KOSOVA (shooting – Reshtan)_______________________________________________________________________
Shooting from the Serb positions in Reshtan lasted for half an hour8 November, (ARTA) 1900CET--
Serb forces installed in Suharekë municipal village of Reshtan conducted shooting with mortars and machine guns on Saturday evening at 2130CET informs the LDK CI in Suharekë.
The residents of villages Reshtan and Peçan i Vogël fled their homes due to this shooting. Movements of Serb police forces through Albanian villages were noticed also during Sunday, claim the sources of KIC.
A police patrol was situated in the village of Sopijë from 11 to 1200CET. Police were stopping and checking the passers-by, claim the KIC sources.KOSOVA (IDPs – Klinë)
The return of the Serb forces impedes the return of the population into their homesKlinë, 8 November (ARTA) 1645CET --
After the partial withdrawal of the Serb forces from some villages of Klinë municipality, a recent concentrations of the Serb forces in Fusha e Madhe near the village of Dush, in Gllavicë of Gllarevë and in some other positions has been noticed, claims the correspondent of "Koha Ditore", Maxhun Smajli.
This is preventing the return of the population, while those few returnees are compelled to withdraw into some safer places, "Koha Ditore" correspondent informs.
Shooting and frequent movements of the Serb forces were conducted in the regions of Sverkë, Këpuz and Gllarevë- informs the correspondent.
There are claims that around 50% of the population has returned into the village of Shatricë although over 40 houses were burnt in this village.
"Efforts for resurrecting the live trends here are being made through restoring the damaged houses. The assistance which was brought so far is not sufficient", says Refki Tafilaj - a resident of this village.KOSOVA (Serb forces – Gllogoc)
A number of Serb forces still present in the Drenica regionGllogoc, 8 November (ARTA) 1800CET --
Although a part of the Serb police\military forces withdrew from the Drenica region, the situation in this area is still intense due to the presence of some of the forces in the Ferronikel" factory, "KD" corespondent, Skender Karaçica informs.
Nevertheless the residents of the area, although in a small intensity, they have started going back to their homes. However, they are spending the night in great fear, since sporadic shooting is heard throughout the night coming from different directions, particularly from "Gryka e Llapushnikut".
During Sunday, several terrain vehicles, loaded with policemen, were seen driving up and down the Çikatovë e Re neighborhood.
Police-control is also being conducted on the crossroads of the streets that lead to the fields. There the police are finning the farmers, who are headed to the fields to plant the grain, with up to 100 DM, in order not to send them to the police station.
The town of Gllogoc has no functioning telephone lines for two months now.KOSOVA (Serb forces – Podujevë)
Serb police patrols through the town of PodujevëPodujevë, 8 November, (ARTA) 1930CET--
The Serb police continue rambling and patrolling the streets of the town of Podujevë town, "Koha Ditore" correspondent, Hasan Përvetica informs.
According to him, police vehicles were noticed all day long through the streets of the town, as well as through the roads, which connect it with some large habitations of the Llap region.KOSOVA (Albanian political parties – Prishtina)
No news on the formation of the Government - at least not during this week

Despite the announcements of the sources close to LDK presidency, that, the Government of the Republic could be established by this weekend, it seems that there is no news on this.
This stagnation might have been induced (among others) also by the disputes between the relevant factors concerning the postponement of the meeting between the President of the Republic, Ibrahim Rugova, the KLA political representative Adem Demaçi and the leaders of the United Democratic Movement as well as the Assembly of the Republic.
Although each of these parties had their explanations about the failure of meeting, the only one who has not made his "justification" is the KLA political representative, Adem Demaçi. In the day when the meeting was scheduled, he (Demaçi) pretended to be busy, while the diplomatic sources inform that, he has sent the American Ambassador in Skopje, Christopher Hill in order to get the last American draft document about the interim solution of Kosova problem.
