The European parliament in a meeting in Strasbourg on July 16 adopted a resolution on Kosova. Its member states decided:
      7. to call on the Commission and the Council to provide all necessary humanitarian aid to the victims of and the refugees from the acts of violence and call on member states to stop returning refugees and asylum seekers to Kosova where protection cannot be guaranteed;

Rugova demands international protection for Kosova

      PRISHTINE, July 24 /ATA correspondent Behlul Jashari reports:
      "The situation in Kosova continues to be dangerous;  Serbian police and army attacks are daily. A severe ethnic cleansing has started in Kosova," Kosova President Ibrahim Rugova told reporters on Friday.
      We want "international protection for Kosova and its  people and an end to be put to the conflict's spread in the region," said Rugova.
      The Serb police are allowing neither the burial of the killed after the massacres in Rahovec nor the arrival of international and national organisation in Kosova.
      Thousands of Albanians have left the Rahovec town and its suburbs, said Rugova adding that attacks have been carried out and people killed also in other regions of Kosova, while the Serb police repression continues.
      The International community, the U.S. and the European Union are undertaking all diplomatic as well as military steps not to repeat Bosnia in Kosova, said Rugova, responding to a reporter's question.
      Rugova renewed the stand that "the best solution for  Kosova is independent Kosova with all guarantees for the local  Serbs and an international protectorate as a transitional phase." /p.ta/eva/lm/

Parliamentary speaker visits United States

      TIRANA, July 24 (ATA) - Albanian parliamentary Speaker Skender Gjinushi held a series of meetings with U.S. senior officials to discuss developments in Albania and crisis in Kosova, press and information office at the parliament said to ATA on Friday.
      Gjinushi and the Ohio Senate chairman Richard Finan discussed the work of the Albanian parliament and a solution to the Kosova issue.
      The meeting of Gjinushi and Senator Biden was focused on the developments in Albania and situation in Kosova.
      Senator Biden said that he had often suggested President Clinton a U.S. intervention in Kosova in case NATO fails to intervene.
      Gjinushi also met with the congressman Eliot Engel and the group of congressmen interested in Albania.
      Head of the foreign commission in the U.S. congress Benjamin Gilman, speaking on behalf of the commission, said that the international community would not tolerate a second Bosnia.
      These meetings were held at the end of the annual conference of U.S. legislators on July 18 in Las Vegal where Gjinushi, the Albanian parliamentary Speaker was invited.
      Gjinushi attended a hearing of the foreign commission with the U.S. ambassador Robert Gelbard. Gelbard said that the main responsibility for what is happening in Kosova falls on Milosevic. ake/eva/ak/

Albanian president meets with German state secretary

      TIRANA, July 24 (ATA) - President of Albania Rexhep Meidani  received on Friday midday Kurt Schelter, Secretary of State at the German Defence Ministry, who was accompanied by the Albanian minister of Public Order Perikli Teta and ambassadors of both countries.
      Meidani expressed his satisfaction for the level of bilateral relations in all directions and his conviction that they would be promoted especially in public order section, press and information office at the presidency said in a press release obtained by ATA.
      Schelter expressed the readiness of the German side to help  stop criminal phenomena, which are present in development of liberties and opening of countries.
      Referring to Kosova, president Meidani expressed his concern saying that "despite the engagement of the international community for a solution to the conflict it seemed that it would last as long as the situation on the ground, aspirations and concrete solutions seen on a historical plan and linked with the reality and prospective and especially with the demographic factor, were not understood."
      President Meidani speaking on behalf of the Albanian state,  expressed determination to continue the democratic road in order to strengthen stability in Albania, promote the authority of Albanian institutions against destabilizing tendencies. ake/das/ak/

Albanian minister meets with German state secretary

      TIRANA, July 24 (ATA) - By A. Haxhiu: Situation in the Balkan region and efforts for a peaceful solution to the crisis in Kosova were on the focus of Friday's talks between the Albanian Foreign Minister Paskal Milo and Kurt Schelter Secretary  of State at the German Interior Ministry.
      "Violence which is being exerted in Kosova can cause new influx of refugees, problems which directly affect Germany. It (Germany) is interested in the fact that refugees possibly stay in the region," Schelter said.
      He stressed that given the situation, Germany was aware that the most important thing is a solution to the Kosova issue rather than Germany's problems with refugees.
      The Albanian minister Milo thanked the German government for its advanced attitude as regards the handling of Kosova issue  and stressed the will of the Albanian government to find a peaceful solution through negotiations with international mediation.
      The meeting discussed the possibilities of promoting bilateral cooperation and it was agreed that the German side would continue aid in the framework of strengthening stability  in Albania and security in the region.
      "Albania is part of Europe and we are helping and will help  it to become a partner in our long-term cooperation," Schelter said. ake/das/ak/

