca said. Ajet Dedinca, father of four, was killed
by Serbs. His body lay uncollected for two days, then the Serbs took it
away, 'God knows where', he said.
Serb police in neighboring villages of Janovodë
and Palaj ('Vodica') raid the village of Lajthishtë almost on a daily
basis, Dedinca said, adding that robber have been active in the village.
Most of the residents of the village have found refuge in the Drenica region,
but also in Prishtina, he sad.
Police Seizes 25 Tons of Sugar in Podujeva
PRISHTINA, July 24 (KIC) - On Wednesday, the Serb police seized 25 tons of sugar in possession of the "Agropodujeva" firm, owned by Ramadan Zymberi, the LDK Information Commission in Podujeva said. The illegally seized amount of sugar is estimated to be worth DEM 40.000, the commission said.
Distribution of Arms to Serb Civilians in Prishtina Continues
PRISHTINA, July 24 (KIC) - Serbian police authorities
have been distributing arms to Serb civilians in Prishtina, capital of
Kosova, for a second day running.
The police station in the Lagjja e Muhaxhirëve
neighborhood has been the venue of this activity, the LDK sources said.
Serb authorities have taken the trouble to hiding
their distribution of arms to civilians.

PRISHTINE, July 24 /ATA correspondent Behlul Jashari reports:
"The situation in Kosova continues to be dangerous; Serbian police and army attacks are daily. A severe ethnic cleansing has started in Kosova," Kosova President Ibrahim Rugova told reporters on Friday.
We want "international protection for Kosova and its people and an end to be put to the conflict's spread in the region," said Rugova.
The Serb police are allowing neither the burial of the killed after the massacres in Rahovec nor the arrival of international and national organisation in Kosova.
Thousands of Albanians have left the Rahovec town and its suburbs, said Rugova adding that attacks have been carried out and people killed also in other regions of Kosova, while the Serb police repression continues.
The International community, the U.S. and the European Union are undertaking all diplomatic as well as military steps not to repeat Bosnia in Kosova, said Rugova, responding to a reporter's question.
Rugova renewed the stand that "the best solution for Kosova is independent Kosova with all guarantees for the local Serbs and an international protectorate as a transitional phase." /p.ta/eva/lm/Parliamentary speaker visits United States
TIRANA, July 24 (ATA) - Albanian parliamentary Speaker Skender Gjinushi held a series of meetings with U.S. senior officials to discuss developments in Albania and crisis in Kosova, press and information office at the parliament said to ATA on Friday.
Gjinushi and the Ohio Senate chairman Richard Finan discussed the work of the Albanian parliament and a solution to the Kosova issue.
The meeting of Gjinushi and Senator Biden was focused on the developments in Albania and situation in Kosova.
Senator Biden said that he had often suggested President Clinton a U.S. intervention in Kosova in case NATO fails to intervene.
Gjinushi also met with the congressman Eliot Engel and the group of congressmen interested in Albania.
Head of the foreign commission in the U.S. congress Benjamin Gilman, speaking on behalf of the commission, said that the international community would not tolerate a second Bosnia.
These meetings were held at the end of the annual conference of U.S. legislators on July 18 in Las Vegal where Gjinushi, the Albanian parliamentary Speaker was invited.
Gjinushi attended a hearing of the foreign commission with the U.S. ambassador Robert Gelbard. Gelbard said that the main responsibility for what is happening in Kosova falls on Milosevic. ake/eva/ak/Albanian president meets with German state secretary
TIRANA, July 24 (ATA) - President of Albania Rexhep Meidani received on Friday midday Kurt Schelter, Secretary of State at the German Defence Ministry, who was accompanied by the Albanian minister of Public Order Perikli Teta and ambassadors of both countries.
Meidani expressed his satisfaction for the level of bilateral relations in all directions and his conviction that they would be promoted especially in public order section, press and information office at the presidency said in a press release obtained by ATA.
Schelter expressed the readiness of the German side to help stop criminal phenomena, which are present in development of liberties and opening of countries.
Referring to Kosova, president Meidani expressed his concern saying that "despite the engagement of the international community for a solution to the conflict it seemed that it would last as long as the situation on the ground, aspirations and concrete solutions seen on a historical plan and linked with the reality and prospective and especially with the demographic factor, were not understood."
President Meidani speaking on behalf of the Albanian state, expressed determination to continue the democratic road in order to strengthen stability in Albania, promote the authority of Albanian institutions against destabilizing tendencies. ake/das/ak/Albanian minister meets with German state secretary
TIRANA, July 24 (ATA) - By A. Haxhiu: Situation in the Balkan region and efforts for a peaceful solution to the crisis in Kosova were on the focus of Friday's talks between the Albanian Foreign Minister Paskal Milo and Kurt Schelter Secretary of State at the German Interior Ministry.
"Violence which is being exerted in Kosova can cause new influx of refugees, problems which directly affect Germany. It (Germany) is interested in the fact that refugees possibly stay in the region," Schelter said.
He stressed that given the situation, Germany was aware that the most important thing is a solution to the Kosova issue rather than Germany's problems with refugees.
The Albanian minister Milo thanked the German government for its advanced attitude as regards the handling of Kosova issue and stressed the will of the Albanian government to find a peaceful solution through negotiations with international mediation.
The meeting discussed the possibilities of promoting bilateral cooperation and it was agreed that the German side would continue aid in the framework of strengthening stability in Albania and security in the region.
"Albania is part of Europe and we are helping and will help it to become a partner in our long-term cooperation," Schelter said. ake/das/ak/30 people from Kosova arrived in Has recently
HAS, July 24 (ATA) - By Riza Hoxha: People of Kosova, who are fleeing Serb violence and terror, are arriving recently in Has district, North of Albania.
"Around 30 people have arrived in the last three days from Kosova but there exists a possibility for a greater influx in the days to come," Zenel Kastrati, head of the Kruma town hall said to ATA.
The majority have been settled in families of the Golaj commune.
Muhamet Ukperaj, head of the commune, said that over 50 persons have been settled in this commune besides scores of others who have not been registered for different reasons.
Meanwhile, the city residents are being supplied with food reserves to cope with a possible influx from Kosova.
"I have sold thrice the amount of foodstuff recently," Hasan Musa, shop keeper in Kruma, said.
"The fear for another influx of people from Qafe Prushi makes residents prepare for difficult times," he said. s.s/das/ak/