The office of the KLA General Representative says he would not make any statement until Tuesday, when he will keep his regular press briefing, and it is expected that he will proclaim the one who is "guilty" for inducing the disputes concerning the meeting, which has failed.
Nevertheless, the pressure of the international community concerning the commencement of the negotiations with the "Yugoslav" side is persistently increasing, while the Albanians should be ready to have a wider representation in the talks. This was claimed also by the negotiating team itself, whose members are appealing for its improvement with new political and military representatives.
The foundation of the Government if it were done in the course of the political coordination with all political powers in Kosova would result in a stronger and more prepared negotiating team.
Meanwhile it seems that the document about an interim settlement of Kosova issue has started its "tour " around Kosova, while the diplomatic sources claim that, the Albanian side would have to give its avowed official response very soon.KOSOVA (Brussels – EU)
EU ministers to evaluate the realization of the UN Security Council demandsBrussels, 8 November (ARTA) 1700CET --
The foreign ministers of the EU member states are due to meet in Brussels, on Monday, with the Kosova issue as the main topic. The sources from the Minister's Council notified that the foreign ministers will discuss the current events in Kosova and the level of compliance of the UN Security Council demands, from both sides, and particularly on the process of the return of the refugees to their homes.
They will also "look at the way of the implementation of the agreements signed between `FRY', OSCE and NATO, as well as at the advancement made on the process of negotiations between Belgrade and Prishtina", state the same sources. The ministers in this meeting will also have discussions on the contribution of the EU countries to the deployment of the verifying mission in Kosova. They will also consider the options for technical help to the NATO and OSCE missions in Kosova, in which case they will particularly look into the proposals for putting in disposition the Satellite Center of the Western European Union (WEU) in Torrein, a center which would support the KDOM (Kosova Diplomatic Observers Mission) and NATO observation.
The conclusions regarding Southeast Europe (Albania, Bosnia and Hercegovina, Croatia, "FRY" and Macedonia), included in the program of the EU regional approach, are expected to be approved without any debate in the meeting headed by Wolfgang Schuessel, chairman in office of the EU Ministerial Council. According to the report, presented earlier by the European Commission, concerning the realization of the obligations by these countries, the relations between them and the EU are expected to remain in a status quo, concerning the trade preferences, financial aid and the mutual contracts. As for Albania, there will be talks on the WEU request to deploy a wide scale operation of international police in this country.KOSOVA (refugees – Germany)
Largest number of asylum seekers in Germany comes from Kosova

Last Friday, the press department of the newly elected Social Democrat Minister of Internal Affairs, Otto Schilly (SPD), issued the first official report in which it gives the data concerning the number of the asylum seekers in Germany for the month of October. The highest number of the escapees that sought shelter in Germany come from the area of the former Yugoslavia, more precisely from Kosova.
The total number of people that requested the right to shelter is 10551. Among them 5086 are from "Yugoslavia", 90 percent of which are Albanians from Kosova.
"This is the highest number of people, that come from this area, ever since June 1994", it is stated among others in the release issued by the internal minister Schilly.
He also emphasized the importance of "the solution of the Kosova crisis, since this mass increase of the requests for shelter is a result of the postponement of the political processes". It is also very important to say that the Kosovar bodies and institutions so far, have done absolutely nothing to contact the old or new German bodies about the fate of the Kosovar refugees.
KOSOVA (clashes – Suharekë)
Shooting from Qafa e Duhlës and MuhlanSuharekë, 7 November, (ARTA) 1700CET-- According to the LDK CI, Serb forces from their positions in "Qafa e Duhlës" and Muhlan, conducted sporadic shooting, in this way inducing a panic among the returnees of the villages Bllacë, Duhël, Krushicë, Budakovë, Qadrak and Greiçevc. Meanwhile a local villager from Samadraxhë was maltreated in Leshan, informs the correspondent of "Koha Ditore", Fadil Bytyqi.
Almost all the residents of Samadraxhë village fled their houses after the events of yesterday in Rahovec municipal village of Opterushë where five Albanians were killed, states the report of the correspondent from Suharekë.