30 people from Kosova arrived in Has recently

      HAS, July 24 (ATA) - By Riza Hoxha: People of Kosova, who are fleeing Serb violence and terror, are arriving recently in Has district, North of Albania.
      "Around 30 people have arrived in the last three days from Kosova but there exists a possibility for a greater influx in the  days to come," Zenel Kastrati, head of the Kruma town hall said to ATA.
      The majority have been settled in families of the Golaj commune.
      Muhamet Ukperaj, head of the commune, said that over 50 persons have been settled in this commune besides scores of others who have not been registered for different reasons.
      Meanwhile, the city residents are being supplied with food reserves to cope with a possible influx from Kosova.
      "I have sold thrice the amount of foodstuff recently," Hasan Musa, shop keeper in Kruma, said.
      "The fear for another influx of people from Qafe Prushi makes residents prepare for difficult times," he said. s.s/das/ak/

KOSOVAR PARLIAMENT SAYS PEACE STILL POSSIBLE.

Representatives of the underground Kosovar legislature issued a declaration in Prishtina on 22 July saying that "the possibilities for dialogue and a peaceful solution, although greatly reduced, have not been exhausted. Therefore, while not giving up vigilance and self-defense, let us try to use them. Let us cooperate more and coordinate our efforts with all those who can help us, with the Republic of Albania, with [other Albanians in the Balkans], and with the diaspora." The statement did not include any concrete suggestions regarding a solution. The legislature also recognized the Kosova Liberation Army (UCK) as a legitimate Kosovar organization. Shadow-state President Ibrahim Rugova added that "we should have done this long ago." Until earlier this year, Rugova and most civilian leaders referred to the UCK fighters as "frustrated individuals" or denied that the UCK was anything more than a creation of Serbian propaganda. PM

RUGOVA'S PARTY APPEALS TO HAGUE COURT.

The Democratic League of Kosova (LDK) said in a statement in Prishtina on 23 July that Serbian forces are carrying out a policy of "genocide against the ethnic Albanians" in the province. The LDK called on the Hague-based war crimes tribunal to prosecute those who ordered as well as those who carried out "these war crimes." Meanwhile in Paris, the Assembly of the Western European Union adopted a resolution stating that chances for a peaceful resolution of the Kosovar crisis are "minimal" because the international community did not "intervene" at the beginning of the conflict, RFE/RL's South Slavic Service reported. The text also noted that Serbian forces are carrying out a strategic "cleansing" of the border area with Albania (see "RFE/RL Newsline," 23 July 1998). PM

UCK CONTROLS SERBIAN MONASTERY.

Father Sava, who is the spokesman for Serbian Orthodox Bishop Artemije, said in Decan on 23 July that UCK forces have taken control of a monastery near Zociste south of Rahovec. Sava noted that the monastery does not have police protection, the Belgrade daily "Danas" reported. The monk added that the guerrillas did not allow the clergy to take either their personal belongings or Church artifacts with them when they left. "The Independent" reported that Sava and his fellow monks at Decan are active both on the ground and on the Internet to promote reconciliation between Serbs and ethnic Albanians. PM

LARGE UCK PRESENCE REPORTED IN TROPOJA.

A Reuters correspondent visiting Tropoja in northeastern Albania on 23 July reported that UCK fighters have transformed the town into "a virtual military base." He reported that UCK soldiers openly train without interference from the Albanian police and that there is an open-air weapons market in the town center. OSCE Field Officer Christopher Dwan said, however, that the presence of Serbian troops along the border "makes it difficult for UCK fighters to cross into Kosova." Tropoja and other northeastern towns have traditionally been lawless and difficult for the Tirana authorities to control. FS

U.S. ENVOY CALLS FOR MILITARY AID TO ALBANIA.

Christopher Hill, who is U.S. ambassador to Macedonia,  told NATO officials in Ohrid on 23 July that Albania needs urgent help to strengthen its army and its political and economic institutions, unidentified diplomatic sources told Reuters. Hill stressed that the Albanian government is unable to assert itself in the "wild" northern borderlands and that if nothing is done quickly, Albanian territory may become firmly established as a support base for the UCK. Such a development could provoke a military response from Serbia and lead to an expansion of the conflict, they added. NATO Secretary-General Javier Solana said the alliance has no plans to use Macedonian territory for any military intervention in Kosova. NATO will hold exercises involving 25 countries in Macedonia in September as part of the Partnership for Peace program. FS

TURKISH LEGISLATORS APPROVE ALBANIAN DEPLOYMENT.

