Balkan/Kosovo – Sonderausgabe "bfai-info Osteuropa" - (Köln, 20.07.99)

Im Rahmen einer Initiative der Bundesregierung zur Unterstützung der deutschen Wirtschaft hat die bfai eine Sonderausgabe der Zeitschrift "bfai-info Osteuropa" mit den wichtigsten Informationen zu den Ländern dieser Region und zum Wiederaufbauprogramm Kosovo/Balkan herausgegeben.

Der vor kurzem gebildete bfai-Informationsstab Südosteuropa wird auch nach Herausgabe dieser Sonderausgabe weiter in der Zeitschrift "bfai-info Osteuropa", im Auskunftsservice und den bfai-Datenbanken über die Entwicklung und Beteiligungsmöglichkeiten für deutsche Unternehmen berichten. Ende August startet die bfai außerdem eine Extraseite im Internet.

In der Sonderausgabe geben die Experten der bfai auf 72 Seiten Informationen zu Projektwünschen, wirtschaftlicher Entwicklung, rechtlichen Bedingungen für deutsche Unternehmen, Messen, die in diesem Jahr stattfinden werden, Reiseformalitäten, Beteiligungsmöglichkeiten und Kontaktadressen für die Länder Albanien, Bosnien-Herzegowina, Bulgarien, BR Jugoslawien, Kroatien, Mazedonien und Rumänien.

Die Sonderausgabe der "bfai-info Osteuropa" ist beim bfai-Kundencenter (Tel.: 0221/2057-316, Fax: 0221/20 57-212) zum Preis von 12 DM erhältlich. Ein Jahresabonnement der alle zwei Wochen erscheinenden Zeitschrift kostet 230 DM. Zur Unterstützung der Aktivitäten der deutschen Wirtschaft auf dem Balkan hat die bfai einen Informationsstab gebildet, der in engem Kontakt mit den offiziellen nationalen und internationalen Stellen als zentrale Anlaufstelle der deutschen Wirtschaft für die Beschaffung von Informationen über die Märkte und Geschäftsmöglichkeiten der Region dienen soll. Erste Ansprechpartner in der bfai sind die Leiterin des Referates für Mittel- und Osteuropa, Dr. Elfi Schreiber (Tel.: 0221/20 57-445), und der Leiter des Referates für Projekte und Auslandsausschreibungen, Dr. Reinhard Kopka (Tel.: 0221/20 57-335).

Der Wiederaufbau und die Lage auf dem Balkan werden künftig Schwerpunktthemen der bfai-Berichterstattung sein. Fakten über die wirtschaftlichen und rechtlichen Bedingungen in den betroffenen Ländern sowie ausgewählten Branchen werden ebenso wie Informationen über die Programme bi- und multilateraler Geber, Geschäftswünsche und öffentliche Ausschreibungen laufend von den bfai-Experten vor Ort und in Deutschland zusammengestellt. Sie werden über die aktuellen Informationsdienste, die Datenbanken, das Internet (www.bfai.com) und den Auskunftsservice der bfai abrufbar sein.

Zu Beginn dieser Initiative wird die bfai eine Sonderausgabe der Zeitschrift „bfai-Info Osteuropa“ herausgeben, die die wichtigsten Informationen zum derzeitigen Stand liefern wird. What is OBNOVA ?

The OBNOVA Programme is a European Community initiative for the rehabilitation and reconstruction of Bosnia and Herzegovina, Croatia, the Federal Republic of Yugoslavia and the Former Yugoslav Republic of Macedonia (FYROM).

The OBNOVA Programme has been created in July 1996 (Council Regulation (EC) n°1628/96, amened by Council Regulation n°2240/97 and Council Regulation n°851/98). It aims to reinforce the Dayton Accord and the peace agreements signed in Paris on 14 December 1995.

The main priorities for OBNOVA funding are:

• the regional cooperation and good neighbourliness projects, and transborder projects;
• the rebuilding of infrastructure and other individual or collective facilities damaged in the fighting;
• the consolidation of democracy and civil society;
• the return of refugees;
• the integration or reintegration of refugees, displaced persons and former soldiers into working life;
• the preparation of the production apparatus for economic recovery;
• the development of the private sector, notably small businesses, and promotion of investment;
• the strenghtening of non-governmental organisations, cultural institutions and educational establishments.