Serb forces continue to keep their positions they have installed before the agreement Holbrooke-Milosevic was achieved.
Only the previous checkpoints in the road Suharekë-Prizren were removed, informs the correspondent of "Koha Ditore". A report of KIC from Suharekë states that, "a patrol of Serb police physically maltreated an Albanian from Samadraxhë, while the Serb police situated in Reshtan village maltreated Petrit Shabiqi (15)".KOSOVA (victims – Prizren)
Corpses of five alleged KLA soldiers identified in PrizrenThe corpses of the five killed Albanians, who were brought in the morgue of Prizren hospital, were identified on Saturday. The Serb police in Rahovec municipal village of Opterushë killed them on Friday, claiming they were members of the KLA. According to our sources, the victims are Xhelal Hajda, Salajdin Mullabazi from Rahovec, Nezir Ymeri from Jezerc, Bektesh Halili from Gllavatina and Hamid Hajrizi from Vushtrri municipal village of Stavc. Their families took the corpses from the morgue.
The LDB IC in Prizren confirms that around 20 Serb policemen and civilians surrounded and raided on Friday the house of Besim Kryeziu in "Tusus" suburb in Prizren. They arrested Besim who is still being kept under arrest.
According to the claims of SCDHRF in Prizren, the Martial Court in Nis extended the sentences of Islam Thaçi, Kujtim Memaj, Nexhmedin Ajazaj, Afrim Berisha, Fatmir Memaj, Berat Gjezairi and Adem Elezkurtaj who were arrested on 1 August in Opojë municipal village of Vuçe under the charge of having killed a Serb officer during the fighting on this village.
These indicted with crime for "terrorism" were deported two months ago from Prizren district Court into Military Court of Nis, were they are awaiting to be tried.KOSOVA (victims – Malishevë)
The corpse of an Albanian missing since three months, found in Carallukë7 November, (ARTA) 1600CET--
A corpse was found in the Malishevë municipal village of Carallukë on Friday afternoon, informs Rexhep Krasniqi-correspondent of "Koha Ditore" from Malishevë.
The corpse was found in "Mali i Markut" by some KLA soldiers, who were inspecting the field searching for eventual land mines.
Some villagers from Carallukë went afterwards on the crime scene and identified the person relying on the personal items found near the corpse. It was concluded that it is the corpse of Sherif Sahit Hoti (60) from this village, claims the correspondent from Malishevë.
There are claims that the Serb security forces killed the victim on 28 July. He was considered as for there was no information about him since that day. KIC confirmed the discovery of the corpse.KOSOVA (victims – Klinë)
Serb police kills two Albanians near Klinë municipal village of JashanicëPrishtina, 7 November (ARTA)
Two days ago the Serb police killed two Albanians near Jashanicë village, Klinë municipality, at the place called Mulliri i Çupevëve. The killed Albanians were Sejdi Shala (30) from Kopiliq i Ulët and another Albanian from Izbicë (Skënderaj) whose identity is not known yet.
According to the witnesses, the Serb policemen have shot without warning. There were plenty of villagers who were there in order to mill grain, and they were kept there for a certain period of time.
It is informed that the Serb police are still keeping the corpses.KOSOVA (clashes – Malishevë)
Shooting in LlozicëPrishtina, 7 November (ARTA) 1930CET--
Serb forces conducted shelling with various weaponry in the village of Llozicë where Serb forces are positioned, claims the LDK branch in Malishevë.
The same source informs that Fatmir Gashi (1961) from Vërmica was brutally maltreated in the Klinë police station two days ago.
Fatmir Gashi went there to register his vehicle, at what point he was taken in by the female police personnel and sent at the Police chief of the station. He was interrogated about KLA and its commanders, and tortured afterwards.