Representatives of the underground Kosovar legislature issued a declaration in Prishtina on 22 July saying that "the possibilities for dialogue and a peaceful solution, although greatly reduced, have not been exhausted. Therefore, while not giving up vigilance and self-defense, let us try to use them. Let us cooperate more and coordinate our efforts with all those who can help us, with the Republic of Albania, with [other Albanians in the Balkans], and with the diaspora." The statement did not include any concrete suggestions regarding a solution. The legislature also recognized the Kosova Liberation Army (UCK) as a legitimate Kosovar organization. Shadow-state President Ibrahim Rugova added that "we should have done this long ago." Until earlier this year, Rugova and most civilian leaders referred to the UCK fighters as "frustrated individuals" or denied that the UCK was anything more than a creation of Serbian propaganda. PM
RUGOVA'S PARTY APPEALS TO HAGUE COURT.
The Democratic League of Kosova (LDK) said in a statement in Prishtina on 23 July that Serbian forces are carrying out a policy of "genocide against the ethnic Albanians" in the province. The LDK called on the Hague-based war crimes tribunal to prosecute those who ordered as well as those who carried out "these war crimes." Meanwhile in Paris, the Assembly of the Western European Union adopted a resolution stating that chances for a peaceful resolution of the Kosovar crisis are "minimal" because the international community did not "intervene" at the beginning of the conflict, RFE/RL's South Slavic Service reported. The text also noted that Serbian forces are carrying out a strategic "cleansing" of the border area with Albania (see "RFE/RL Newsline," 23 July 1998). PM
UCK CONTROLS SERBIAN MONASTERY.
Father Sava, who is the spokesman for Serbian Orthodox Bishop Artemije, said in Decan on 23 July that UCK forces have taken control of a monastery near Zociste south of Rahovec. Sava noted that the monastery does not have police protection, the Belgrade daily "Danas" reported. The monk added that the guerrillas did not allow the clergy to take either their personal belongings or Church artifacts with them when they left. LARGE UCK PRESENCE REPORTED IN TROPOJA.
A Reuters correspondent visiting Tropoja in northeastern Albania on 23 July reported that UCK fighters have transformed the town into "a virtual military base." He reported that UCK soldiers openly train without interference from the Albanian police and that there is an open-air weapons market in the town center. OSCE Field Officer Christopher Dwan said, however, that the presence of Serbian troops along the border "makes it difficult for UCK fighters to cross into Kosova." Tropoja and other northeastern towns have traditionally been lawless and difficult for the Tirana authorities to control. FS
U.S. ENVOY CALLS FOR MILITARY AID TO ALBANIA.
Christopher Hill, who is U.S. ambassador to Macedonia, told NATO officials in Ohrid on 23 July that Albania needs urgent help to strengthen its army and its political and economic institutions, unidentified diplomatic sources told Reuters. Hill stressed that the Albanian government is unable to assert itself in the "wild" northern borderlands and that if nothing is done quickly, Albanian territory may become firmly established as a support base for the UCK. Such a development could provoke a military response from Serbia and lead to an expansion of the conflict, they added. NATO Secretary-General Javier Solana said the alliance has no plans to use Macedonian territory for any military intervention in Kosova. NATO will hold exercises involving 25 countries in Macedonia in September as part of the Partnership for Peace program. FS
TURKISH LEGISLATORS APPROVE ALBANIAN DEPLOYMENT.
The Turkish parliament on 23 July authorized the stationing of soldiers in Albania. The decision is designed to show support for Albania in the Kosova crisis. It also gives the government the right to decide about the size, place, and time of any deployment. Turkey currently has only a small contingent of soldiers in Albania, who train troops and help reconstruct the naval base at Pasha Liman, near Vlora. FS
ALBANIAN GOVERNMENT CRACKS DOWN ON DRAFT DODGERS.
Minister for Local Government Bashkim Fino on 23 July ordered all prefects to increase their efforts to recruit young men for the army because of the increase of tensions along the Kosovar border. Fino said that his aim is to double the number of soldiers by the end of September. To help achieve that goal, he told the prefects to take "harsh measures" against draft evaders. He added that the local government and the army must work together to update draft lists and apprehend draft dodgers. FS
ALBANIAN RADIO, TELEVISION GETS NEW HEAD.
The Council of Directors of Albanian Radio and Television (RTSH) has appointed Ardian Klosi as director-general. A professor of philosophy at Munich University in recent years, Klosi replaces film director Albert Minga. Journalists in Tirana told an RFE/RL correspondent that they expect Klosi to speed up the transformation of RTSH into a public broadcasting institution along West European lines. They added that Klosi is likely to be more determined than Minga in introducing reforms and in resisting attempts by politicians to interfere with broadcasters' autonomy. FS
NATO TROOPS ARREST WRONG SERBIAN TWINS.
A spokeswoman for the Hague-based war crimes tribunal said at the court on 23 July that two Bosnian Serb brothers seized by British SAS forces in Prijedor earlier that day and taken to the Netherlands are not the indicted Banovic twins Nenad and Predrag (see "RFE/RL Situation Report," 23 July 1998). "These two persons are not the Banovic brothers. They are people who have nothing to do with this," she added. The spokeswoman did not reveal the identity of the two men, except to note that they have the same birthday as the Banovices, the London daily "Guardian" wrote. Meanwhile in Banja Luka, Serbian authorities refused to allow the funeral of Imam Ibrahim Halilovic to take place at the site of the destroyed 16th century Ferhadija mosque, where he had worked for years. Killed Albanians buried in two mass graves_______________________________________________________________________PRISHTINE, July 23/ATA correspondent Behlul Jashari reports:
Five Albanians' names (Bekim Bugari, Sadik Shala, Destan Sharki, Muharrem Kadri, Mehmet Kadri dhe Halit Hoxha) as well as numbers 1, 4 , 8 and 10, figures of unidentified Albanians, while the number of the buried Albanians is thought to be much larger, are written on the mass graves dug by the Serbian forces on Wednesday, according to sources from the Council for the Defence of Human Rights and Freedoms in Kosova (KMLDNJ).
According to the same sources the Serbian forces on Wednesday dug by excavators two mass graves and buried the corpses gathered along the Rahovec town roads, about one hour before the arrival in the town of foreign reporters and diplomats.
According to the KMLDNJ the Serb forces have killed over 50 Albanians while many killed and massacred, who have remained in streets, houses, basements and fields have not yet been identified.
LDK sources in Rahovec believe there are hundreds of killed, massacred, burnt and injured.