The Turkish parliament on 23 July authorized the stationing of soldiers in Albania. The decision is designed to show support for Albania in the Kosova crisis. It also gives the government the right to decide about the size, place, and time of any deployment. Turkey currently has only a small contingent of soldiers in Albania, who train troops and help reconstruct the naval base at Pasha Liman, near Vlora. FS

ALBANIAN GOVERNMENT CRACKS DOWN ON DRAFT DODGERS.

Minister for Local Government Bashkim Fino on 23 July ordered all prefects to increase their efforts to recruit young men for the army because of the increase of tensions along the Kosovar border. Fino said that his aim is to double the number of soldiers by the end of September. To help achieve that goal, he told the prefects to take "harsh measures" against draft evaders. He added that the local government and the army must work together to update draft lists and apprehend draft dodgers. FS

ALBANIAN RADIO, TELEVISION GETS NEW HEAD.

The Council of Directors of Albanian Radio and Television (RTSH) has appointed Ardian Klosi as director-general. A professor of philosophy at Munich University in recent years, Klosi replaces film director Albert Minga. Journalists in Tirana told an RFE/RL correspondent that they expect Klosi to speed up the transformation of RTSH into a public broadcasting institution along West European lines. They added that Klosi is likely to be more determined than Minga in introducing reforms and in resisting attempts by politicians to interfere with broadcasters' autonomy. FS

NATO TROOPS ARREST WRONG SERBIAN TWINS.

A spokeswoman for the Hague-based war crimes tribunal said at the court on 23 July that two Bosnian Serb brothers seized by British SAS forces in Prijedor earlier that day and taken to the Netherlands are not the indicted Banovic twins Nenad and Predrag (see "RFE/RL Situation Report," 23 July 1998). "These two persons are not the Banovic brothers. They are people who have nothing to do with this," she added. The spokeswoman did not reveal the identity of the two men, except to note that they have the same birthday as the Banovices, the London daily "Guardian" wrote. Meanwhile in Banja Luka, Serbian authorities refused to allow the funeral of Imam Ibrahim Halilovic to take place at the site of the destroyed 16th century Ferhadija mosque, where he had worked for years. Halilovic will be buried in Sarajevo instead, RFE/RL's South Slavic Service reported. PM

Killed Albanians buried in two mass graves

      PRISHTINE, July 23/ATA correspondent Behlul Jashari reports:
      Five Albanians' names (Bekim Bugari, Sadik Shala, Destan Sharki, Muharrem Kadri, Mehmet Kadri dhe Halit Hoxha) as well as numbers 1, 4 , 8 and 10, figures of unidentified Albanians, while the number of the buried Albanians is thought to be much larger, are written on the mass graves dug by the Serbian forces on Wednesday, according to sources from the Council for the Defence of Human Rights and Freedoms in Kosova (KMLDNJ).
      According to the same sources the Serbian forces on Wednesday dug by excavators two mass graves and buried the corpses gathered along the Rahovec town roads, about one hour before the arrival in the town of foreign reporters and diplomats.
      According to the KMLDNJ the Serb forces have killed over 50 Albanians while many killed and massacred, who have remained in streets, houses, basements and fields have not yet been identified.
      LDK sources in Rahovec believe there are hundreds of killed, massacred, burnt and injured.
      The Kosova press and other sources compare the massacre committed by the Serbian forces in Rahovec with Srebrenice. /p.ta/mima/lm/

Germany ready to restructure Albanian police

      TIRANA,July 24 (ATA)-Secretary of State at German Interior Ministry Kurt Schelter said his country will continue to help the Albanian police reach contemporary standards, according to the information and media department close to the Council of Ministers.
      "We will try to continue this aid and cooperation, having as main priorities teaching, training and qualification of the Albanian police forces," said Schelter at a meeting with Albanian Prime Minister Fatos Nano in Tirana on Friday.
      The two countries' Public Order Ministries have drafted a three-year plan (1999-2001), financed by the German government, which in May 1998 provided DM one million for the equipment of the Albanian army with transportation means.
      They also discussed the crisis in Kosova and the performance of the Albanian police forces in preventing arms trafficking in northern Albania, bordering Kosova.
      The two shared the opinion that the crisis in Kosova should be resolved through political means.
      "The Albanian government is working to encourage cooperation among the political forces in Kosova, so as to speak with a single language before the international community.
      Schelter evaluated the performance of the Albanian government in coping with the influx of the refugees from Kosova (90% of the population is Albanian).
      He said he would closely see to the situation of 13 000 Kosova refugees, who are settled in Albania's north and would ask the German government not only to provide direct aid, but also to coordinate the aid offered by the international organisations to cope with the situation. /a.ke/mima/lm/