In addition, Dr. Aziz Thaçi -a dentist from Balinci was tortured the same day in the police station in Klinë.KOSOVA (harassment – Mitrovicë)
Police maltreats Albanians returning into their villages7 November (ARTA) 1800CET--
In the Shipol suburb five Serb policemen stopped and mistreated dozens of Albanian civilians who were returning from Mitrovicë into their villages, on Friday, informs the CI of LDK branch in Mitrovicë.
Dozens of Albanian IDPs, who were returning into their homes, were maltreated as well in the police checkpoints in Tërnafc and Klinë e Epërme (Skënderaj municipality) informs KIC.
The report states further that, over ten policemen and Serb civilians maltreated the Albanian pupils of elementary school "Ismail Qemali" in Mitrovicë. The mal-treated pupils were Argjend and Liridonë Veliqi from Polac (Skënderaj), Luljetë and Abaz Mulaj from Tërstenik (Gllogoc), as well as Azem Kajtazi, Liridonë Haxhiu, Kaltrinë Kutllovci and other Albanian pupils from this school.KOSOVA (police reinforcements – Podujevë)
Police reinforcements in Orllan7 November, (ARTA) 1900CET--
Even after the withdrawal of the Serb forces from the checkpoint in the entry of Podujevë, a significant presence of Serb forces as well as reinforcements in the police stations could be noticed.
The LDK CI in Podujevë claimed to have recorded new police reinforcement in Orllan. The existing number of forces in Orllan police station has been increased for 15 new policemen.

Police disappearPRISTINA, Saturday -- Two members of the Serb police who disappeared yesterday in Kosovo are believed to have been abducted by members of the UCK, according to the Pristina Media Centre. The two policemen have not been seen since early yesterday afternoon when they set out by truck on the road between Malisevo and Orlat. A police statement said that the police, who were delivering supplies to police troops, disappeared in an area where UCK provocation has increased in the past few days.
Hill meets UCK
PRISTINA, Saturday -- US envoy Christopher Hill yesterday met members of the UCK, according to a Reuters report. UCK spokesman Jakup Krasniqi told media that UCK officers had discussed the draft Serb-Albanian agreement with Hill. Krasniqi described the Americans as a great influence in Kosovo and elsewhere and said that they recognised the UCK as a factor in negotiations.
Ministry denies visas refused
BELGRADE, Friday -- The Federal Justice Ministry last night denied that Yugoslavia had refused visas to senior officials of the Hague tribunal. Hague chief prosecutor Louise Arbour on Thursday said that she had been granted a partial visa for Yugoslavia which permitted her to visit only Belgrade.
The Justice Ministry statement did not address the issue of the restricted visas, saying only that visas had been issued to Arbour, Tribunal President Judge Gabrielle Kirk McDonald and Deputy Prosecutor Graham Blewett for the purpose of attending a symposium in Belgrade.World literature department abolished
BELGRADE, Friday -- The Dean of the Belgrade Philology Faculty, Radmilo Marojevic, last night announced that the faculty's department of world literature had been abolished. Marojevic said that the need for such a department did not exist as world literature was already studied in specific language departments. He added that a new department of comparative literature would be established which would study domestic literature in comparison to other world literatures.
The former head of the world literature department noted that the world literature department had been founded in 1886 and had a long and celebrated history. However, he told students, their dean had now informed them that the department would be put under the same umbrella as a former course in Marxism.Dnevni Telegraf back
BELGRADE, Saturday -- Belgrade daily Dnevni Telegraf returned to the news stands today, almost a month after it was banned by the Serbian Government. The newspaper finally reached the streets after a two-hour delay during which state officials would not permit copies of today's edition to leave the printer's premises.

Kosovo Serbs Want Autonomy within Autonomy
Reuters 07-NOV-98PRISTINA, Serbia, Nov 7 (Reuters) - The search for peace in Kosovo hit another snag on Saturday when a Serbian opposition leader said his movement would also demand autonomy if the province's ethnic majority Albanians were given such status.