TIRANA,July 24 (ATA)-Secretary of State at German Interior Ministry Kurt Schelter said his country will continue to help the Albanian police reach contemporary standards, according to the information and media department close to the Council of Ministers.
"We will try to continue this aid and cooperation, having as main priorities teaching, training and qualification of the Albanian police forces," said Schelter at a meeting with Albanian Prime Minister Fatos Nano in Tirana on Friday.
The two countries' Public Order Ministries have drafted a three-year plan (1999-2001), financed by the German government, which in May 1998 provided DM one million for the equipment of the Albanian army with transportation means.
They also discussed the crisis in Kosova and the performance of the Albanian police forces in preventing arms trafficking in northern Albania, bordering Kosova.
The two shared the opinion that the crisis in Kosova should be resolved through political means.
"The Albanian government is working to encourage cooperation among the political forces in Kosova, so as to speak with a single language before the international community.
Schelter evaluated the performance of the Albanian government in coping with the influx of the refugees from Kosova (90% of the population is Albanian).
He said he would closely see to the situation of 13 000 Kosova refugees, who are settled in Albania's north and would ask the German government not only to provide direct aid, but also to coordinate the aid offered by the international organisations to cope with the situation. /a.ke/mima/lm/

DP ASKS INTERNATIONAL COMMUNITY TO BE MORE ACTIVE IN THE QUESTION OF KOSOVA

Godo, chairman of the Foreign policy commission said that NATO must have intervened early in order to avoid the repetition of the Bosnia massacres. He criticised the Albanian government and said that the Albanian policy towards Kosova is not in accordance to the resolutions of the Albanian parliament on this question.
Neritan Ceka, chairman of order and INS said that it is the task of the Albanian government to realise the resolution of the Albanian parliament for the solution of the Kosova question.

Ten inscriptions at the Prizren graveyard identified
six corpses, among the massacred and killed Albanians from Rahovec that
were buried in two mass graves, yesterday by the police.
The following names were written on six graves
(improvised on top of the mass graves): Bekim Bugari, Sadik Shala, Destan
Sharki, Muharrem Kadiri, Halit Hoxha; while the other four graves had the
numbers 1, 4, 8 and 10, written on them. Witnesses say that other bodies
were buried in these graves as well, something that can be confirmed only
after investigations by international forensic teams.
The situation in town is tense. The inhabitants
from Rahovec that were arrested and brought to Prizren are still being
tortured. There are even snipers that have taken positions on top of the
local hospital. There are even reports of new police\military reinforcements
going in the direction of Opojë today.

The KLA released 35 Serbs

The KLA handed 35 Serbs, including 7 monks and
a nun, to the ICRC on 22 July, the ICRC reported in a communiqué
issued in Prishtina today.
"The ICRC salutes the release of hostages and
continues its efforts for finding all those arrested or taken hostage,
during the turmoil in Kosova", the communiqué adds.
The ICRC "calls all sides in conflict to respect
civilians according to international humanitarian law", it states. The
communiqué also expresses deep concern due to the "difficult living
conditions of the people implicated with the intense fighting in Kosova".
The ICRC calls all sides involved in the conflict "to stop the fighting,
so civilians and the wounded could be evacuated and the corpses could be
sent to their families".
The head of the ICRC sub-delegation in Prishtina,
Beatrice Weber, stressed that ICRC teams tried to enter Rahovec some days
ago, but that their attempts were without success because of the fighting.
The ICRC therefore requested an end to the clashes, for distributing humanitarian
aid.
"An ICRC team went to Rahovec yesterday, to observe
the situation after the fighting. Another team went for Malishevë,
where around 20,000 IDPs from Rahovec are sheltered", stated the communiqué,
adding that many were wounded and traumatized among the IDPs.
"The ICRC helped them with humanitarian aid,
medical equipment and medicine", the communiqué says.
"Our teams are very concerned because of the
large number of wounded people that must be evacuated and civilians that
were captured in the villages. We also have information that some have
been arrested and taken hostage", the communiqué issued by the ICRC
concludes.
KOSOVA (attacks - Suharekë)
The villages Sllapuzhan and Peçan shelled
Suharekë, 23 July (ARTA) 1710CET--
The Serb army and police started shelling the
villages Sllapuzhan and Peçan from its positions in Biraç
and Shirokë, ever since the early morning hours.
"KOHA Ditore" sources state that the Serb forces
used heavy weaponry. Unconfirmed sources claim that the village’s elementary
school was damaged on this occasion. Due to the impossibility of reaching
the area, there are no data about the eventual consequences, however based
on the statements of the witnesses, besides the material damages there
are no victims.
In the town of Suharekë proper, many Serb
snipers shot in the direction of Albanian houses, the majority of which
are now empty – as the people have moved to less endangered areas. Nevertheless,
the KLA units, supported by the local population are facing these attacks.
Yesterday afternoon, KLA handed over to the ICRC
team a total of 35 Serb civilians including 7 Orthodox priests of the Zoçishtë
monastery, in one of the localities of the municipality of Suharekë.
They had been taken hostage by the KLA units.
On the other hand, following today's shelling
and the deterioration of the situation in the town of Suharekë, the
large flux of people into the less threatened areas continues.
The detonations and shelling continues in the
village Sllapuzhan.

Police\military forces headed for Ferizaj
and Prishtina

Albanian daily "Koha Ditore" sources say that
there were increased movements of Serb police\military forces, towards
Gjilan, Ferizaj and Prishtina. Military convoys, including trucks loaded
with soldiers, APCs, terrain vehicles and other military vehicles, came
from the direction of Bujanoc and headed towards Gjilan.
Sources claim that 2 trucks, loaded with armed
Serb civilians, were spotted at around 1200CET, apparently heading for
Kamenicë. They say that a machine gun was fastened on the rooftops
of the trucks. On the other hand, the LDK Information Commission branch
in Kamenicë, notifies that Serb civilians were supplied with weapons
and that they are holding military training at the military polygon, in
the town's periphery.
Locals say that there was a large concentration
of groups of Serb policemen in the main parts of town, especially in front
of state institutions. New police checkpoints were set on the crossing
points of Gjilan-Bujanoc, Gjilan-Preshevë, Gjilan-Ferizaj and Gjilan-Prishtina
and there are reports that all vehicles and passengers passing that way,
are now subjected to more thorough controls.
The chairman of the humanitarian association
"Mother Theresa" in Gjilan, Ruzhdi Rashiti, said that the police confiscated
a truck carrying 6 tons of flour and other food items at around 0630CET.
This humanitarian aid, which was meant for the families in need in Mitrovicë,
was confiscated at the entrance of Prishtina. Two activists and the truck
driver were mistreated and taken to the police station.
Otherwise, the situation in Gjilan remains tense,
with most of the key roads blocked by police forces.