Participation in invitations to tender and contracts is open on equal terms to all natural and legal persons of the Member States and of the Recipient States.

Procurement

The EBRD's Procurement Policies and Rules are based on the fundamental principles of non-discrimination, fairness and transparency. They are designed to promote efficiency and effectiveness and to minimise credit risk in the implementation of the Bank's lending and investment operations. As well as securing the efficiency of the Bank's own projects, the implementation of projects based on EBRD's procurement policy promotes:

the development on a national level of public procurement systems based on principles and procedures of highest international standard;

increased participation by foreign enterprises in EBRD-financed projects and greater involvement by the international business community in the Bank's countries of operations;

the introduction of innovative contracting models and solutions based on a strong private sector involvement in the provision of public services.

Procurement in the Bank's public sector operations is governed by the EBRD's Procurement Policies and Rules, which stipulate that open tendering should normally be applied for a public sector project; only in exceptional circumstances are other procurement methods considered. Open tendering ensures equal opportunities for all interested tenderers, irrespective of country of origin, to participate in a tender financed by the EBRD. To help all parties involved in the tendering and contract process, the Bank has made available a range of material, such as standard tender documents and procurement guidelines. Invitations to tender, expressions of interest, contract award information and other essential information regarding EBRD-funded contracts is published monthly by the Bank in Procurement Opportunities. Procurement information is also provided  in the Official Journal of the European Communities and United Nations Development Weekly.

     Annex B: Guidelines for Donations to the Kosovo Emergency

In an effort to communicate effectively with donors, and to facilitate UNHCR’s task as lead agency, please take note of the following to help coordinate and track donations in response to the Kosovo emergency. These guidelines may be updated or revised, depending upon the evolving situation.

Assistance General

Please inform UNHCR of goods and services that you can offer for the emergency response (fax +41 22 739 7352, e-mail: hqfr00@unhcr.ch). The most urgent needs exist in the sectors of shelter, logistics and health (as of 1 April 1999).

Inform UNHCR of goods and services approved for the emergency:

     type and quantity (above minimal quantities or a value over US$ 10,000)
     leadtime
     the recipient (UNHCR, other UN agency, Government, NGO, others)

Updates on identified shortfalls will be communicated to donors on a regular basis.

A guide for donors entitled "Making Contributions In Kind to UNHCR" can be obtained from Tel. +41 22 739 8176. It contains general information about in-kind contributions as well as practical advice concerning valuation, logistics and other such matters.

Cash contributions can be pledged or paid against the Inter-agency Consolidated Appeal for the region or its subsequent revision(s).

The UNHCR Media & Public Affairs Unit is publishing regular updates on the situation in Kosovo, including figures for cross-border displacement. These updates are available on UNHCR's public web site (www.unhcr.ch) under the rubric "Kosovo latest". In addition, UNHCR distributes these updates to EXCOM members and other UN agencies in Geneva.

The Kosovo Operations Cell operates on a 24-hour basis. It serves as UNHCR's central coordination unit for the exchange of information regarding all issues connected to the crisis in the Southern Balkans. The contact numbers of the Kosovo Operations Cell are as follows :

About UNCSD

The following Organisations in the UN system have agreed to develop and support a common supply database, the United Nations Common Supply Database (UNCSD):

Currently, in the first phase of development, the UNCSD contains contact information on companies interested in serving as suppliers to the UN system. Future developments under consideration include a wide range of capabilities, varying from sharing qualification information to generation of procurement statistics. Inter-agency cooperation in the UNCSD provides a channel for improved communication between Organisations in the UN system, and between the UN system and its suppliers and donor countries. Access to the UNCSD is available to Organisations in the UN System and the World Bank.

The UNCSD has a unique management structure within the UN System. The activity is managed by a Steering Committee made up of one representative from each of the twelve participating Organisations. The Steering Committee has decided that the UNCSD must be a self-funding activity. The structure of funding to the UN System necessitated this decision since donors allocate funds to individual Organisations, not clearly providing for this type of inter-Organisation activity. Further, such an activity should provide value for which participating suppliers willingly pay.