DEMOCRATIC UNION:THE STANDS OF ALBANIAN GOVERMENT HAS INFLUENCED THE INCREASE OF THE MASACRES IN KOSOVA

TIRANE, 24 JULY /ENTER- Gj.Koja/ The party Democratic Union expressed Thursday the concern for the situation, massacres and killings in Kosova. In a press conference Remzi Ndreu asked the Albanian government to take all the measures to protect the Albanian borders not to repeat the border incidents. Ndreu said that the stands of the Albanian government are "irresponsible" and they have influenced in the continuation of the Serb violence. DUA evaluated as a factor of the first hand the liberation action of KLA and the constitution of the parliament of Kosova. DUA said that it is for the harmonisation of the actions of all sides in Kosova to achieve the final aim of an "Independent Republic of Kosova" The party expressed its concern for corruption and contraband that has included all the Albanian institutions and considered the actual government as incapable to fight them. The party asked the creation of a government of national Salvation with the participation of the parliamentary parties and the consensus of the other parties, as the actual government is incapable to solve the problem of Kosova and to fight corruption.

DP ASKS INTERNATIONAL COMMUNITY TO BE MORE ACTIVE IN THE QUESTION OF KOSOVA

TIRANE, 24 JULY /ENTER -G.Selenica/ -Albanian democratic Party accused Thursday the institutional obstacles within the international community which are influencing on the detoriation of the situation in Kosova. The democrats said that Milloshevic is applying its policy of ethnic cleansing and the uptodate stand of the international communities giving free hand to him. The democrats asked the international community to act quickly to prevent the violence and to bring a solution of the Kosova question.
According to the democrats the difference within the International Community are result of the political strategies of some countries and from the incapability of some others to act.
Commenting the interior situation the democrats warn that they will take all the measures to show that they are an active opposition.The statement of the socialists to outlaw DP are a testimony of the initiative of SP to isolate DP keep it out of the political processes.

REACTIONS TO THE STATEMENT OF BRAHO TO FIGHT SIDE BY SIDE WITH KLA

TIRANE, 24 JULY /ENTER- G.Selenica/ - The Albanian opposition leaders react with scepticism to the statement of the socialist deputy Spartak Braho, for fighting side by side with the KLA.The leaders of the Democratic Party call this impossible to be realised and called his statement without any value.
The leader of the party Union for democracy, Remzi Ndreu said that Braho does not act on his own, and he represents an extremist state of the Albanian left. ndreu accused that the Braho is playing this game for political consumption, and added that this is not realised.He added that Braho could not be a patriot as long as he asks extremism towards the Albanian opposition.
The leader of the liberal Union Party, Teodor Laco, hailed the statement of Braho but added that such an action needs brain.

THE SOCIALISTS PRESIDENCY DISCUSSED SITUATION ON THE BORDER

TIRANE, 24 JULY /ENTER -G.Selenica/ -The presidency of the SP discussed Thursday the situation on the Albanian border and the eventual measures to be taken if the situation is detorationg.
Sources at the presidency said to Enter, that the meeting discussed also the stand of the socialist to the new developments in Kosova. SP discussed also the measures taken by respective ministries to face the actual situation .

ALBANIAN PM-S REPEAT THE DEMAND FOR INTERNATIONAL INTERVENTION OF NATO IN KOSOVA

TIRANE, 24 JULY /ENTER -Gj.Koja/ - The chairman of parliamentary commissions of foreign policy and Order and INS repeated Thursday the demand for a immediate NATO intervention in Kosova. Sabri Godo and Neritan Ceka warned that if NATO does not intervene in Kosova now, then tomorrow it would be too late.
Godo, chairman of the Foreign policy commission said that NATO must have intervened early in order to avoid the repetition of the Bosnia massacres. He criticised the Albanian government and said that the Albanian policy towards Kosova is not in accordance to the resolutions of the Albanian parliament on this question.
Neritan Ceka, chairman of order and INS said that it is the task of the Albanian government to realise the resolution of the Albanian parliament for the solution of the Kosova question.