"The supreme political and constitutional institution - the legislation of the independence of Kosova, the Parliament of the Republic of Kosova, which emerged from the elections of 22 March 1998, held under conditions of occupation and as a political opposition to occupation and the occupier's institutions, as well as an expression of the political will of the people of Kosova for freedom and independence is and will be:

The Parliament of the Republic of Kosova will

- an institution for the political unification
and basic consensus of all political forces in Kosova;

- a body for the further international acknowledgement
of our liberation efforts in accordance and in cooperation with the international
community;
- a body for the democratic regulation of relationships
and for the guarantee of individual, collective, political and national
rights.
The Parliament of the Republic of Kosova has been
constituted and is beginning to function under extremely difficult, complex
and dangerous circumstances. The Serb regime is pressing Kosova with all
its power, in order to undermine its people. Kosova is now entering war,
which could be very bloody and disastrous. These are the determining days
for Kosova and its future.
Serbia's overall political and military losses,
the augmentation of the general resistance of the people of Kosova, the
fast growing and strengthening of the KLA, the international community's
condemnation of Serbia's intentions, its isolation, as well as added international
engagements, forecast the probable defeat of Serbian hegemony. However,
hard work and new sacrifices wait until the definite liberation. Therefore,
there is need for devotion, determination and cooperation from all sides
for achieving independence, now more than ever.
There are still possibilities, although diminished,
to hold dialogue and find a peaceful solution, despite the situation that
Kosova faces. Therefore, let us try to use them without giving up our consciousness
and self-defense.
It is necessary for us to be united and determined
in order for us to realize our aims. Let us join all Albanian political
forces, all physical and mental potentials, moral and political, in the
joint front of effectiveness and independence.
Let us cooperate more and join efforts with those
that can help us, with the Republic of Albania, with regions inhabited
by Albanians and the Albanian Diaspora. Let us cooperate with allies wherever
they may be. Through our engagement, maturity, responsibility and determination
in our stand and our activities, let us deserve and receive the confidence
and help of international factors and other mechanisms.
Let the constitution and functioning of the Parliament
of Kosova, be the elements for avoiding traps, the elements for new and
concrete cooperation and a positive turn of orientation, says the statement

LDK leadership, evaluates in a communiqué
that the "massacre against the Albanians in Rahovec and the surrounding
villages, as well as the destruction of Albanian homes and their properties
is a continuous genocide against the Albanian people of Kosova".
The LDK Leadership asks from the relevant determining
factors to show greater persistency, in order to stop Serbia's military
aggression against Kosova, which is in an increased escalation and encouraged
because of the lack of a clear line of a real threat against the Serb aggression.
At the same time, the War Crime Tribunal in The
Hague should immediately urge the procedure of pursuing the commanders
and the executors of these genocide crimes against the undefended Albanian
people.
The LDK leadership once more re-confirms its
stand that Kosova is worthwhile and has a sublime value only with Albanians
and with their presence and existence in it. Some of the statements and
some of the uncontrolled actions of different individuals are being used
by the Serb invader as a pretext to massacre the Albanian people.
The leadership is convinced that it is very necessary
to combine and join the rational and effective actions in all the areas
of life in order to surpass successfully this intense phase of survival
and of the attempts to reach the independence of Kosova. The LDK leadership
makes an appeal to all the IDPs to come back to their homes, wherever that
is possible, because this will prevent ethnic cleansing to be carried out
in Kosova.
The LDK leadership makes an appeal to the ICRC
to urgently intervene in order to bury the victims of the Serb massacres
perpetrated in Rahovec and in the surrounding villages and prevent the
recycling of the Serb cynicism by allowing the burial of the victims be
conducted by those who committed the crime", it is stated, among others,
in the LDK communiqué.

Five after twelve - for Kosovar politicians

The German Foreign Minister stated that Kosova
Albanians "must consolidate urgently and clarify who will participate in
and who will represent them in the future negotiating process!"
This statement confirms the already familiar
thesis that Kosova Albanians and their political leaders are losing the
points they had won in the frames of international political strategy.
This confirms the Russian thesis that "Kosova Albanians are not ripe enough
to form a state!", because if they had strengthened the foundations for
their state and institutions, many things would have been different. The
developments now illustrate a chaotic state, which is neither the product
of international secret services, or Serbian ones, but a product of the
naiveté, irresponsibility and competition between Kosovar political
parties.
The claims made by a foreign diplomat, on several
occasions, "that when a person goes to Prishtina, he does not know whom
to talk with", has been verified by a leading face in world diplomacy.
This diplomat, Kinkel, is now defending himself from accusations made by
media, that it is not five minutes to twelve, but five after twelve, since
the situation in Kosova is already taken very similar nuances of the tragedy
in Bosnia. Kinkel's line of defense is now -"There is nobody to talk with
among Kosova Albanians, because it is not known who represents what".
The very last seconds are ticking for Kosova
Albanians and their leaders. If they leaders do not act fast - or as Kinkel
says "urgently", then it will not be a case of what German daily "Frankfurter
Rundschau" told Kinkel, "that it is five after twelve", but there won't
be a five nor a twelve.

"The term 'autonomy' must be taken from the
dictionary, because it is unacceptable for Albanians"

"There is a concealed consensus of all sides
in Kosova, that what is taking place there must stop as fast as possible",
said a senior American diplomat, who wanted to remain anonymous.
"The situation on the ground is very dangerous
after the fighting in Rahovec", he said in NATO premises today, adding
that they lack information on the fate of many civilians from Rahovec.
He claimed to have heard reports on many people killed and wounded.
The American diplomat stated that Milosevic as
well as Rugova have not changed their stands, claiming that Rugova is "still
considered to be one of the leading figures because of his moral authority".
Asked about possible ties between Rugova and
the KLA, he said: "Rugova is definitely not their commander and the KLA
cannot be referred to in single terms, since there are some that interpret
it as a armed military structure, while others still, consider it to be
armed groups that defend their villages".
"Neither side is capable of outdoing the other",
he said. "But, the solution must be found in genuine dialogue and I think
that the term 'autonomy' must be erased from the dictionary because it
is unacceptable to Albanians", he added.
"We cannot return to the past and study Kosova's
autonomy according to the constitution of 1974 of former Yugoslavia. This
autonomy was in the framework of a communist country and it was revoked.
Everything that happened in Kosova since then is not institutional in the
official aspect... I think that instead of using the term 'autonomy', we
should use the term of 'self-administration. Our aim is to look towards
the next century and see Kosova in a unified Europe", he said.
"We do not wish to achieve an agreement that
would not be realized because of internal problems in Albania", said the
American official after the meetings held with NATO,
"The situation in Kosova could de-stabilize Albania
even more", he said, adding that he is more of an optimist when it comes
to Macedonia, saying that "there signs of the crisis in Kosova implicating
in this republic have diminished".