Momcilo Trajkovic, leader of the Kosovo Resistance Movement which groups Kosovo Serbs opposed to Yugoslav leader Slobodan Milosevic, said that if the local Albanian majority won autonomy status, his movement would insist on a Serbian autonomy within Kosovo as well.
"If the international community is going to use the ethnic principle for the Albanians, we also want the same criteria used for us within an Albanian-ruled Kosovo," he said.
Trajkovic was speaking at a conference in the regional capital Pristina attended by Serbian Orthodox Church leaders, activists of Serbia's opposition umbrella group "Alliance for Changes" and several hundred Kosovo Serbs.
Trajkovic said Kosovo Serbs he represented had not authorised Milosevic to negotiate on their behalf when he struck a deal with U.S. Balkan mediator Richard Holbrooke in October aimed at ending the fighting between Serb forces and separatist ethnic Albanian guerrillas in the province.
Albanians outnumber Serbs in Kosovo nine to one and some of the Serbs there support Milosevic.
The agreement envisaged that the presence of Serbian forces -- blamed by the West for excessive use of force-- would be reduced to the pre-conflict level.
Following the deal, another American envoy, Chris Hill, U.S. ambassador to neighbouring Macedonia, has shuttled between Belgrade and Pristina trying to get the two sides to agree on a politica accord.
The draft of the document envisages a high level of self-rule for the province after direct rule from Belgrade over the past decade.
Direct rule was backed by a heavy police presence which triggered a rebellion led by athnic Albanians of the Kosovo Liberation Army (KLA) guerrillas in February.
"If they (Kosovo Albanians) say they don't want to live under Serb rule, we say we don't want to live under their rule," Trajkovic said.
He was backed by Zoran Djindjic, leader of the Belgrade-based Democratic Party.
"Kosovo Serbs should represent themselves in any further negotiations," he said. "Neither Milosevic, nor Hill, nor (ethnic Albanian leader Ibrahim) Rugova will stand for you."
Archbishop Artemije, spiritual leader of Kosovo's Serbs, also said people from the province should have a decisive say in their own future.-end-

Bodies of five killed Albanians sent to Prizren hospital's morgue_______________________________________________________________________PRISHTINE, Nov 8 (ATA)-The bodies of five Albanian killed on Friday by the Serb police in a region between the Samadraxhe and Opterushe villages of Suhareke have been sent by the police to the morgue of the Prizren hospital, according to the Kosova Information Centre (KIC).
According to eyewitnesses, the five killed Albanians were youths, wearing the uniform of the Kosova Liberation Army (KLA).
The same source says that in Mitrovice five Serbian policemen stopped and maltreated tens of Albanian civilians, who were leaving Mitrovice for their homes. Ten other Albanian civilians, who were returning home, were also maltreated in the police roadblocks in Ternafc and Kline e Eperme of Skenderaj.

New version for status of Kosove brings nothing new - QosjaPRISHTINE, Nov.7 (ata) - The latest version for the provisional status of Kosove has no essential changes as compared with the previous versions, said Kosovar academician, Rexhep Qosja, in a meeting he had in Prishtine yesterday with the diplomat of the Swedish Embassy in Belgrade, Julius Liljestrom, the Kosove Information Centre reports.
Last Wednesday, the diplomat of the U.S. Embassy in Macedonia, Philip Riker, said that the new version of the draft agreement for the status of Kosove has "had some changes." But, according to Qosja, also in the new version that Ambassador Hill has presented these days to the Albanian party, Kosova remains in the context of Serbia and Yugoslavia, something which makes the said draft unacceptable for the Albanian party. Qosja pointed out that the agreement Holbrooke-Milosevic does not create either the necessary lasting premises for peace, or for the solution of the humanitarian drama, because, as he said, this agreement does not create the conditions for the right solution to the question of Kosove.
Kosova has been for more than 80 years a colony of Serbia, therefore the present Albanian generation has the historic task not to allow its successors have the same position, said Academician Rexhep Qosja.
