ICG's latest report from Kosovo

„What happened to the KLA?“

examines the role being played in post-war Kosovo by the leaders and members of the Kosovo Liberation Army (KLA) - formally dismantled last September, but still exercising pervasive influence.
     The approach so far adopted to the continuing influence of the KLA by the UN Mission in Kosovo (UNMIK) and the NATO-led Kosovo Force (KFOR) is described by the report as "tolerant confrontation".  While some of the most threatening gangs have been rounded up, the most co-operative elements of the KLA have been co-opted into the new police service and protection corps, and there has been no attempt to systematically destroy it as an organisation. 
     The difficulty now for the international community is that while it is impossible to ignore the problem posed by continuing KLA influence, it still seems unwise to confront it to the point of generating a full-scale shooting war. The ICG's preferred approach is for "tough-minded co-option" - an extension of the policy of seeking direct involvement by KLA elements in building Kosovo's future, but at the same time showing a renewed and resolute determination to crack down on those elements involved in organised crime and violence. The report argues that if Kosovo is ever to have a decent and democratic future, trying to engage the KLA constructively in the way proposed may be a necessity rather than just an option."

examines recent political developments in Albania and traces the social, political and economic after-effects of last year's Kosovo crisis. In particular, the report assesses the implications of Kosovo's 'liberation' from Belgrade's rule for the future of Albanian nationalism and Albania's role as the motherland of ethnic Albanians throughout the region. 
     Looking at the evolving nature of pan-Albanian aspirations in the Balkans, the report highlights a series of new initiatives for closer inter-Albanian co-operation as well as the re-emergence of old grievances - such as the property rights claim of the ethnic Albanian Cham minority in northern Greece.
     The report underscores Albania's alarming security situation and the chronic inability of the country's struggling state institutions to stem the rising tide of violence and organised crime.  It concludes with a call for greater regional co-operation and a series of targeted technical assistance initiatives designed to help contain and, over time, tackle corruption, blood feuds, the power of organised crime and illegal trafficking in drugs and people.

ICG examines the performance of the international community concerning the ambitious, long-term project of securing, rebuilding, and establishing the rule of law in Kosovo, while setting the territory on the path to self-governance. Six months into the mission, these promises have, so far, not been met. The paper highlights five key areas (security, the provision of basic services, civil registration and documentation, elections, as well as justice and the rule of law) and recommends ways to improve performance.

ICG addresses one of the principal economic issues at the heart of the Kosovars' identity. The great mineral wealth of the Trepca mines is the basis of the economy of Kosovo, but the complex is badly run-down as a result of under-investment and over-exploitation by governments in Belgrade. Trepca figured largely among the issues over which Albanians took to the streets in 1988/9, and the issue of control over the mines has assumed tremendous symbolic importance. Trepca, as one circumspect Kosovar observed, is Kosovo's Berlin Wall. It has long stood for Kosovar Albanians as the symbol of Serbian oppression and of their own resistance.

REPORT OF THE SECRETARY-GENERAL ON THE
UNITED NATIONS INTERIM ADMINISTRATION MISSION IN KOSOVO

I. INTRODUCTION

1. The present report is submitted pursuant to Security Council resolution 1244 (1999) of 10 June 1999, by which the Council decided to establish the United Nations Interim Administration Mission in Kosovo (UNMIK) for an initial period of 12 months. In paragraph 20 of that resolution, the Council requested me to report at regular intervals on the implementation of the mandate of UNMIK. The current report covers the activities of UNMIK and developments in Kosovo, Federal Republic of Yugoslavia, since my last report of 16 September (S/1999/987).

Sehr geehrte Damen und Herren

Es freut uns, Ihnen beiliegend unseren soeben fertig gestellten Bericht zur Situation in Kosova übergeben zu können. Die Ausführungen beruhen sowohl auf aktuellen Berichten internationaler Menschenrechtsorganisationen und multinationaler Organisationen als auch auf den Resultaten einer Abklärungsreise vor Ort Ende Oktober 1999.

Sowohl die Hilfswerke als auch die multinationalen Organisationen haben eine grosse Arbeit zu bewältigen. Die Bevölkerung befindet sich in einer Aufbruchstimmung und packt die Reparatur ihrer Häuser trotz grosser Verluste mit vollem Elan an. Wie der Bericht aufzeigt kann dennoch der Bedarf auch unter Einsatz sämtlicher verfügbarer Ressourcen auf den Winter hin nicht zufrieden stellend gedeckt werden. Nach der enormen Umwälzung durch Vertreibung, Krieg und Kriegsverbrechen herrscht heute in Kosova ein Klima der Unsicherheit und Willkür.

Die nicht-albanischen Minderheiten sind massiven Vertreibungen ausgesetzt. Namentlich die Gruppe der Roma und Aschkall ist einer pogromartigen Verfolgung ausgesetzt; auch die serbische Minderheit wurde und wird verfolgt und zu grossen Teilen vertrieben. In der prekären Sicherheitssituation werden zunehmend auch Mitglieder anderer Minderheitengruppen verfolgt.

In den Schlussfolgerungen des Berichts stellt die SFH unter anderem fest, dass eine Rückkehr der Minderheiten aus dem Ausland nach Kosova zu diesem Zeitpunkt nicht zumutbar ist.

The latest ICG report from Kosovo, Kosovo: Who's Killing Whom? 
(2nd November) provides a survey of the rapid escalation of crime and violence in Kosovo's ethnic melting pot. The analysis focuses particularly on the role of key paramilitary factions threatening Kosovo's internal security. Indeed, the still turbulent relation between the KLA, non-Albanian ethnic minorities, Serbian paramilitaries, Albanian criminals and the political rivals of the KLA such as the LDK are all seen to contribute to the current security crisis faced by the recently formed multiethnic civilian protection force, the KPC.

"The current post-war economic situation means that both staff and students are in a very precarious position. Many must now make substantial personal investment in repairing or rebuilding their own houses, and the staff have not been paid since the start of the war. Previous sources of funding no longer exist, and the students are unable to afford the real costs of education. This situation poses an immediate threat to the survival of higher education in Kosovo."

The author is Dietrich Bonhoeffer - resisting against Nazi-Regime and
murdered in concentration camp in late days of world war II:
I believe
that God wants to create the good from everything,
even from the worst.
To do that He needs people
who make everything serve themselves for the best.
I believe
that in every crisis
God wants to give us as much power of resistance
as we need.
But
He does not give it to us in advance,
so that we won't rely on ourselves
but entirely on Him.

Son of man, prophesy against the shepherds of Israel, prophesy, and say unto them, Thus saith the Lord GOD unto the shepherds; Woe [be] to the shepherds of Israel that do feed themselves! should not the shepherds feed the flocks?
Ye eat the fat, and ye clothe you with the wool, ye kill them that are fed: [but] ye feed not the flock.