"Holbrooke is 17 years late for the peaceful
solution of the Kosova problem"
KD: You are one of the first commanders of Kosova's Liberation Army to meet the American envoy, Holbrooke. What can you say about this meeting?
Lum Haxhiu: First of all I want to present myself:
I am the Officer for morale, fighting foreign politics and information
of Kosova Liberation Army in the sub-headquarter in Rekë (e Keqe),
and this is the post I held when I met with Holbrooke. He came to see the
situation here in Junik, i.e., the whole region of Rekë, and to offer
a possibility for a peaceful solution to the problem of Kosova.
In a conversation that lasted for about an hour
and forty minutes, we explained to Holbrooke, in details, the whole course
of events, starting from 1981 until 28 February of this year, when the
people of Kosova picked up the arms and started fighting to free Kosova.
I made it clear to him that he was 17 years late for the peaceful solution,
and that now we are pursuing another path, the liberation path.
Now, the peaceful solution will be effective
only if it is quick and efficient. If it is dragged and it does not offer
a solution, then it would mean nothing but a waste of time. I also explained
to him that the only reason we picked up the weapons is to defend the Albanian
nation from Serb massacres and, expanding from this phase, this defense
has turned into an actual liberation war. I also told him that we are not
planning to put the weapons down until we have freed every inch of Kosova.
I said to Holbrooke: "You just recognize the
independence of Kosova and I will be the first one to smash my weapon".
Under these conditions, an engagement for establishing peace in Kosova
would mean slavery. Only by the realization of the people's will for independence
and self-determination in Kosova, will there be peace.
KD: But, didn't the international community start a "diplomatic offensive" for the peaceful solution of the Kosova problem?
Lum Haxhiu: I consider this an attempt that lacks seriousness, because the international community has more potential and force to mount pressure and make Serbia to really sit down and negotiate, in order to bring to life the demand of the Kosova Albanian people, that is its will, expressed in the referendum, to live independently in a state of its own. While the Contact Group has supposedly undertaken measures against "Yugoslavia", i.e., against Serbia, the Serb aggression in Kosova is increasing and it hasn't stopped for a moment. This means that these measures not only are insufficient, but they are actually serving Serbia as a signal, a stimulant, to recommence with its aggressive path in Kosova.
KD: Among the Contact Group conclusions, there is also one that prefers a solution of a special status type. Do you think that such a preconceiving of the status helps the solution of the Kosova issue?
Lum Haxhiu: Unfortunately, this is not a solution for Kosova. Kosova has already had all the possible statuses in relation to Montenegro and Serbia. Even in the case of the past federation, time has proved that Serbia came up with ways to destroy it and thus violently realize its aims. Hence, this is only an action of the Contact Group, lacking seriousness, and what's more, a game harming the Albanian people. If the Contact Group, truly wishes to impose stability in the region, if it wants to make the Balkans a peace oasis, then there is only one solution to that: the independence of Kosova. This is the only condition, this is the only possibility for the Albanians to live in peace, because as long as Kosova is occupied by Serbia, it will not be free and subsequently, the Balkans will be in turmoil, because the Albanians will not lay down the weapons, until they have completed their aim for national liberation.
KD: Which is KLA’s official stand: are you engaged for the independence of Kosova or it’s joining with Albania?
Lum Haxhiu: We are engaged in freeing Kosova from the Serb slavery. Further on, it will be the people of Kosova to chose, most probably in a referendum, as to what will it be like in the future. Thus, I say, the status of Kosova should be an independent state and this future state of Kosova will be the state of all of those who live here.
KD: How would you name the dispute that is nowadays taking place within the Albanian political scene: a dispute which more or less is considered as an attempt to put KLA under a party control, or a dispute controlled by other forces?
Lum Haxhiu: Firstly I want to stress that KLA cannot be supervised or controlled by any single Albanian political party. Because it is a national army, it's the people's army and its line is the national policy and not the party policy. The Albanian political scene, its disagreements, opposition, divisions, they only show the incapability of the political forces to coordinate its actions with the war for the national liberation, respectively for bringing to life the independence of Kosova.
KD: However, by not naming your political wing, haven't you yourself contributed to this division in the political scene?
Lum Haxhiu: The General Headquarters has its Directorate
for Politics and Information. Which means that from the very beginning,
KLA came out with a clear platform: a liberation war to free Kosova from
the Serb occupier. An opposite question might be more correct. Isn’t the
Albanian political scene facing disappearance, by the fact that even after
KLA came out on the scene in public on 28 November 1997, in Drenica, claiming
that it is the Kosova Albanian army, the politicians continued calling
it names, putting a bad shadow over it, alluding that it was an extended
hand of Serbia.
Fortunately, we are way over this now, but still
the Albanian political forces have not reached the level that achieving
the independence of Kosova, i.e., the liberation of Kosova demands. The
sooner they unite and speak an understandable language with the KLA, respectively
with the General Headquarters, the stronger we will be, and the freedom
will be closer.
KD: Up to the present, KLA has used a tactic, which has been called the "attack and run" tactic by the foreigners. In the meantime, Rahovec took place, meaning the tactic changed more or less. Does this mean that KLA has changed its strategy from the defensive one to the strategy of the attack, entering in the towns that have some strategic importance for KLA?
Lum Haxhiu: Primarily, this is a questions that falls within the General Headquarters’ competencies, but according to the actions that have taken place, according to the statement that Prishtina will be taken over soon, I evaluate it to be so.
KD: You will continue marching to Prishtina?
Lum Haxhiu: According to the statement of the General Headquarters’ representative, that's affirmative.
KD: Do you think you will succeed?
Lum Haxhiu: Definitely.

The Parliamentary
Defence Commission on Thursday issued a statement which calls on "all,
especially the armed forces' structures, all officers and soldiers to cope
with any event dictated".
The statement
was drafted in the commission's today's meeting, which examined the latest
situation in Kosova, mainly the barbarous massacres the Serb occupier is
exercising on Albanians.
"The latest massacres
in Kosova remind you of Sebrenica and its people burnt by the fire of Milosevic's
machine and our entire region risks to be engulfed in the flames of war,"
says the statement says.
The Albanian parliament
has examined the situation in Kosova several times, since the beginning
of the Serb massacres. The People's Assembly has approved two resolutions
to this end which ask the international community to urgently intervene
to avoid a conflict of catastrophic consequences.

concludes with a call addressed to all, especially "officers and soldiers

U.S. and NATO working in diplomatic and military lines to resolve Kosova issue
TIRANA, July 23
(ATA)-The U.S. and NATO are working in the diplomatic and military lines
to resolve the conflict in Kosova.
In his regular
press conference on Thursday, the spokesman of the White House, Mike McCurry,
referring to the developments in Kosova said that "U.S. President Clinton
and the NATO Secretary General Solana have had and exchange of information
regarding the military plans being prepared by the Alliance for a possible
intervention in Kosova".
"We are working
in two lines, diplomatic and military, the latter will be used if diplomacy
fails to find a solution to the issue".
The U.S. keeps
considering Milosevic the main cause for the violence exercised in Kosova,
said McCurry.
He regarded Belgrade
as the generator of the conflict.
"It is the brutal
oppression, expercised by Belgrade for many years, and constant refusal
to undertake the necessary steps towards peace that have led to this situation,"
said McCurry. Now there are many facts to consider Milosevic responsible,

Continuous fighting and displacement of population in Kosova
PRISHTINE, July
23 /ATA correspondent Behlul Jashari reports:
Fighting in Kosova
continued also over the last 24 hours along the border belt with Albania,
in Dukagjin, Drenice and Rrafshi i Kosoves.
Displacement of
the population in large proportions is taking place not only in many villages
attacked and bombarded by the Serb forces but also in the cities.
Besides Decan,
Rahovec, too, has been destroyed and emptied, while the population are
being largely displaced from Peja, Skenderaj and other cities, also including
the Kosova capital, Prishtine.
Today's reports
say that Serb forces' attacks continue also in the villages of Pecan, Zllaushan
and Reshtan of the Suhareke commune, the village of Gremnik of Kline and
several other regions of Drenica, as well as in the village of Nerodime
e Eperme of Ferizaj suburb.
In Peja the Serb
police are maltreating many Albanian families, thus, because of blockades
and raids by the Serbian forces the city of Gjakova is likely to remain

GEREMEK BACKS POSSIBLE NATO INTERVENTION IN KOSOVA.
Bronislaw Geremek told a joint meeting of the parliamentary Foreign Affairs and National Defense Commissions on 22 July that Poland would take part in NATO intervention in Kosova if the UN agreed to such an action. PAP reports that Geremek's stance was shared by both commissions. Asked about the form of Poland's participation in possible intervention, Geremek said the main thing is to express solidarity with NATO and that "this is a political decision." JM
SERBS SAY RAHOVEC 'SECURE.'
Serbian forces consolidated their control over central Rahovec on 22 July as fighters of the Kosova Liberation Army (UCK) retreated northward. Euronews Television said on 23 July that Rahovec is almost deserted except for Serbian troops. A police official told reporters the previous day that "security was established in the town from Tuesday night." In Prishtina, spokesmen for shadow-state President Ibrahim Rugova's Democratic League of Kosova called on international humanitarian organizations to persuade the Serbian authorities to open a corridor to Rahovec so that the Kosovars can evacuate their wounded. KOSOVARS CLAIM 'MASSACRES' IN RAHOVEC.
Rugova said in Prishtina on 22 July that the Serbian forces recently carried out "massacres" on civilians in Rahovec, RFE/RL's South Slavic Service reported. Spokesmen for the Kosovar Committee for the Defense of Human Rights charged that "eyewitnesses talk of huge massacres conducted by the army, the police, and paramilitary units.... The situation in Rahovec is catastrophic." Two eyewitnesses said that, when they emerged from several days of hiding, they saw 10 tractors removing bodies, AP wrote. The "Frankfurter Allgemeine Zeitung" also reported Kosovar claims of massacres and of public executions but noted that the charges have not been independently confirmed. PM
MORE INCIDENTS ON ALBANIAN-KOSOVA BORDER...
Serbian soldiers on 22 July fired on the house of the village elder of Dobrun, which is located in the Has Mountains, on the Albanian side of the border. The attack was carried out with heavy machine guns and lasted for about an hour, "Koha Jone" reported. Meanwhile near Padesh, on the Yugoslav side of the frontier, Serbian forces fired several mortar shells into Albanian territory. No one was injured. The same day, the Serbian authorities declined to attend a meeting of the bilateral border commission that the Albanian authorities had requested after Serbian forces recently fired shells into Albanian territory (see "RFE/RL Newsline" 20 July 1998). Serbian officials argued that the proposed meeting place along the border is not safe, "Gazeta Shqiptare" reported. In Kukes, Albanian border police said that Serbian forces have begun laying anti-personnel mines along the border to prevent refugees from entering Albania. FS
...AS SERBIA WIDENS SECURITY ZONE.
Yugoslav Prime Minister Momir Bulatovic said on 22 July in Belgrade that the authorities have extended the border security zone from a few hundred yards to 3 miles. Bulatovic added that "Albania must be moved farther away" from Kosova because, he charged, the Albanian authorities have not prevented the UCK from infiltrating fighters and guns into Yugoslavia. He added: "I am sorry for the state of Albania. They have so many economic, political and social problems that you cannot take anything they say seriously. It sounds pretty funny when [the Albanian authorities] say they do not know anything about 1,000 armed men crossing their territory and about the existence of terrorist training camps, yet they managed to calculate exactly that three shells [recently] fell on their territory," Reuters reported. OSCE WARNS OF 'HUMANITARIAN DISASTER' IN KOSOVA.
German diplomat Hans-Jorg Eiff said in Belgrade on 22 July that major humanitarian problems could arise if the fighting does not end soon. Eiff had just returned from leading a 12-member OSCE delegation on a seven-day trip through Kosova. He added that he foresees "a great risk of major problems of the humanitarian kind and that the crisis might really escalate in winter." Eiff stressed that the two sides "are obviously no longer capable of finding the solution alone... [and that] the focus of attention of international efforts must be to alleviate the misery of the people" of all ethnic groups. PM
ALBANIAN LOCAL DEMOCRATS LIMIT TIES TO CENTRAL GOVERNMENT.
Leaders of the Union for Democracy coalition, whose principal member is the Democratic Party, announced on 22 July in Tirana that local government leaders belonging to their parties will communicate with the Socialist-led central government only in writing. Democratic leader Sali Berisha said that no party official will attend any more meetings with appointees of the Tirana-based government, including regional prefects. The Democrats govern 48 out of Albania's 64 municipalities. Berisha said that "this is a government of enemies and has to be treated accordingly." He added that those Democratic officials who do not accept the decision should leave the party, "Shekulli" reported. FS
POLICE officials yesterday promised Albanian diplomats a full investigation into the alleged torture of two young Albanian men arrested on theft charges. Endrid Grizha and his cousin, Leonard Grizha, both 19, claim they were brutalised by police officers over a period of two days after they were arrestred on July 11 near Stylida, about 140 kilometres northwest of Athens. The two men, accused of a string of thefts, claim local police beat them severely with hoses, wooden clubs and metal bars, as well as stubbed out cigarettes on their bodies and poured rubbing alcohol on one of the men's stomachs before setting it alight. Police have instructed a medical examiner to compile a report on the injuries sustained by the two men.

Washington -- Ambassador Robert Gelbard, special
representative of the president and secretary of state for implementation
of the Dayton Accords, told the House International Relations Committee
July 23 that the United States believes "that a solution for the problems
of Kosovo can and must be found within existing international borders."
Gelbard added that "only
meaningful self-government for Kosovo can address the legitimate grievances
of the Kosovo Albanian community and promote stability.... The UCK [Kosovo
Liberation Army] will not be able to shoot its way out of the FRY ["Federal
Republic of Yugoslavia"], but neither can Belgrade maintain its authority
in Kosovo with a nightstick clutched in an iron hand. There is no battlefield
solution for either side. Only open dialogue and sincere negotiations can
resolve the current impasse."
Noting the International
Criminal Tribunal for the Former Yugoslavia has pledged to investigate
reports of possible war crimes in Kosovo by both sides, Gelbard said: "Our
disgust over the actions of the Serbian security forces in Kosovo does
not mean that Albanian extremists should be given a free hand. Further
violence, no matter who is responsible, will only make it more difficult
to achieve a negotiated political settlement. We have made this clear to
UCK leaders in our discussions to date and will continue to emphasize the
importance of restraint in any future meetings."
He also reiterated the
demands made by the Contact Group in order for the FRY "to be able to normalize
relations with the outside world and for the FRY to be welcome in the community
of nations." To date, FRY President Slobodan Milosevic Milosevic has "done
nothing" to meet most of the demands, Gelbard said.
"Milosevic must meet
all of his obligations to the Contact Group, or we will continue to look
for ways to increase the pressure on Belgrade to move in a positive direction."

Statement by Ambassador Robert S. Gelbard
Special Representative of the President and
the Secretary of State
for Implementation of the Dayton Accords
House International Relations Committee
July 23, 1998
I want to thank you for the opportunity to appear
before the committee and continue our dialogue on the ongoing crisis in
Kosovo, which remains an important foreign policy priority for the administration.
We welcome your views on the situation in Kosovo. High-profile congressional
interest in Kosovo helps us underscore with Belgrade and others the importance
the United States attaches to this issue and reinforces our leverage with
the parties in pursuit of a settlement.
The conflict in Kosovo
has entered a new and potentially more dangerous phase given Belgrade's
continued refusal to take the steps necessary to stabilize the situation
and the resultant rapid growth in both size and capability of the armed
Kosovo Albanian resistance. Louise Arbour, the lead prosecutor for the
International Criminal Tribunal for Former Yugoslavia (ICTY), recently
announced that the situation in Kosovo met the definition of "armed conflict"
under relevant international law. This brings the conflict more clearly
under the Tribunal's jurisdiction. There is clearly an urgent need for
both meaningful dialogue and immediate tension-reducing measures, including
a comprehensive cessation of hostilities.
Although we are concerned
about the actions of the Kosovo Liberation Army -- commonly referred to
by the Albanian acronym UCK -- we must not lose sight of the fact that
Belgrade initiated the confrontation in Kosovo, and President Milosevic
and his government have primary responsibility for taking the steps necessary
to bring an end to the violence. Belgrade's obligations to the international
community have been clearly spelled out in the Contact Group statements
of June 12 and July 8. These demands must be met for Belgrade to be able
to normalize relations with the outside world and for the FRY ["Federal
Republic of Yugoslavia"] to be welcome in the community of nations.
Milosevic must:
-- Pull back the security forces engaged in repressive
actions in Kosovo;
-- Initiate a meaningful dialogue with the Kosovar
Albanian leadership aimed at producing a political settlement;
-- Reach agreement with the U.N. High Commissioner
for Refugees and the International Commission for the Red Cross on a program
for the return of refugees and displaced persons;
-- Ensure complete freedom of access for international
personnel, including NGOs, journalists, and humanitarian aid workers; and
-- Support the efforts of the international community
to monitor events on the ground in Kosovo with complete and unfettered
access.
Access in Kosovo for international personnel and
NGOs has improved in the last month. However, Belgrade has done nothing
to meet our other demands, particularly on security concerns and dialogue.
In fact, President Milosevic has attempted to redefine his obligations
by offering a number of more limited commitments to Russian President Yeltsin
in Moscow on June 16. We have not, however, moderated our views in any
way. Milosevic must meet all of his obligations to the Contact Group, or
we will continue to look for ways to increase the pressure on Belgrade
to move in a positive direction.
In truth, President
Milosevic has failed to produce real progress even on the more limited
commitments he made to President Yeltsin in Moscow. Our view on this is
quite honestly different from that of the Russian government. This is one
reason why the latest Contact Group statement on Kosovo does not -- in
our opinion -- go far enough in making clear to Belgrade exactly what is
expected.
One area in which we
are cooperating closely with the Russians as well as with a number of European
governments is in putting a significant international presence on the ground
in Kosovo. The establishment of the Kosovo Diplomatic Observer Mission
(KDOM) is a major diplomatic development that will significantly enhance
our ability to gather real-time information about developments in Kosovo,
as well as demonstrate international concern to all residents of Kosovo
-- Serbs as well as Kosovo Albanians. Already, 23 American personnel have
been assigned to the U.S. Embassy in the FRY to serve as observers and
support staff for the KDOM and ten are already participating. Other countries,
including members of EU, Russia, and Poland, have, or will soon, assign
personnel to this task. Despite continued promises of full cooperation,
Belgrade authorities continue to erect roadblocks to the full deployment
of the mission, most recently by refusing to grant flight clearance for
four U.S. transport planes carrying needed vehicles, communications equipment,
and medical supplies for the KDOM.
KDOM observers travel
throughout Kosovo and speak to officials, combatants and private citizens
to ensure that we have a complete picture of what is happening in Kosovo.
The mission also serves as a concrete international commitment to remain
engaged in Kosovo until a political settlement is reached.
Accurate, up-to-date
information is important. But, that information must support a policy-making
process that advances the cause of peace in Kosovo. Our own diplomatic
efforts are continuing. Ambassador [to the Former Yugoslav Republic of
Macedonia] Chris Hill, who has been very active on this issue, has been
shuttling back and forth between Belgrade and Pristina in an effort to
revive negotiations. One aspect of Ambassador Hill's mission has been to
work with the Kosovar Albanian side to promote the development of an authoritative
negotiating team that represents the full spectrum of political opinion
in the Kosovo Albanian community, including extremist elements. Unless
the views of those on the Albanian side engaged in the fighting are represented,
it is unlikely that either a cessation of hostilities or a comprehensive
political settlement can be negotiated. That is why we have opened a dialogue
with the UCK. The UCK is a reality on the ground, and however much we condemn
the use of violence by either side, they will have to be a party to any
cessation of hostilities.
Ambassador Hill has
also met several times with President Milosevic -- including this week
-- to press him to meet his obligations and take the steps necessary to
revive the prospects for dialogue. The pressures on Milosevic are mounting.
The new sanctions -- the most important of which is the investment ban
agreed to by the Contact Group last month -- have further undermined an
already shaky Serbian economy. A recent assessment of the FRY economy prepared
by the U.S. Treasury Department concluded that the economic and financial
condition of the FRY had sunk to new lows, firmly establishing the country
as the "sick man of Europe."
In addition to the Contact
Group, we are working in other multilateral fora to raise the stakes for
Belgrade. In New York, we are consulting with friends and allies about
possible action in the U.N. Security Council to reinforce the Contact Group
demands. As part of our broader, regional strategy, we already have renewed
the mandate for U.N. operations in Bosnia, on the Prevlaka peninsula, and
in [the Former Yugoslav Republic of] Macedonia. In NATO councils, planning
for possible NATO action is nearly completed.
While no decision has
been made regarding the use of force, all options -- including robust military
intervention in Kosovo -- remain on the table. NATO planning is on track
and Milosevic understands that this is no idle threat.
The deteriorating situation
in Kosovo is a threat to regional peace and security. The potential for
spillover into neighboring states remains a paramount concern, and we and
our allies have made clear to President Milosevic that spillover of the
conflict into Albania or Macedonia will not be tolerated. Albania is particularly
vulnerable. Albanian authorities have little control over the northern
third of their country, a situation that fuels -- and is also fueled by
-- continuing instability in Kosovo. We are working with the government
of Albania to shore up security in the north, including through international
training for Albanian police and a precedent-setting NATO cell in Tirana
to coordinate cooperation through the Partnership for Peace. The recent
and intense violence in the Orahovac region and reports of Serbian shells
falling on Albanian territory underscore the urgency of the situation and
the regional ramifications of continued conflict.
There are nearly 14,000
registered refugees in northern Albania who have fled the violence in Kosovo.
More than 80,000 have been internally displaced in the FRY, including almost
22,000 in Montenegro. The U.S. has made available substantial assistance
-- currently $8.5 million -- to help international relief agencies cope
with this crisis. The efforts include protection of refugees and displaced
persons as well as contingency planning in Macedonia.
We need to protect our
investment in Macedonian stability and promote the continued development
of democratic institutions there. UNPREDEP continues to play an important
role, and there is general agreement that the mandate should be extended.
We have increased our bilateral assistance efforts in Macedonia from $2
million last year to more than $11 million this year, and we have organized
a NATO clearinghouse on Macedonian security to stimulate multi-lateral
aid.
We are also concerned
about the safety of the civilian population of Kosovo -- ethnic Albanians,
ethnic Serbs and others. The United States and others in the international
community have highlighted the abuses of the Serbian security forces in
Kosovo and the use of indiscriminate and excessive force against Albanian
non-combatants. We have also condemned attacks against Serb civilians by
the UCK, including kidnapping. The Kosovo Observer Mission will continue
to track these reports and provide timely information to the international
community.
The Hague Tribunal has
pledged to investigate reports of possible war crimes in Kosovo -- by both
sides. In one instance, three Serbian refugees who were on their way to
Belgrade to apply for immigration to the United States through the International
Organization for Migration were pulled off a bus by armed Albanians and
held hostage. Two of those kidnapped have been released, but one -- 26-year-old
Djurdje Cuk -- is still reported missing. Our disgust over the actions
of the Serbian security forces in Kosovo does not mean that Albanian extremists
should be given a free hand. Further violence, no matter who is responsible,
will only make it more difficult to achieve a negotiated political settlement.
We have made this clear to UCK leaders in our discussions to date and will
continue to emphasize the importance of restraint in any future meetings.
Reports that Serbian
police are responsible for the disappearance of a large number of Kosovar
Albanians are extremely troubling. We have put considerable emphasis on
the need for Belgrade authorities to accept independent forensics investigators
to look into allegations of summary executions in the Drenica region of
Kosovo. We expect that the ICTY as well as our allies will make this a
priority issue.
Belgrade's imposition
of a food blockade on Kosovo further exacerbates an already perilous situation
for the ethnic Albanian population of Kosovo. We have seen credible reports
that Belgrade has instructed food suppliers to deliver only to state-run
stores in Kosovo, which are all controlled by Serbs. We have seen this
kind of intimidation tactic before and condemn such actions as violation
of human rights and a cynical manipulation of Kosovo's most vulnerable.
We continue to believe
that a solution for the problems of Kosovo can and must be found within
existing international borders. The entire international community recognizes
that only meaningful self-government for Kosovo can address the legitimate
grievances of the Kosovo Albanian community and promote stability in that
volatile region. The UCK will not be able to shoot its way out of the FRY,
but neither can Belgrade maintain its authority in Kosovo with a nightstick
clutched in an iron hand. There is no battlefield solution for either side.
Only open dialogue and sincere negotiations can resolve the current impasse.
There is no quick fix
for Kosovo. This is a difficult and complex problem bred by years of Belgrade's
intransigence and lack of democratic institutions. U.S. leadership will
remain essential to move this issue forward.
The United States has
made a significant investment in Balkan stability. Continuing unrest and
violence in Kosovo threaten that investment. We must act early, and we
must act decisively to put an end to the conflict in Kosovo, beginning
with an agreement on a cessation of hostilities.
A truly stable and lasting
solution to the problems of Kosovo will require the development of strong
democratic institutions in Serbia and the FRY. A new generation of political
leaders -- with a greater understanding and respect for the traditions
of European democracy -- must emerge and take charge of their own destiny.
In Montenegro, President Milo Djukanovic has already begun this process.
His reformist policies -- and those of his new government -- have our full
support. Serbia is lagging behind, but even in Serbia there are some promising
young political figures, and we are doing everything we can to promote
their development as genuine leaders.
I would like to thank
you once again, Mr. Chairman, for your Committee's attention to this issue.
We want to continue to work closely with you and with other members of
the Committee to promote a peaceful resolution to the problems of Kosovo.
